In just a couple of months, it will be three years from the start of the
COVID-19 pandemic in Kansas. Even with the restrictions letting up and less
focus on the disease, the Barton County Health Department is using the New Year
as a chance to catch their breath. 

Health Director Karen Winkelman said the
message her department wants to present in 2023 is mindfulness. 
Winkelman recommends being open to change and to focus on self-care. Mental
health has been highlighted over the last few years at varying levels for everyone during
the pandemic. Now it’s time to focus on ourselves. "Mindfulness is intentional," said Winkelman. "Everyone has access to their own ability to purposely be mindful. The way some of those techniques work is just taking a pause in your life." 
Winkelman said that pause can be at home or at work, and the pause can be as
simple as being aware of your breathing or focusing on nature. "As busy as we have been, we haven't paused very often," said Winkelman. "Now, it has to be mindful. We have to train ourselves to do that." 
Other examples of mindfulness to practice include slowing down and paying
attention to details, living in the moment and accepting yourself.

While the growing staff has been serving customers throughout the Midwest for more than 20 years, having a more on-site presence in Northeast Kansas presents opportunities to the communications company. "I'm eager to meet the business owners in the Lawrence area," said Shelly Peacock, owner of TCI Answering Service. "It's a new market, which is so exciting to the team and I. Monday's Weather

Last week I introduced you to a fact sheet I wrote that focuses on healthy living. A long and healthy life doesn’t just happen. Everyday choices influence the quality of life you experience. Decisions start before your feet hit the floor in the morning. For instance, you make a decision whether or not to set an alarm or what time to set the alarm. Many decisions during the day are food centered. Perhaps you think you just make three food decisions daily: breakfast, lunch, and dinner. Well, think again. You choose how much or what kind of milk to pour on your cereal, whether to have a second helping of lasagna, if you will eat that pastry or drink soda or coffee at the office, and on and on.

Other important decisions revolve around physical activity. Take the stairs or elevator? Exercise before or after work? Watch TV or go for a walk? Since all of these decisions affect how your day goes, it is important to consider making a few common-sense changes. Many serious health problems are directly related to personal habits or behavior. Having a written plan is an important first step in regaining or maintaining a healthy lifestyle.

The bullet points that revolve around eating habits include:

· Include a fruit or vegetable with every meal or snack

· Eat slowly and eat only until you are no longer hungry

· Choose to eat more nutrient-dense foods

· Eat whole foods instead of highly processed foods.

Along with choosing to consume healthier food, many people can a achieve a healthy lifestyle by increasing physical activity. Start by investing in a good pair of walking shoes and walk around your neighborhood or indoor exercise facility. Make sure you start slow, especially if you have been inactive for a period of time. Find a buddy to exercise with. It will help to have someone to hold you accountable for increasing you level of physical activity.

The most important part of an action plan is to choose something you want to do. If your doctor or a family member tells you that you need to walk more, but that is not something you want to do, it will most likely not be successful. Next, it needs to be something reasonable, such as something you can expect to be able to accomplish in a week or a month. A true action plan is behavior specific. Losing weight is not a behavior; cutting out a 20 ounce soda every day is. An action plan answers these questions: What? How much? When? How often?

The final piece of a successful action plan is to assess the confidence level that you will fulfill the contract. On a scale of 1 to 10 where 1 represents little confidence and 10 represents total confidence, your plan should rank at least a 7.

I have a few action plan magnets that are write on/wipe off. If you are one of the first three people to stop by either of our Cottonwood offices, you will receive it. I hope your year is off to a great start!

Great Bend City Council meeting agenda (1/16)

The
drought monitor report as of Tuesday, January 10 no change as we are still in
the grips of extreme drought.&nbsp; Again, there
is little hope for any change in conditions in the short or even long
term.&nbsp; The six to ten-day outlook (January
17 to 21) indicates a 40 to 50% chance of above normal temperatures and 40 to 50%
chance of above normal precipitation, which isn’t much to begin with. The eight
to fourteen-day outlook (January 19 to 25) indicates near normal temperatures and
a continued 33 to 40% chance of above normal precipitation.&nbsp; No much but hopefully this indicates a more
active precipitation pattern.

