Larned police trying to identify 'clothing store' subject

The 2024 football season will look a lot different around Barton County. The turf and track at Great Bend High School's Memorial Stadium have already been removed, and work is underway at Hoisington's Elton Brown Field. USD 431 Superintendent Patrick Crowdis updated the board of education during Monday's meeting.

"We have sold 16 rolls of turf," he said. "We will be going ahead and taking three of those down to the baseball and softball areas to use in batting cages, around home plate, to cut off for the sale of some of it during Labor Day."

Earlier in May, the district announced it would be auctioning off the Cardinal logo at the 50-yard-line of the football field. Crowdis announced Monday that Ryan Woydziak had the winning bid of $1,000.

"After football camp, I had the bright idea we were going to go ahead and cut that out," Crowdis said. "I'll have all these football boys help me move it. We were cutting through three inches of rubber. We've put that on hold for now."

Crews are now working to remove as much rubber as possible from the field, though work has been slowed by recent rains. Crowdis estimates 100 bags of rubber will be salvaged. Stone Sand will then remove the track and drain before turf cutting begins. Crowdis expects the rolls of turf to be ready for those who purchased it in the next three to four weeks.

Hoisington BOE announces winner of turf auction, status of facility upgrades

Kelly’s Garden Sense opened a new Greenhouse this spring, located at 134 NE 10th&nbsp;Ave. in Great Bend, and have created a space for not only growing local plants for seasonal planting but also hosting seasonal events. Kelly’s team held their first Greenhouse Event “D.I.Y. (Do It Yourself) &amp; Wine” on Friday, May 19, and has plans for three more events in 2023.

“Our Greenhouse Events are designed for customers to experience and create our signature POP of Color for themselves!” said Kelly Meier-Moeder. “No experience or expertise required. We guide you step-by-step so you can have fun and enjoy a drink or refreshment! Dancing will be optional at our event coming up in June!”

Greenhouse event for every season at Kelly's Garden Sense

Lieutenant Governor and Commerce Secretary David Toland announced the recipients of the spring 2023 Historic Economic Asset Lifeline (HEAL) grants. A total of 17 projects from across the state are receiving nearly $918,000 in matching grant funds.

The Patterson Family Foundation and Department of Commerce paired up to provide grant funding to assist rural communities in revitalizing underutilized and dilapidated downtown buildings and turn them into economic drivers in the community. A total of 30 applications were received during the spring HEAL grant round.&nbsp;

“Downtowns throughout rural Kansas act as the front doors to their communities,”&nbsp;Lieutenant Governor and Commerce Secretary David Toland said.&nbsp;“Through our valued relationship with the Patterson Family Foundation, we are helping to make these districts more economically viable and productive.”

HEAL projects will fund a variety of economic drivers. A sampling of this round’s projects include: a restaurant, a brewery, a façade improvement for an existing health and wellness business, a coffee shop and bakery, upper story short-term rentals and apartments, a childcare center and a group childcare facility, a boutique hotel and lounge, a sewing shop, a market, and a community event center.

Local communities receive grants to revitalize downtown buildings

Great Bend’s building inspection staff felt it was important to have
regulations in place for short-term rentals, or Airbnbs. The purpose of the
ordinance regulating the operation and offering of an Airbnb is balancing the
rights of owners’ ability to rent out properties and preserving the
neighborhood. 

Great Bend Interim City Administrator Logan Burns said the
ordinance would establish a licensing program with Airbnb owners applying for a
permit and undergoing an inspection. "We have a list of properties that are currently Airbnb," said Burns. "We would give them notice, and they would have two months to come in and get licensed. We also have some of the conditional use properties that we have already done. They've already established themselves so they would just have to come in for their license." 
Initially the ordinance stated Airbnb owners needed at least 55% of adjacent
owners to sign an affidavit approving of the Airbnb in their neighborhood.
Great Bend City Council member Jolene Biggs felt a higher number of residents
needed to approve any changes. "If I'm living on block, I want to protect more than just what's on either side of me to protect that neighborhood," said Biggs. "That's my only concern." 
The council voted in favor of the ordinance that requires Airbnb owners to get
55% of certified property owners within a 200’ radius of the proposed rental.

