Even during the heart of winter, a popular online gardening series is drawing hundreds of Kansans to its monthly, lunch-hour programs.&nbsp;&nbsp;

Organizers of the&nbsp;<a href="http://www.ksre-learn.com/KStateGardenHour" target="_blank">K-State Garden Hour</a>&nbsp;say the 2023 lineup – which kicked off on Jan. 4 – will continue a tradition of providing updated information on gardening topics that Kansans have asked for.&nbsp;&nbsp;

“We are excited to offer a new round of webinars in 2023, based on the topics our participants requested most,” said Matthew McKernan, a K-State Research and Extension horticulture agent in Sedgwick County. “There’s no better time than the cold, winter months to be planning for the coming year’s garden.”&nbsp;&nbsp;

A&nbsp;<a href="https://ksu.zoom.us/webinar/register/WN_lXljvtedRu-pvfFA6Kzvxw" target="_blank">one-time registration</a>&nbsp;gives viewers free access to all of the 2023 sessions, which include:&nbsp;&nbsp;

Each program is held online from 12 noon to 1 p.m. (CST), including a 45 minute presentation and 10-15 minutes for viewer questions.&nbsp;&nbsp;

McKernan said those who have registered for past webinars must register again for the 2023 series. As in past years, recordings of all webinars can be viewed online.&nbsp;&nbsp;

The K-State Garden Hour began in the early days of the COVID-19 pandemic as a way for K-State Research and Extension horticulture experts to share research-based information to gardeners of all abilities and experience.&nbsp;&nbsp;

It has blossomed into a program that, in 2022, was watched by viewers in 40&nbsp;states, eight countries and four continents, according to McKernan. Between January and December, the program drew 12,924 viewers, including a single-session high of 932 live viewers for a workshop on starting seeds indoors.&nbsp;&nbsp;

Since its beginning in 2020, McKernan said the K-State Garden Hour has drawn more than 42,000 online viewers.&nbsp;&nbsp;

&nbsp;“It’s incredible to see the impact and positive response from our K-State Garden Hour series audience,” McKernan said. “Our entire team has enjoyed hosting the webinar series, and we’re ecstatic to see people’s confidence in gardening growing, as well as to see our participants’ having greater success in what they are growing.&nbsp;&nbsp;

“We hope that enthusiasm continues into 2023 and people continue to take advantage of all the benefits this series has to offer.”&nbsp;&nbsp;

BOOR: Garden Hour program

Barton Community College has offered dual credit courses at Larned High School since the early 2000s. Because of this partnership, some of LHS’s teachers are also Barton adjunct faculty. Students can enroll in general education courses such as college-level math and English to help get a head start on their college coursework. Now carpentry has joined the lineup.

Carpentry has been available to LHS students for decades, but since Adam Hewson became an adjunct instructor for Barton, classes like Introduction to Craft Skills and Carpentry Basics are available to students for college credit without ever having to leave LHS. Students can continue learning in a familiar environment, pick up a new skill and get a jump start on a certificate while they’re at it.

“When I returned to teaching three years ago, I found many things had changed in the world of career and technical education,” he said. “One of the largest changes was the push by the state to graduate students from high school with meaningful and nationally recognized credentials.”

In response, Hewson set out to obtain certification from the National Center for Construction Education and Research (NCCER), which is the same certification the Barton faculty hold. The construction industry nationally recognizes NCCER as a leader in training, assessment and certification.

Hewson said his classes teach basic skills to students, like hand tool usage and identification, as well as employability and communication skills. Forty-three students were enrolled during the fall semester and most could utilize Barton’s EXCEL in CTE program to take the course tuition free.

“What I like best about this program is that it is nationally recognized,” he said.&nbsp; “NCCER has a national registry that employers use to look up a student's credentials,” he said. “Each student is issued an ID number and a wallet card.&nbsp; An employer can put this number in the computer and see exactly what certifications the student has completed.”

Once students complete both classes at LHS, they are almost halfway toward earning their certificate in carpentry at Barton. These students can continue the program following high school graduation to pick up four additional courses and graduate with a certificate and other industry credentials.

“As I tell my students, it has always been my goal to stay local but if you do not necessarily want to stay in central Kansas, these certifications give you a great opportunity to connect with employers outside of the area,” he said. “You will have the training they are looking for, so you can start a skilled career right out of high school.”