We are in the grips of a long-term
drought and most of the western half of the state is in extreme and exceptional
drought.&nbsp; As of today, the long-range
forecast isn’t promising for it ease anytime soon.&nbsp; We are still going to plant crops and try to
pasture cattle.&nbsp; So, what can be done to
make the most of the soil moisture we currently have and will hopefully
receive?

The
primary goal is to minimize losing the moisture that’s there and store the
precipitation that might fall.&nbsp; Here we
go.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Minimize
soil disturbance.&nbsp; Any tillage,
especially aggressive tillage as early as possible.&nbsp; If you must use tillage for weed control,
sweeps or an undercutter are preferable.&nbsp;
Vertical tillage, if possible, is the best option with hard ground
difficult to plant into and it can help with the infiltration of precipitation.&nbsp; Strip tillage is also a good option for hard
ground but should be done as early as possible.&nbsp;
Leave as much residue on the soil surface as possible to decrease
evaporation and keep the soil cooler when temperatures warm.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Weed
control is another key, hopefully chemically and with minimum or no tillage.&nbsp; Starting with a weed free seedbed, planting
as early as possible to establish the crop canopy, and using a preemergence
herbicide to help the crop outcompete weeds.&nbsp;
The best weed control is a vigorously growing crop.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Select
earlier maturing varieties and hybrids.&nbsp;
The don’t have as high a yield potential but they use less water on the
vegetative stage of growth leaving more for flowering.&nbsp; The downside is naturally lower yield
potential and less vegetative growth for silage but you have a greater chance
of a decent crop and economic yield.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Back
off a little on the population.&nbsp; Most
summer row crops will compensate to a degree for a lower when conditions
improve, especially soybeans and to an extent grain sorghum.&nbsp; 

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Proper
fertility is also key for your expected yield goal.&nbsp; Too little and you are wasting water as you
lose yield potential.&nbsp; Too much and you
can waste water on excessive vegetative growth.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Plant
as early as practical to try and avoid when the worst heat and moisture
conditions typically occur.&nbsp; Along with
selecting an earlier maturing hybrid/variety you have the best chance of a
decent crop.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Monitor
for and be prepared to control insects and diseases as plant injury decreases
water efficiency yield.&nbsp; If problems
occur, before spending money on treatment, evaluate yield potential while
looking at the weather outlook and decide if it’s economical.

to fourteen-day outlook (January 19 to 25) indicates near normal temperatures and
a continued 33 to 40% chance of above normal precipitation.&nbsp; No much but hopefully this indicates a more
active precipitation pattern.We are in the grips of a long-term
drought and most of the western half of the state is in extreme and exceptional
drought.&nbsp; As of today, the long-range
forecast isn’t promising for it ease anytime soon.&nbsp; We are still going to plant crops and try to
pasture cattle.&nbsp; So, what can be done to
make the most of the soil moisture we currently have and will hopefully
receive?The
primary goal is to minimize losing the moisture that’s there and store the
precipitation that might fall.&nbsp; Here we
go.·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Minimize
soil disturbance.&nbsp; Any tillage,
especially aggressive tillage as early as possible.&nbsp; If you must use tillage for weed control,
sweeps or an undercutter are preferable.&nbsp;
Vertical tillage, if possible, is the best option with hard ground
difficult to plant into and it can help with the infiltration of precipitation.&nbsp; Strip tillage is also a good option for hard
ground but should be done as early as possible.&nbsp;
Leave as much residue on the soil surface as possible to decrease
evaporation and keep the soil cooler when temperatures warm.·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Weed
control is another key, hopefully chemically and with minimum or no tillage.&nbsp; Starting with a weed free seedbed, planting
as early as possible to establish the crop canopy, and using a preemergence
herbicide to help the crop outcompete weeds.&nbsp;
The best weed control is a vigorously growing crop.·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Select
earlier maturing varieties and hybrids.&nbsp;
The don’t have as high a yield potential but they use less water on the
vegetative stage of growth leaving more for flowering.&nbsp; The downside is naturally lower yield
potential and less vegetative growth for silage but you have a greater chance
of a decent crop and economic yield.·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Back
off a little on the population.&nbsp; Most
summer row crops will compensate to a degree for a lower when conditions
improve, especially soybeans and to an extent grain sorghum.&nbsp; ·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Proper
fertility is also key for your expected yield goal.&nbsp; Too little and you are wasting water as you
lose yield potential.&nbsp; Too much and you
can waste water on excessive vegetative growth.·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Plant
as early as practical to try and avoid when the worst heat and moisture
conditions typically occur.&nbsp; Along with
selecting an earlier maturing hybrid/variety you have the best chance of a
decent crop.·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Monitor
for and be prepared to control insects and diseases as plant injury decreases
water efficiency yield.&nbsp; If problems
occur, before spending money on treatment, evaluate yield potential while
looking at the weather outlook and decide if it’s economical.