Barton County wants to keep its employees happy. The Employee Relations Committee that handled business on that front recently dissolved, and County Administrator Matt Patzner is looking for new ways to engage employees. Wednesday morning, he asked the Barton County Commission for $10,000 as part of an Employee Engagement Committee.

"The county has traditionally provided certain funding to source employee engagement," he said. "Typical practices have included a summer picnic, holiday party, beef bundles, jackets, and retirement gifts. The Employee Relations Committee being responsible for these and other activities has been dissolved. It's suggested the commission transfers $10,000 to be used for employee engagement."

Human Resource Director Brenda Kaiser will now be tasked with forming the new committee with the goal of finding employees focused on morale, community service, and input on benefits and policies. Patzner said it is important to continue hearing from employees, but unlike the previous committee, he wants the Employee Engagement Committee to have active volunteers.

"That's the biggest thing we wanted to move away from is seeing this as some sort of burden or obligation," he told commissioners. "I think an active want to participate in this is going to be key to it being successful."

Any regularly-planned items, like beef bundles for Christmas, would come from the general fund and not the $10,000 allocated to the employee relations fund. None of the $10,000 approved Wednesday is earmarked, and any requests to use the new funds must be approved by the commission. Step one, Patzner said, was merely getting approval and finding five employees who want to serve on the committee. Interested county employees can contact Kaiser for more information or to apply.

"I think it will be exciting to get five excited people that work at Barton County that think it's a great place to spread their enthusiasm to all the other employees," said Commissioner Tricia Schlessiger. "It's a great place to work."

A small-town shop with nationwide ambitions is one way to describe Ellinwood's newest business. Chris and Jennifer Knop recently announced the start of Armor Ink, a custom-apparel store that will operate out of 14 N. Main Street in downtown Ellinwood. The Knops hope to serve customers near and far.

"We will be able to fulfill custom apparel orders for schools, businesses, sports teams, or any other organization here in Ellinwood and the surrounding communities," said Chris. "We can also ship our ink transfers nationwide to boutiques or any other business that wants to make their own merchandise.  Becoming a supplier for businesses nationwide is another goal of ours."

The company was founded due to frustration with the lack of quality print-on-demand providers available. The Knops use an industrial Direct to Film (DTF) Printer for creating the full-color ink transfers. The improved technology has limitless color possibilities, and the graphics can be used with any fabric of any color.

"We've done a lot of research with trying to figure out what is the best method to create apparel," said Chris. "We’ve also looked at screen printing, vinyl, and direct-to-garment printing. Chris and Jennifer Knop recently announced the start of Armor Ink, a custom-apparel store that will operate out of 14 N. Main Street in downtown Ellinwood. The Knops hope to serve customers near and far."We will be able to fulfill custom apparel orders for schools, businesses, sports teams, or any other organization here in Ellinwood and the surrounding communities," said Chris. "We can also ship our ink transfers nationwide to boutiques or any other business that wants to make their own merchandise. Becoming a supplier for businesses nationwide is another goal of ours."The company was founded due to frustration with the lack of quality print-on-demand providers available. The Knops use an industrial Direct to Film (DTF) Printer for creating the full-color ink transfers. The improved technology has limitless color possibilities, and the graphics can be used with any fabric of any color.<figure>

LANE COUNTY —On Tuesday, Kansas Game Warden Angie Reisch asked the Lane County Sheriff's office for help with a Great Horned Owl chick, according to a social media report.

The owl had decided to leave the tree a little early, and was at risk of being injured by dogs or vehicles.

The rehab facility advised her to try to put the owl back in the tree by the nest.  Because of the height,  Kansas Municipal Energy Agency was called. Steven Porter put on the animal gloves and secured the Apex Predator (cute baby wrapped in it's blanket). 

He maneuvered the bucket hight up into the nesting tree and gently placed the Owl chick as close to the nest as possible. The Lane County Sheriff's office thanked KMEA, and Steven Porter for their assistance with this Owl family.