The Great Bend City Council will see an agenda item for the Feb. 6 meeting to accept the resignation of Fire Chief Luke McCormick. 
The first agenda item states McCormick resigned, and a recommendation is to approve the resignation as submitted.&nbsp; 
McCormick was appointed fire chief in September 2017 following the retirement
of Mike Napolitano. McCormick has been with the Fire Department since 1996. He
started as a firefighter and was promoted to captain in 2008. 
The City Council meeting will begin at 6:30 p.m. at City Hall on Monday,
Feb. 6.&nbsp; &nbsp; &nbsp;

In 2003, former Denver Post journalist Mark Obmascik published "The Big Year: A Tale of Man, Nature, and Fowl Obsession." The book was later turned into a feature film starring Owen Wilson and Jack Black as birding enthusiasts who will do almost anything to see unique birds. The Kansas Department of Wildlife, Parks, and Tourism (KDWPT) is once again following suit with a renewal of its Kansas Birding Big Year Contest. Kansas Wetlands Education Center Director Curtis Wolf said the area is perfect for the contest.

"Many bird watchers that utilize Cheyenne Bottoms are what we call 'listers,' which means they keep track of all the birds they see, whether it's for the year, for their backyard, for the state of Kansas, or their life list," he said. "This birding contest that Kansas Department of Wildlife and Parks has done the last few years is just a nice way of having some friendly competition of who sees the most birds for the year."

Last year's contest wrapped up at the end of 2022, with youth participant Franklin Miller earning the title of Kansas' Top Birder after identifying 322 unique birds in the state. No other competitor reported seeing more than 300 birds, though seven participants across all ages reported seeing at least 265 species.

Rules for the contest are simple: register online by April 1, abide by the American Birding Association Recording Rules, log data online, and submit a running total at the end of each quarter. The competition is broken up into three age divisions.

Birds spotted during the Christmas Bird Count would not apply since they were spotted before the New Year. That rules out the black scoter duck many came to see at Stone Lake in Great Bend, but the next unique sighting could be just around the corner. Sixty-one species were documented locally during the Christmas Count, down from the usual 75-85 species.

"The number of birds we're going to see here if the drought continues is going to be a little bit less," Wolf said. "But it's still a wonderful place to come out and see what you can find. With birds, you never know what you're going to see, where you're going to see them."

These funds support a wide-variety of needs in Barton, Pawnee, Rush, and Stafford County that serve the community at large including but not limited to: quality of life improvements; arts and culture; enhancing community destination points; charitable economic opportunity; planning and development. 

Community projects can leverage grants and/or funds received from other resources with the Spring Community Building Grant from GBCF for greater community impact. This grant is for projects up to $3,000.

Applications now are being accepted from qualified 501(c)(3) non-profit organizations and public institutions, including schools, government entities, and other charitable organizations in Barton, Pawnee, Rush, and Stafford counties.

Grant money available to improve Barton and other area communities

The City of Great Bend contracted out the city attorney and prosecutor
positions in November 2021 after Bob Suelter retired from the position. 
Allen Glendening, with local law firm Watkins Calcara, spent almost a year as the
contracted city attorney on a part-time basis. Last November, Glendenning was
named Great Bend’s full-time attorney and prosecutor as he wanted to transition
away from his current practice. 
Being full-time with the city for three months now, Glendenning has been able
to make an efficient change with the municipal court’s operations by
digitalizing documents. 
"I talked to the clerk, the judge, police department records people and the legal assistant at the city building," said Glendenning. "They jumped onboard with it and came up some great ideas. We figured out a way that we're now processing a lot of that digitally." 
When Glendenning first came on, all the paper police reports were being walked
over to the city prosecutor’s office. Materials from the court were walked over
in paper form. If the city prosecutor needed video or police body camera tape
it was burned to a DVD and sent to his office. 
Glendenning said now that information is now shared digitally which saves him
time and the city on paper expense.&nbsp; &nbsp;&nbsp;

Great Bend City Attorney: It’s a digital world

Just 262 miles to go, you can hold it. So says one of the many signs promoting the up-and-coming super chain of Buc-ee's convenience stores popular in the southern United States. But not if Russell Economic Development and CVB and Russell Development Inc. can do anything about it. Eco Devo Director Mike Parsons said there is a push to bring the chain to the I-70 corridor in Kansas.

"Late last year, they actually had a CBS Sunday Morning segment that highlighted Buc-ee's," he said. "They announced they're looking to expand and maybe move further north."

The chain is well-established throughout Texas, and has since expanded with single stops in Kentucky, South Carolina, and Tennessee, two in Georgia and Florida, and three in Alabama. The Richmond, Ky., location opened in April 2022, and features 120 gas pumps on the 53,000 square-foot property. The store in New Braunfels, Texas is a world-record 66,335 square-feet.