Wheat Scoop: Listen and weigh in on Farm Bill negotiations

Bad things happen to good books. The staff at the Great Bend Public Library understands that. In an effort to keep people coming to the library, Monday, Jan. 16 is Amnesty Day at the library. Any item previously checked out, no matter how long ago, no matter the condition, may be returned that day and removed from the account as a checkout free of charge. 

"We're already a no-fines library, but sometimes people still think they owe us fines," said Adult Services Librarian Erin Ferguson. "As long as the item is returned to us in the condition it checked out, we check it in and they have no fines. But if they have a damaged book, they're not coming in because they don't want to pay that fine for the damaged book, so this is a day they get a freebie for that."

Amnesty Day is not only important for the library to get some of its materials back, but Ferguson said it is also important for members of the public who may have damaged a book and avoid going to the library to avoid paying fines. Payment plans may be available for damaged items returned on other days.

"The important thing is we just want to know if that item is ever going to come back or if it's something we need to replace," she said. "We just want people to feel comfortable coming to the library and using our services. We don't want to keep anyone from using the library."

The Great Bend Public Library is open 9 a.m. to 6 p.m. Monday through Thursday, and 10 a.m. to 5 p.m. Friday and Saturday.

Bleeding Kansas presentation to be held in Great Bend

Eighteen years and 900 meetings. That's how long Jennifer Schartz represented the Barton County Commission before deciding not to run for reelection in 2022. Schartz officially left the body on Jan. 9 as new Commission Donna Zimmerman was sworn in.

"Throughout the 18 years, I really never saw myself as a politician, and I always hated getting lumped in with them because I think that brings forth a lot of other stuff I just wasn't interested in," Schartz said. "The only thing I was interested in was serving the public."

A lifetime Great Bend resident, Schartz spent more than 23 years working at the Great Bend Tribune. She then taught journalism at Barton Community College until her contract was not renewed. That's when a friend suggested she might make a good commissioner.

"I had thought about it," she said. "I thought at some point in my life I'd like to do some public service. Everything kind of fell into place and I decided to run."

The commission was a three-person board prior to the current five-person body it is today. Schartz was the first and only person to represent the county's fifth district, which covers much of the western half of Great Bend, and the six miles west of the city. Her first race was contested, as was one several terms later.

Schartz is proud of many county accomplishments in her 18 years as commissioner. One of the early projects involved a rework of Boyd Road. "There used to be two curves, and they were not only curves, they were like 90-degree angles that you had to almost stop to get through," she said. "Then you get to the railroad crossing at Boyd, and if you didn't practically stop, you'd bottom out your car."

More recently, the commission was instrumental in the installation of enhanced signage at College Road and Washington Avenue just north of Great Bend.

"That was really important to me because there was a young girl who lost her life there," Schartz said. "I think any time you can put money toward something that may turn out to be life-saving for somebody, I think that's really an important way to use money."