Henderson attended Hays High School and graduated in 2021. Henderson joined the Navy two years ago. “I joined the Navy because I wanted to pursue a unique lifestyle that alloted me challenges to match my ambition,” said Henderson. Today, Henderson serves as an aviation electrician’s mate with Helicopter Maritime Strike Squadron (HSM) 51. Skills and values learned in the Navy are similar to those found in Russell. “Growing up, my parents always taught me the meaning of hard work, which I have applied in the Navy everyday,” said Henderson. Members of HSM 51 fly and maintain helicopters for the U.S. Navy. Navy helicopters are able to perform many different missions. Some of the most common operations include search and rescue, air assaults, medical evacuations, supply transport and hunting submarines. This year commemorates 50 years of women flying in the U.S. Navy. In 1973, the first eight women began flight school in Pensacola; one year later six of them, known as "The First Six," earned their “Wings of Gold.” Over the past 50 years, the Navy has expanded its roles for women to lead and serve globally and today our women aviators project power from the sea in every type of Navy, Marine Corps, and Coast Guard aircraft. Our Nation and our Navy is stronger because of their service. As a member of the Navy, Henderson is part of a world-class organization focused on maintaining maritime dominance, strengthening partnerships, increasing competitive warfighting capabilities and sustaining combat-ready forces in support of the National Defense Strategy. “The Navy is a part of our defense strategy by guarding our seas with our ships and aircraft to keep the U.S. and our trusted allies safe,” said Henderson. Henderson serves in Japan as part of the Forward Deployed Naval Forces. These naval forces operate with allies and partners to preserve a free and open Indo-Pacific region. Service members in this region are part of the U.S. Pacific Fleet, which has the largest area of responsibility in the world. “As the largest force in our nation’s front line against revisionist actors, U.S. Pacific Fleet meets this great responsibility with strength, resolve and confidence," said Adm. Samuel Paparo, U.S. Pacific Fleet Commander. "Together with our joint and combined partner operations, we are positioned to defend - across all domains - any attempts to threaten our nation, our allies and partner’s security, freedom and well-being." Henderson and the sailors they serve with have many opportunities to achieve accomplishments during their military service. “My proudest accomplishments is getting recognized for my overall energy and camaraderie,” said Henderson. As Henderson and other sailors continue to train and perform missions, they take pride in serving their country in the United States Navy. “Serving in the Navy means living a life, building a career and exploring the world, while aiding in the protection of my country,” said Henderson. Barton County Commission meeting agenda (6/7)

School may be out but the learning never ends at the Kansas Wetlands Education Center. The facility will once again host its Discovery Camps in July. Education Specialist Pam Martin said the camp is a great way for kids to learn about their surroundings.

"Discovery Camp is an effort to get kids outside in nature," she said. "What we do in the mornings, when it's cooler out, is we take the kids outside and we do outside activities. That may be anything from scavenger hunts to looking for animal signs, going out in the water when we have water, to sampling for macroinvertebrates, tadpoles and fish."

Indoor activities move inside for experiments, crafts, and theme-based snacking. Discovery Camp I, for grades 1-3, will be held July 11 and 13, and Discovery Camp II, for grades 4-6, will be held July 18 and 20. New this year, camp goers will learn from a graduate student that is banding cliff swallows. Camp II will also feature archery, and all participants will get the opportunity to meet new program mascot Clyde the opossum.  

"The deadline to register is June 19," Martin said. "That way we can have t-shirt sizes and get the t-shirts ordered because they all decorate a t-shirt for camp."

Cost for each camp is $20, which covers all supplies and snacks. Call (877)-243-9268 for more information or to pre-register before June 19.