Inside a Buc-ee's can be even more surreal with wall-to-wall patrons searching for basic travel goods, all varieties of hot and bagged snacks, Buc-ee Beaver memorabilia, or the bathrooms known for their privacy and cleanliness. Buc-ee's also boasts an average starting wage around $14 an hour.

"The best way it's been described to me that kind of hits home with everybody is it's like the Cabellas of convenience stores," Parsons said.

Parsons said there have been some concerns about a chain of Buc-ee's size moving to the region, but noted the chain does not allow semi-trucks. Another 24/7 gas station on the I-70 Russell exit will soon be expanding as a truck stop.

"We figure we this is the best of both worlds," he said. "We've got the truck stop and the family stop. Right now the big goal is to keep Russell, Kansas, or Russell County fresh in their mind when they start looking this way."

No formal plans with Buc-ee's are in the works. Right now, the groups are trying to show there is an interest in the chain locally. They are asking the public to submit a form to Buc-ee's, expressing something as simple as, "We want a Buc-ee's in Russell, Kansas." Russell groups trying to land Buc-ee's convenience store

In an effort to ensure compliance and foster public safety, the Barton County Sheriff’s Office will be conducting a canvas of all registered sex offenders, drug offenders and violent crime offenders in Barton County. 

The Sheriff’s Office maintains a public database known as KSORT on the KBI web page. The database is open to the public and has various features including mapping that allows the public to see where registered offenders live. Citizens may also sign up for automatic email alerts in the event an offender moves into your neighborhood. KSORT is available on the Barton County webpage under the Sheriff’s drop-down tab that reads “Registered Offender Search."

The Sheriff’s Office has about 214 registered offenders on file, of those 89 are sex offenders, 87 drug offenders and 38 violent crime offenders.

Sheriff’s deputies are going to the addresses reported on the offender’s data sheet and making contact with them to ensure compliance with the terms of their required registration. If an offender is found not to be compliant, a report will be submitted to the Barton County Attorney’s Office in an attempt to seek prosecution.

The Sheriff’s Office will be checking on offenders for the next few weeks. If you have any questions or concerns, contact the Records Division at the Barton County Sheriff’s Office.

Sometimes organizations have to spend a little to save a little. Wednesday morning, Barton County Health Department Director Karen Winkelman asked the commission for approval to pay $29,731 for another annual subscription to the Nightingale Notes electronic medical record (EMR) program utilized by the department. 

"We purchased this in December 2017 for a cost of $20,478," Winkelman said. "Within about a five-year time frame, we have 29,806 clients in the system. This has been a really good EMR for us, and we're looking at even enhancing it with some collaboration with KDHE to bring some of their standalone program information into the system."

Commission Chair Shawn Hutchinson noted the number of clients in the system exceeds the number of residents currently living in the county. Winkelman said that has a lot to due with the COVID-19 pandemic.

"Over the three year COVID pandemic span, that number just escalated fast," she said. "If we would have had to make paper charts for each one of those, the cost would have been phenomenal, along with the cost of employee workload."

Health department staff uses the program for documentation and billing, and they can scan received records into the system and pull data required for grants. Winkelman said a discounted rate is offered for multi-year contracts, but given the fluid nature of EMRs, she preferred the one-year route. The commission voted 5-0 to pay for the subscription, which will run from March 1, 2023, to Feb. 28, 2024.

Barton Co. Health Department benefitting from electronic records

Family Crisis Center, Inc. based in Great Bend has a mission of serving all victims of abuse in its 10 counties of service through central and southcentral Kansas. The mission got a little easier this week with the opening of a new shelter in Larned. Executive Director Kylree Graves said the Center has owned the property for more than a year. Renovations were recently completed and the Larned Chamber of Commerce held a ribbon cutting last Thursday, just ahead of Monday's official open.

"It's just like our shelter here in Great Bend for people of domestic and sexual violence," Graves said. "It can be women, children, men. It can hold up to eight people. It's not quite as big as our Great Bend shelter."

The Center used COVID-19 funds for the renovation, and will be operating on a series of grants to keep the facility running. All-new staff was hired for the new shelter, which has an undisclosed address for security purposes. Graves is pleased to have another shelter within the region.

"We serve 10 counties with our Domestic and Sexual Violence Program, so it will be really nice to have a shelter closer to all of those counties," she said. "We have an office in Pratt, and it will be nice to have a shelter closer."

The Family Crisis Center always welcomes donations, with special attention given to full-sized hygiene products, sheets and bedding, and food. Help is always a phone call away with the 24-hour crisis line at (866) 792-1885.