One more big project was the paving of the road leading to the Great Bend compost site. Given the materials used and the location of the road, Schartz and other commissioners had to work with the Great Bend city council and township officials.

"In order to make that happen, it took three different elected groups getting together, putting some money together, to make it good for everybody," she said. "I think it shows you can do more with good teamwork than without."

Schartz was able to serve 18 years without official term limits, though opponents and voters could have ended the run during any of the elections. She said longevity in public service is sometimes a good thing, but she is ready to hand the reins to Zimmerman.

"I would not feel good retiring if I were not being succeeded by somebody like Donna Zimmerman," said Schartz. "I think she's just going to do a fantastic job for the taxpayers in the fifth district. I'm happy to leave it in her hands."

Now retired, Schartz plans to finish up work on a book she wrote for her grandchildren during the pandemic, "Grandma was Once A Dumb Kid Just Like Me." 

"It just talks about a lot of the things I did when I was a kid, just to put my life into perspective with my grandkids, so they can see I wasn't always the old grandma and that I was once a young kid," she said. "That has been really fun to do. I worked on it pretty diligently for a while then I put it away, so I want to get that finished."

Longtime employees are essential to the success of every business. At the end of 2022, Rosewood Services recognized nine employees who celebrated milestone anniversaries with the organization. They represent a total of 90 years of service and experience at Rosewood.

Rosewood Services Ranch Manger Eric Hammond achieved 20 years of service. Celebrating anniversaries in Day Services Department were Melissa Andrulis and Teresa Wilson (15 years), along with Autumn Shepherd (10 years) and Amanda Immediato (5 years). Residential Department employees celebrating five-year anniversaries were Carol Arnel, Mary Hunter, and Susan Bowers. At the end of 2022, Rosewood Services recognized nine employees who celebrated milestone anniversaries with the organization. They represent a total of 90 years of service and experience at Rosewood.Rosewood Services Ranch Manger Eric Hammond achieved 20 years of service. Celebrating anniversaries in Day Services Department were Melissa Andrulis and Teresa Wilson (15 years), along with Autumn Shepherd (10 years) and Amanda Immediato (5 years). Residential Department employees celebrating five-year anniversaries were Carol Arnel, Mary Hunter, and Susan Bowers. Aimee Bailey with Administration Department, was recognized for 10 years of service with Rosewood.&nbsp;<figure>

Nine Rosewood employees awarded for combined 90 years of service

Consider changes in your community since 2012. Businesses open, close, refocus, prices rise or fall, new construction surges while old buildings deteriorate, populations boom or bust, technology transforms — decade-old apps and programs no longer function, vehicles and equipment dependent on computers require professional repair. Nothing remains stagnant--an aphorism as true of western Kansas 150 years ago as it is today. Such change affects schools as well, including old District 2 in Ellis.

According to Jessie Ormerod’s records, new teachers came to town, and Phanie Haines replaced Fanny Hemminger in 1874. Mr. Curts took over instruction in 1875 and 76, with Harvey Heath leading classes in 1877. Did all early communities see similar turnover?

During these years, Ellis evolved from railroad division point to full-fledged community with a range of businesses serving the growing town. As fast as new buildings rose from dusty prairie, school enrollment increased and by 1878, necessitated a principal: Miss Hettie Hamilton joined two teachers: Miss Wright and Miss Clark. Town fathers anticipated further growth.

According to the September 18, 1880, Ellis Weekly Headlight, class rolls numbered 115 students with Mr. Jennings serving as principal assisted by teachers Ida Burbank and Nettie Clark. The editor stated, “When Ellis becomes known for her good schools, her real estate will increase in value.”

As class size multiplied, teachers recognized they needed support and organized a county teacher association to provide what educators now call professional development. The Oct. 16, 1880 EWH recorded that the county superintendent introduced the meeting, and attending teachers illustrated best methods of classroom drill as well as sharing essays and leading discussion related to general school work.