Barton County Sheriff Brian Bellendir stated he has always been a
supporter of the public having a right to know what local law enforcement is
doing. That stance includes those citizens listening to scanners and
picking up frequencies used by law enforcement and first responders. 
Law enforcement is allowed to scramble or switch to private frequencies on their
radio communication. Bellendir said years ago he talked with the communications
director to specifically leave the channel the Sheriff’s Office uses for
day-to-day operations unscrambled for the public to hear. "There have always been rules when showing up to an accident or scene," said Bellendir. "One, you secure the scene. That is for the protection of evidence, protection of yourself and any victims that may be there. In recent years, I have not had any problems with citizens or press showing up." 
One of the main reasons Bellendir wanted an open frequency is to keep the
public informed when severe weather strikes the area.&nbsp; 
"You may have a tornado touch down north of Dundee, and it's not an imminent threat to Great Bend or anything," said Bellendir. "Maybe somebody on a farm between Dundee and Great Bend will hear that. Also, the people in Great Bend will understand things are getting serious if we have one on the ground." 
When the Sheriff’s Office does need to handle an investigation privately they
are allowed to switch over to secured or scrambled frequencies.&nbsp; &nbsp; &nbsp;

What is blood sugar and why is it important? Blood sugar (glucose) refers to the amount of simple sugar moving through your body at any given time. Your body breaks down most of the food you eat into glucose and releases it into your bloodstream for fuel. When your blood sugar goes up, your pancreas releases the hormone insulin. Think of insulin as a key to let the blood sugar into the cells of your body for energy.

Some people have, or may develop, a chronic and long-lasting health condition called diabetes that affects how their body turns food into fuel. If you have diabetes, your body doesn’t make enough insulin, or can’t use it as well as it should, and too much blood sugar stays in your bloodstream. Over time, serious health problems can develop such as heart disease, vision loss, and kidney disease.

You have probably heard of type 1 and type 2 diabetes. Those who have type 1 diabetes need to take insulin every day to survive. Usually diagnosed in children, teens, and young adults, symptoms of type 1 diabetes often develop quickly, and no one knows how to prevent it.

Type 2 diabetes is the most common and is usually diagnosed in adults, although now more and more in children, teens, and young adults. If you have type 2 diabetes, your body doesn’t use insulin well and can’t keep blood sugar at normal levels. The key message about type 2 diabetes, is that it can be delayed, or even prevented, with a lifestyle that includes healthy eating and physical activity.

The benefits of physical activity can’t be overstated for people who have diabetes or are at risk for developing diabetes and other chronic diseases. Exercise can help you lose weight and maintain a healthy weight. Added benefits for those with diabetes is that exercise lowers blood sugar levels and boosts your sensitivity to insulin, which helps keep blood sugar within a normal range.

Here are specific recommendations for those with, and at risk for, diabetes:

Aerobic exercise. Get at least 30 minutes (more is better) of moderate/vigorous exercise — like brisk walking, swimming, biking, or running — on most days for a minimum of 150 minutes/week.

Include resistance exercises to increase strength, balance, and the ability to maintain an active life. These include lifting weights, stretching, using resistance bands, and bodyweight exercises.

Limit inactivity. Breaking up bouts of inactivity can help control blood sugar levels. Make sure you stand, walk, or do some light activity every 30 minutes during the day. Use an app or alarm to nudge you to move regularly, stand or move during commercials when watching TV, and take frequent stretch breaks when driving long distances or traveling.

In addition, about 1 in 3 adults in the U.S. have prediabetes, meaning their blood glucose levels are higher than normal, but not high enough to be diagnosed as diabetes. Prediabetes is real, it is common, and most importantly, it is reversible with simple, proven lifestyle changes. Most people don’t know they have it. Could this be you? KOERNER: Exercise and your blood sugar

Hoisington's baseball and softball cooperative agreement will continue with Central Plains. The USD 431 Board of Education voted 4-2 Monday evening to continue the agreement. Hoisington High School Activities Director Faron Kraft explained the agreement could mean some changes.

"Just to be transparent, KSHSAA does state the reason for cooperative agreement is varsity numbers," he told the board. "You can look at that both ways. Hoisington could sustain by themselves but Central Plains can't. Central Plains needs the numbers. On top of that, with our increased enrollment, it will push us to 4A maybe next year, for sure the year after that."