These funds, which would be used as “Seed Dollars”, are an equivalent match to the $549,966.00 in services received by older residents and low-income families from Barton County.  The County has traditionally provided a match from the Finance General Account of the General Fund.   The Commission approved a $1,500.00 match. 

 DISCUSSION:  Kansas Legislative Policy Group Winter Meeting:  -The Kansas Legislative Policy Group (KLPG) held it’s 2023 Winter Meeting on January 24, 2023.  Commissioner Esfeld provided the Commission with a summary of meeting business. 

EXECUTIVE SESSION:  -The Commission entered into Executive Session for a period of twenty minutes. Following the Executive Session, no action was taken.  However, the Commission will discuss the role of the County Administrator next week.&nbsp;&nbsp;

WILSON COUNTY —One person died in an accident just after 6p.m. Tuesday in Wilson County.

The Kansas Highway Patrol reported a 2011 Chevy Malibu driven by James R. White, Jr., 54, Parsons, was eastbound on U.S. 400 just east of Kansas 39 Highway.

The Malibu&nbsp; crossed the center line into the westbound lanes of traffic. 

A westbound 2008 Dodge Ram driven by Korey W.&nbsp;Ladenburger, 23, Larned, attempted to avoid the collision by entering the eastbound lanes, but the Malibu crossed back into the eastbound lanes and struck the Dodge head-on.

White was pronounced dead at the scene and was transported to Frontier Forensics. EMS transported&nbsp;Ladenburger to Wesley Medical Center. The KHP had incomplete seat belt usage information.

NC and NW Extension Districts and counties of K-State Research and Extension again will be hosting an ONLINE agronomy series, “Crop Talk”, slated to begin Tuesday, February 7 through Tuesday, February 28, which will highlight several topics important to crop producers. K-State Weed Management Schools Coming Up February 15 and 16

A series of weed management schools will take place in northwest and north central Kansas and are hosted by local K-State Research &amp; Extension county and district offices.

With the drought and hot temperatures this last summer, farmers and agri-business retailers had some challenges in controlling difficult weeds. To address the topic of weed control, K-State Research and extension has scheduled four regional weed control programs in February. This program has been designed to help producers and agri-business retailers to improve weed control in challenging weather conditions.

February 15th Sharon Springs – 9:00 a.m. to Noon (MTN time zone) Community activity building

February 15th Atwood – 4:30 p.m. to 7:30 p.m. Rawlins county fairgrounds

February 16th Kensington – 9:00 a.m. to Noon First St John’s Lutheran Church

February 16th Russell – 3:00 p.m. to 6:00 p.m. Meridy’s Restaurant &amp; Lounge

The workshops will be presented by speakers from Kansas State University and University of Nebraska. Sarah Lancaster, K-State Extension Weed specialist, and Cody Creech, dryland cropping extension specialist with the University of Nebraska, along with local Extension Agents. Topics will cover applications and adjuvant considerations in drought conditions, tumble windmill grass management, herbicide – tolerant grain sorghum update along with a question and answer session. CAMPBELL: Virtual Agronomy Series returns in February 202

Barton County's third annual Youth Entrepreneurship Challenge is live and looking for more contestants and business mentors. Students in 7th&nbsp;grade through 12th&nbsp;grade in Barton County can submit a business idea or concept by Feb. 22 in the hopes of taking home cash. 

This competition, brought to Great Bend by Great Bend Economic Development and the Great Bend Chamber of Commerce, was created to challenge our youth, encourage our business community to partner with and mentor our younger generations, and foster an entrepreneurial spirit, and is a partnership with NetWork Kansas. NetWork Kansas holds regional and state Youth Entrepreneurship Challenges as part of its mission in developing entrepreneurship ecosystems throughout Kansas. The partnership with NetWork Kansas allows YEC contestants the use of VentureDash, the contestant portal. Great Bend Economic Development and the Great Bend Chamber partner on this competition as both organizations are tasked with strengthening the area’s workforce for the business community, and in this case, that means nurturing the next generation’s entrepreneurs.&nbsp;

This competition and live trade show will take place at the Great Bend Events Center on March 8.&nbsp;&nbsp;All participants will share with the public. Students will also present their formal 4-minute presentation to the judges. The judging panel is made up of a wide array of business professionals. The public is invited and encouraged to attend this event to cheer on our student competitors and show their support for the next generation of business ideas. Students learn about writing an executive statement and what is important to share in their 4-minute presentation, but they are also learning some of the soft skills that will help them navigate life in the workforce. A great side effect of this competition is the student competitors gain experience with professional networking with judges, mentors, and the community, as well as building social capital.&nbsp;

After the trade-show portion of the event, the winners will be announced. There is $2500 in prize money to be divided among the top competitors. Third place will receive $500, second place will receive $750, and first place will receive $1000 and the opportunity to continue onto the state level competition. Audience members will have a chance to vote for their favorite and award one competitor $250.