As one might expect, taxes increased to support the growing school. The EWH reported on 8-20-81 that a tax of 7 ½ mills paid educator salaries and an additional ½ mill covered incidental expenses. By 1881, citizens circulated a petition seeking $7000.00 to build a stone school house. The eventual bond passed 274 – 98. Board members optimistically located the new building south of the UPPR tracks. At that time, most Ellis businesses had located on the north side of the tracks. Clearly, residents expected growth to the south.

George Johnson drew up plans for a 36 x 66-foot building that would stand 32 x 62 feet inside and 40 feet tall (EHW 1-7-82). The Maguire Brothers of Hays contracted to quarry and deliver the stone on site at $4.00 a cord (EHW 12-3-81).

During the time required to construct this large stone building, Jessie Shepherd taught 99 students enrolled in her primary class. Mrs. W. L. Jennings taught 65 scholars in the intermediate class, and Professor W. L. Jennings instructed 42 students in the grammar class. These students studied in the wooden building north of the tracks. What a challenge!

Ellis, like other developing Great Plains communities, valued education. Parents and leaders understood reading, writing, and arithmetic skills increased children’s chances to succeed. In less than two decades, town authorities hired additional educators and built a new facility in an undeveloped part of town. Their optimism paid off as the town grew toward that one-time dream on the south hill.

MADORIN: Western Kansas school development

Nex-Tech, a company dealing with broadband and technology, is a supporter of the community, education, and athletics and is giving back to area high schools through a cumulative donation of $5,960 amongst 30 schools. For the 2022 season, schools that signed up received $10 for each home game touchdown.

The football campaign, which began in 2005, builds on Nex-Tech's commitment to the community by supporting athletic programs in the area. It also supports another of the company's basic beliefs, which is that having fun is important since high school football is just simply enjoyable for us.

Director of Customer Engagement Dustin Schlaefli says, "Here at Nex-Tech, our passion is to make life better for our friends, neighbors, and our customers. Getting more involved in the communities we serve while being able to provide some booster support at the same time means a lot to us as a company. It's significant when a coach comments to us, 'what a fantastic program! Thank you very much for including us. The funds are extremely beneficial to small schools.' To all the local high school coaches, instructors, and students, thank you for allowing Nex-Tech to be a part of your 2021 football season."

Nex-Tech 2022 football donation campaign supports area high schools

Pawnee Valley Community Hospital (PVCH) staff members have been setting a positive example for more than a decade by hosting quarterly in-house staff blood-donation drives.

And now, they are encouraging the community to roll up their sleeves and join them in giving life-saving blood in observance of National Blood Donor Month in January.

“The staff turnout for our blood drives has been great and unit goals have been met virtually every time,” said Kristi Engle, PVCH lab supervisor. “Staff members see first-hand the hardships that patients and healthcare providers face when there is a blood shortage. This is the strong driving force for their willingness to donate.

“In addition, prospective donors should consider that blood cannot be manufactured; it comes only from volunteers,” Engle continued. “The need for blood is constant because every day someone needs a blood transfusion whether due to a trauma, or acute and chronic conditions.

“One donation can save up to three lives. Donating is a great way to give back and help others, keeping in mind that someday you or your loved ones may need to rely on donated blood.”

Upcoming drives Local American Red Cross blood drives are set for noon to 6 p.m. Feb. 17 and April 14, both at the Larned Knights of Columbus Hall, 1216 M Road. Those who want to participate can schedule an appointment online at redcross.org or by calling 1-800-RED-CROSS.

A photo ID or American Red Cross Donor Card should be presented at the event.

“You will be asked a few health-related questions to determine your eligibility to donate,” Engle noted. “The whole process can take anywhere from 30 minutes to an hour.”

However, the American Red Cross now offers a “Rapid Pass” that allows a prospective donor to complete a health screening in advance to save time at the event.

While O negative blood is always in high demand because it is the universal donor type, all blood types are important.

Engle noted that when hospitals give a specific blood type that is a direct match for the patient, the supply of O negative blood remains available for those who truly need it.