Kraft explained that enrollment figures are already close to the 4A threshold. Hoisington High's Class of 2023 was relatively small, and a large number of incoming freshmen, plus numbers from Central Plains, will likely mean a move from Class 3A competition to Class 4A. 

Kraft and Superintendent Patrick Crowdis said they saw both sides of the cooperative argument. Board Member Traci Schneider said the extra players are crucial for junior varsity teams.

"I've personally sat down and mapped both teams, the JV and the varsity," she said. "If we didn't have those Central Plains girls, our JV team would not be able to play that full season. By having them here with us, it's allowing us to continue to develop our girls and continue to develop the varsity."

Neil Ochs agreed that junior varsity competition is important, especially for players who want to compete but are not selected for varsity rosters. Becky Mooney also supported renewing the agreement.

"I think it's an agreement that's worked for a lot of years," she said. "We're talking just a handful of girls most of the time. If it's not broken, why change it? They're good-standing students. They drive over here. They put in the effort. We shouldn't punish them."

Jessica Baze also voted in support of renewing the agreement with the stipulation that USD 112 holds up its end of the bargain of paying for a third coach for both the baseball and softball teams. Dean Stoskopf and Sara Tarlton voted against the agreement.

"I've said this all along since I've been on the board; I'm not in favor of it," Tarlton said. "I just feel like you're in the school district, you play for the school district. Those students should have the right to play over non-district."

Welcome home injured Russell Fire Chief

Several inches of rain cannot undo several months of drought in and around Cheyenne Bottoms. But every little bit helps. Wildlife Manager Jason Wagner reports the Bottoms has received approximately 5.3 inches of rain since May 18, but most of it has been absorbed by the ground.

"I think our soil moisture is just so depleted that it's really been going where it needs to go, and that's back into the ground to replenish that soil moisture," he said. "Once that soil moisture gets replenished, we should start getting some runoff."

The Bottoms may benefit more from rains west and north. Rains by Olmitz and Hoisington feed the Blood Creek that provides water to the Bottoms. Precipitation near Kinsley helps fill the Arkansas River. The Wet Walnut Creek is a primary source of water for the Bottoms, and Wagner said rains in the Ness City and Rush Center areas help that cause. 

"I'm monitoring the USGS stream gauges throughout our drainage basin where we get some of our water," he said. "It looks like there's going to be a pretty good bump of water for a few days. I honestly prefer it if we get big rains out that way. That allows us to bring in the water and put it where we want it to a little bit better."

The Bottoms has water rights to the Arkansas River, Wet Walnut, and Dry Walnut Creeks. Those rights allow the wetland to divert a total of 37,360 acre-feet of water in a year. So far, just 700 acre-feet of water have been diverted from the Wet Walnut. Wagner estimates it would take 29,000 acre-feet of water to fill the Bottoms. Most of the time, local rains are sufficient to keep the Bottoms wet. 

Wagner said the benefit of recent rains may not be apparent, but with more precipitation predicted over the coming week, those benefits may become more apparent.

"What it's doing is really priming the area for runoff, which we haven't had a whole lot of," he said. "These rains really helped out the soil moisture. Hopefully, now, we'll get to the point where we'll start getting runoff and start getting more benefit out of the rains."

Rains priming Cheyenne Bottoms for runoff benefits

Earlier this spring, it was expected a complete resurfacing of the Brit
Spaugh Skate Park in Great Bend would be finished by early June. Sharkey
Construction was approved for $99,850 to handle the concrete replacement. 

In
the process of the demolition of the concrete and asphalt, crews found a 10’ x 20’
storm shelter with a cap on it. The structure was removed, but over the years
moisture has slipped through cracks and into the subsoil creating about two feet
of mud and muck. 