The competition finale is about three months away, so participants are encouraged to get started on their business plans. Students wanting to join the competition can go to the Great Bend Economic Development, Inc. web page for more information on YEC at&nbsp;<a href="http://www.gbedinc.com/yec" target="_blank">www.gbedinc.com/yec</a>. This page holds sample business plans, links to resources on giving presentations, as well as a few of 2022’s contestant interviews. Also, students can join the competition with a link to the VentureDash contestant portal. After a student joins the competition, they will be paired with a business mentor to help them iron-out details, ask them questions, and fine-tune the student’s business plan and presentation.&nbsp;

The community can help in a few ways, such as a sponsor of the live event or a business mentor for a student. Depending on the sponsorship level, sponsors can speak to the contestants and community before we announce the winners at our live event and/or have their logo on all marketing materials. As a business mentor, you are matched with a student, to help them with their business plans and 4-minute presentation. Students learn about writing an executive statement and what is important to share in their 4-minute presentation, but they are also learning some of the soft skills that will help them navigate life in the workforce. A great side effect of this competition is the student competitors gain experience with professional networking with judges, mentors, and the community, as well as building social capital.&nbsp;After the trade-show portion of the event, the winners will be announced. There is $2500 in prize money to be divided among the top competitors. Third place will receive $500, second place will receive $750, and first place will receive $1000 and the opportunity to continue onto the state level competition. Audience members will have a chance to vote for their favorite and award one competitor $250.How students can participateThe competition finale is about three months away, so participants are encouraged to get started on their business plans. This page holds sample business plans, links to resources on giving presentations, as well as a few of 2022’s contestant interviews. Also, students can join the competition with a link to the VentureDash contestant portal. After a student joins the competition, they will be paired with a business mentor to help them iron-out details, ask them questions, and fine-tune the student’s business plan and presentation.&nbsp;How the community can participateThe community can help in a few ways, such as a sponsor of the live event or a business mentor for a student. Depending on the sponsorship level, sponsors can speak to the contestants and community before we announce the winners at our live event and/or have their logo on all marketing materials. Barton Co. Youth Entrepreneurship Challenge encourages students to think big

The Barton Community College Theatre Troupe “The Barton Bards” will hold auditions for its late spring production “Under&nbsp;Milkwood” Feb. 21 and 22 from 5-7 p.m. in the Fine Arts Auditorium. All roles and technical positions will be cast. Anyone age 16 and over is encouraged to audition and will need to bring a rehearsed poetry reading to perform that is at least one minute long.

Barton Theatre holding auditions for late spring production

It's time to kick the habit of using tobacco or nicotine products. Quite literally this March. For a second year, the Central Kansas Partnership's Youth Crew is organizing a kickball tournament. Juvenile Services Director Marissa Woodmansee said she hopes the event continues to grow.

"Last year, we had over 100 participants with 100 spectators," she said. "It was bigger than we could have even imagined. It was such a beautiful day and, rain or shine, we'll do it again this year. We just want to continue to make it a fun event."

We just want to continue to make it a fun event."Youth Crew members, or students in grades 6-12, came up with the idea for kicking the habit of using tobacco or nicotine products, including vaping devices. A mini-grant was written, and the first kickball tournament was born last year."The kids planned it," Woodmansee said. "The kids did everything as far as the budget we had, which was a meager $300. We made that $300 stretch. We did have some in-kind donations that came the day of the event that continue to let us do the work and other activities for the kids."After last year's tournament, Youth Crew broke down the things that worked or did not work to make this year's tournament even better. Some 15 members of the Youth Crew steering committee are broken into groups to work on media, set-up and teardown, setting up brackets, and rounding up volunteers.The tournament, which is scheduled for Saturday, March 25 at 1 p.m. at the Great Bend Sports Complex, is open to players grades 6-12. Juvenile Services staff have already reached out to Lincoln and Riley Elementary Schools in Great Bend to develop teams. "Family Support Workers that do our All Stars are really good about getting these kids pumped up in the schools about being a participant in this, said Community Case Manager Casey Rowland. "It really is a good growth for our kids."The brackets will be divided by age groups with three volunteers working each field in the tournament to ensure fair pitching and other officiating. Players will receive a swag bag and t-shirt.