“We completely understand that someone may be apprehensive about donating blood,” Engle commented. “The fear of needles is real but the American Red Cross does a great job of alleviating that feeling.”

Pawnee Valley Community Hospital, 923 Carroll in Larned, is a 25-bed facility, offering many services not typically available in a smaller facility. Included are 24/7 emergency care; acute, skilled and specialized nursing; surgery; high-tech imaging and laboratory tests; wound care; rehabilitation; and sleep and diagnostic center. On Thursday, Jan. 12 at approximately 9:51 p.m., officers with the Great Bend Police Department initiated a traffic stop on a vehicle in the 1600 block of Morton Street for a traffic infraction. 

During the traffic stop, K9 Menta was utilized to conduct a free air sniff, where she alerted to the presence of illegal narcotics. While searching the vehicle, officers located methamphetamine and drug paraphernalia.

The driver of the vehicle, Katherine Butler, age 39, was placed under arrest for possession of methamphetamine, possession of drug paraphernalia, no drug tax stamp and no proof of current insurance. 

Butler was transported to the Barton County Jail where she was booked in lieu of bond.

Eagle Radio's News Week in Review

Barton Community College dropped off a donation of food at the Community Food Bank of Barton County Friday. The items were collected by the Barton Library from faculty, staff and students at Barton at the end of the fall semester. The food bank is open Monday, Wednesday and Friday from 12:45-2:45 p.m. and is located at 3007 10th St. in Great Bend. Food pickup is on the south side of the building at the white garage doors. All they need to bring is proof of residence in Barton County and a photo id of everyone who is 18 or older in the household. The food bank relies on numerous donations to operate. Donations are accepted at the same days and hours listed above. Director of the food bank Ruth Behrens said donations are vital to the success of the food bank.

“We are so thankful for this donation,” she said. “A lot of people think we receive government funding but we do not. Donations are the only way we can survive and help those in need. People need help now more than ever due to rising costs of food, rent and utilities.” This is the second year the Barton Library has collected donations and Barton Director of Library and College Archives Darren Ivey said he plans to continue this tradition annually. “In addition to clothing and shelter, food is the most basic necessity for humans,” he said. “We can’t feasibly provide people with a home, but we can help them to get their next meal. The Community Food Bank is doing a terrific job in filling that need, and some big-hearted people at the College really stepped up to assist. The donors and Ruth and her staff are the real heroes. The library was merely the collection point.”

Barton Library collects donations for Barton Co. food bank

Partly this is because it’s not entirely accurate. The state’s population of 2.9 million is concentrated in the cities and suburbs of the Topeka-Lawrence-Kansas City nexus, with nearly 1.2 million Kansans spread across only five counties. Add to that the city of Wichita’s nearly 400K residents, and you have over half the population of the entire state accounted for. Meanwhile the 2020 census shows that 80 of Kansas’s 105 countries, nearly all of them rural, are losing population. Despite the images, stories, and songs invoked by our farms, pastures, and rural highways, the great majority of Kansans today are urbanites, and that likely won’t change.

This reality mostly isn’t reflected in our legislature, of course. Though Kansas’s urban areas have become more Democratic in their voting habits—three Johnson County state house seats held by Republicans flipped last November—the state’s long-standing district-based election patterns have long helped Republicans maintain dominance in most areas lacking in population density or demographic diversity, which describes those dozens of shrinking counties quite well. So even as Kansas’s population moves to the cities—and those city votes definitely add up when counted state-wide; remember Governor Kelly came out ahead in only 8 counties, but still won—its representative bodies remain heavily tilted towards mostly rural Republican voices.

One might assume that would mean rural concerns are the Republicans’ major focus. But that’s the other part of the reason: the Kansas GOP’s support for rural interests, despite the huge support they receive from those small and distant communities, is mixed at best.

There is some support there, to be sure. But addressing the problems of long-term population and economic decline are difficult, while following the culture war agenda of the national Republican party and its donors, and filing the bills which their interest groups write, is easy.