Great Bend Interim City Administrator Logan Burns recommended
having Stone Sand excavating the mud and refilling the area with dirt and
concrete screenings for a total cost of $39,700. Mayor Cody Schmidt felt it
might be wise to use the city’s own resources to assist the project. "We talked about using dirt pulled off the ballfields," said Schmidt. "There was an issue that it's wet. I would like to see us take our loader out there and dig into that. Our dirt is going to be just as wet as Stone's is. I have a tough time spending $30,000 on a project we could easily cut in half in my opinion." 
The skate park area on Morton Street was originally constructed for tennis
courts in the 1970s. The current 125’ x 125’ surface was last redone in the late
1990s. Great Bend has allocated $130,000 for the resurfacing through the .15% quality
of life sales tax funds. Funds will also be used for new fencing and repairs to
the ramps.

Burns was hesitant on using the city’s supply of dirt and staffing. "I would imagine that dirt was what was pulled off the top, so you're going to have a lot of grubbing, vegetation, trash, pipe or rock," said Burns. "There is also the manpower shortage. You're talking about Stone running three to four trucks on that and having an excavator pull all that material out of there." 
The Great Bend City Council approved the change order from Stone Sand for the
removal of soil and to supply and place dirt and concrete screening for a total
cost of $39,700.&nbsp; &nbsp;&nbsp;

might be wise to use the city’s own resources to assist the project. "We talked about using dirt pulled off the ballfields," said Schmidt. "There was an issue that it's wet. I would like to see us take our loader out there and dig into that. Our dirt is going to be just as wet as Stone's is. I have a tough time spending $30,000 on a project we could easily cut in half in my opinion." 
The skate park area on Morton Street was originally constructed for tennis
courts in the 1970s. The current 125’ x 125’ surface was last redone in the late
1990s. Great Bend has allocated $130,000 for the resurfacing through the .15% quality
of life sales tax funds. Funds will also be used for new fencing and repairs to
the ramps. Burns was hesitant on using the city’s supply of dirt and staffing. "I would imagine that dirt was what was pulled off the top, so you're going to have a lot of grubbing, vegetation, trash, pipe or rock," said Burns. "There is also the manpower shortage. You're talking about Stone running three to four trucks on that and having an excavator pull all that material out of there." 
The Great Bend City Council approved the change order from Stone Sand for the
removal of soil and to supply and place dirt and concrete screening for a total
cost of $39,700.&nbsp; &nbsp;&nbsp;

Change order needed for Great Bend skate park improvements

The City of Great Bend Utilities Department would like to address the growing concern over the multiple leaks throughout town. The city is aware of the amount of water leaking from meter pits. These leaks were caused by the normal procedure of changing meters during the water meter upgrades. 

The leaks are issues stemming from the plumbing that hold the water meters in place or the valves that turn the meter off and on. If the water is leaking on the outflow side of our plumbing, that water will be taken into account and will not affect your bill. All these leaks have been placed on a list and the city is planning to begin next week to attack the issue depending on unforeseen circumstances. 

Great Bend staff apologizes for not being able to resolve the issues sooner as their crews continue to work long hours to attend to water main breaks. Great Bend utilities dept. addressing leaks throughout town

With a 6-1 vote, the Great Bend City Council Monday approved a new
ordinance relating to vacancies on the city council or mayor position. The
procedure addresses if an elected person fails to accept the office or attend
meetings. If any elected official fails to attend four consecutive regular
meetings, without an excuse accepted by the majority of the governing body,
that person can be deemed as resigning. The vacancy will then be filled by the
council appointing an elector from the ward in which the vacancy occurs. 
Great Bend Mayor Cody Schmidt was concerned about councilmembers potentially
deciding another member’s status if they do not care for the individual in
question. City Attorney Allen Glendenning said it should be up to the council
to determine if a councilmember’s absence is excusable. "I don't know that you could write an ordinance that could come up with every conceivable possibility and clearly define what is and isn't excused," said Glendenning. "At some point, that is part of the job of being a city councilmember is to make these decisions. You have to try to do those fairly and honestly." 
If a vacancy in the office of mayor occurs, the president of the council shall
become mayor for the remainder of the term. 
Brock McPherson, 4th Ward councilmember, has missed the past 12
meetings. Dec. 5, 2022 was the last meeting McPherson
attended.&nbsp; &nbsp;&nbsp;