Leave aside the benefits Medicaid expansion would bring to rural Kansas; that the Republican leadership refuses to move forward with something supported by 70% of Kansans is by now an old story. Consider instead other issues: a water crisis driving ever more of the already shrinking number of farmers to sell out to bigger corporate actors; a housing crisis making it difficult for those trying to start a business or get by on a fixed income to stay in their hometowns; a lack of broad-band access, child-care resources, or support for school maintenance; and more.

These are complicated problems, requiring patient investment and difficult compromises. The decade-plus of effort the legislature has put into establishing “local enhanced management areas” in western Kansas, supporting farmers in cutting back on irrigation, is a good example, one that has shown some real success in protecting the High Plains Aquifer. By contrast, there are those who present, say, ideologically charged promises of school choice—which is irrelevant to a farm town just trying to save its high school—or legislation designed to lure financial interests to rural Kansas—which shows more hope in fees from global high-rollers than in the state budget--as their preferred solutions, rather than taking on this complicated, usually unsexy work.

So long as the minority of rural voters in Kansas can dominate the legislature, they should at least expect their concerns to be addressed seriously. This year, hopefully rural Republicans will see less of their representatives’ time consumed less by imagined threats like the occasional transgender athlete or non-existent Marxist schoolbooks, and more by the hard task of helping their patient rural supporters out.

 </figure>Kansas’s rural identity is struggling.Partly this is because it’s not entirely accurate. The state’s population of 2.9 million is concentrated in the cities and suburbs of the Topeka-Lawrence-Kansas City nexus, with nearly 1.2 million Kansans spread across only five counties. Add to that the city of Wichita’s nearly 400K residents, and you have over half the population of the entire state accounted for. Meanwhile the 2020 census shows that 80 of Kansas’s 105 countries, nearly all of them rural, are losing population. Despite the images, stories, and songs invoked by our farms, pastures, and rural highways, the great majority of Kansans today are urbanites, and that likely won’t change.This reality mostly isn’t reflected in our legislature, of course. Though Kansas’s urban areas have become more Democratic in their voting habits—three Johnson County state house seats held by Republicans flipped last November—the state’s long-standing district-based election patterns have long helped Republicans maintain dominance in most areas lacking in population density or demographic diversity, which describes those dozens of shrinking counties quite well. So even as Kansas’s population moves to the cities—and those city votes definitely add up when counted state-wide; remember Governor Kelly came out ahead in only 8 counties, but still won—its representative bodies remain heavily tilted towards mostly rural Republican voices.<figure>

INSIGHT KANSAS: Being realistic about helping the rural minority

Inventory is never a fun project. Over the past many years, USD 428 staff has done an in-house inventory on all the property owned by the Great Bend district. With some personnel changes, the board of education voted on Monday to outsource this year's inventory to Fixed Asset Inventory for $24,300. Assistant Superintendent John Popp explained the problem.

"At the end of this last summer, the person who ran it who left, engaged all the people who were part of the inventory crew to see if they would like to take over and run it," he said. "None of them were interested in running it. Matter of fact, almost all of them stated they don't necessarily don't want to continue with the inventory crew."

Fixed Asset's inventory will be good for three years. Popp said paying local staff approximately $7,500 a year would nearly equal the cost to pay Fixed Asset, and the hope is to get a professional inventory done while local staff tags along as training.  The inventory is important for insurance and replacement purposes in the case of a disaster or other loss.

Board President Jacquie Disque said, with the district making moves into the former CUNA Mutual Property and the new facilities on east 10th Street, a professional inventory is not a bad idea. That helped Board Member Chad Burroughs change his mind to a yes vote.

"Why can't we have our own people do this as part of their job?" he asked. "But I do agree with Jacquie saying, with us moving around into new buildings, a very good, thorough (inventory) by somebody who does this would be beneficial as we move into our new buildings. After that, maybe we can look at having that done in-house."

Popp said Fixed Asset prefers to work during the school year, and Spring Break might be a good time.
