Sixth annual event to bring people from around the U.S. to Lake Wilson for a weekend filled with live music, festive atmosphere and scenic views

RUSSELL
COUNTY—Once again, Bluegrass music will fill the air at Wilson Lake during the
sixth-annual Lovegrass Music Festival.

Scheduled
Aug. 10 through 12, the event brings people from across the U.S. together to
celebrate and enjoy traditional music, nature and camaraderie formed around the
truly American art form. 

Located in
the Hill Creek area, near the Lake Wilson Marina, executive director Aimee
Riegel said six headline acts will be featured Friday and Saturday, along with
a band performing on the water Saturday.

The
event kicks off Thursday with a social event, with an open mic at 6 p.m. and a
jam session at 9:30 p.m.

“If you
play an instrument, bring it out,” Riegel said. “We'd like to do some pickin’
and grinnin’.”

Friday
and Saturday morning will then feature educational workshops.

Friday
night’s concert will feature Arkansas-based Arkansauce. Front Porch
and John Depew with Andrew Morris will begin at 5 p.m.

Arkansauce
“came out last year for the first time, and they were a crowd favorite,” Riegel
said.

Saturday
afternoon Old Fangled will perform from a pontoon in a nearby cove below the
festival grounds.

The
night’s concert will feature Emporia-based Fireside Collective with the Whisky
Mash Band and Weda Skirts as openers, starting at 5 p.m. as well.

Together
the bands will represent the spectrum of the Bluegrass style.

“We have
anything from a kind of more of like a progressive type Bluegrass, where they
get a little bit more into the instrumental type jamming to harmony singing,”
Riegel said.

The
event is free to attend, but registration is requested through the Lovegrass
website, <a href="https://www.lovegrassmusicfestival.com/">lovegrassmusicfestival.com.</a> A full schedule of events is also available.

And
support for the non-profit is appreciated, Riegel said.

“If you
feel like you would want to give a certain amount for your ticket, you can do
that online,” she said. “That keeps us sustainable.”

Registration
also helps the organization collect demographic information that assists with
procuring grant funding.

With the
music-filled weekend, Riegel said she hopes to provide further access to live
music in the area.

“That's
why we do this,” she said. “We want to let everyone access live music,
especially in rural areas.”

Strengthening
the northwest Kansas economy is also important to the organization.

While
the weekend is the keynote event, Riegel said planning, fundraisers and other
concerts happen throughout the year.

“Each
year, we have to start fresh,” she said. “Our fundraising efforts start now for
next year's events.”

“And any
money that we make during this festival will go toward next year and future events.”

Funds
are supplemented by a volunteer workforce.

“I think
right now we have around 40 to 50 volunteers to help us out,” Riegel said. “We
give them free breakfast every morning, kind of a fun family-type event there.
And some other free perks like camping for free in our primitive camping areas.”

“We have

🎙 Bluegrass fans to gather for music festival at Lake Wilson

HUTCHINSON, Kan. — William Nusser, a Hutch native and mayor of Larned, came to speak to the Hutchinson City Council about the meeting Tuesday night at Rice Park to hope to save the historic half-mile oval at the Kansas State Fairgrounds.

"With proper promotion, this should be a draw for the City of Hutchinson," Nusser said. "This should be something, we can bring in five to ten shows a year, bring in World of Outlaws and something that Hutch can actually maybe compete against Wichita in actually bringing dollars in versus seeing it go up 96 all the time. What they presented was, it was lack of use and return on investment. I quickly learned that was probably a moving goalpost that day, that really wasn't maybe their initial concern."

Nusser understands that it was a Fair Board decision and that it was made last November, but the plan for the extension of the VIP seating area and putting in a permanent stage that would necessitate the closure hasn't really been fleshed out at this point.

"Their plan is developing now, what to do with the space," Nusser said. "Financially, they don't have the money to develop the space. They kind of mentioned, when I met with them, we're going to have to do some fundraisers in there. They've basically budgeted $300,000 to demo the track and that's it. Last year, they went to the State Legislature and asked for $14.5 million in an appropriation for a lot of development, Bison Arena, great things. I'm very supportive of the fair. I want those things to happen, but nothing was mentioned for the development of that area. As we know, when you go to state legislators and grant funding, you go with a&nbsp; one-time bullet like that, and you're doing a huge request that they funded, they're not coming with another $14.5 million for that. The idea one of the guys proposed yesterday was, what if we had three years? As you develop your plan, as you develop the finances for that plan, just let us continue to use the racetrack until that is ready, but to demo it without a future plan is a little bit of our frustration. That's why, when we call for the meeting, we want them to articulate what their plan is for the space. At this point, there is no direct plan."

One of Nusser's continued concerns is that there is not a local representative with a seat on the Fair Board. In fact, his group had to file an open records request to even get a list of the members from the fair. It remains to be seen if the Fair Board will choose to explain themselves further. Kansas State Fair General Manager Bryan Schulz is aware of the meeting and he is scheduled to be on the radio later this week on KWBW, as well.&nbsp;

Tonight's meeting is at the Rice Park Community Building at 1801 Swarens at 6:30 p.m.

Larned mayor talks about racetrack to Hutch City Council

Last July, the Barton County Commission approved resolution 2022-18 regarding the clarification of county travel policies. Under the resolution, county employees not exempted must receive approval from a majority of the commission before traveling out of state. Tuesday morning, the commission rescinded the policy. County Administrator Matt Patzner presented the issue prior to a vote.

"Current practices have shown that the directive is really unnecessary," he said. "Speaking with you about this last week, it seems like it makes more sense as an internal policy than as a resolution. "

The commission voted 5-0 to adopt Resolution 2023-21 to rescind Resolution 2022-18. Under the old resolution, exempted employees included employees from the offices of the county attorney, clerk, county treasurer, register of deeds, and sheriff.

Barton Co. rescinds  2022 resolution regarding out-of-state travel

Anyone who traveled the streets of Great Bend following the July 16 storm can appreciate the amount of work involved in the cleanup. City of Great Bend crews began picking up limbs on July 24, and Public Works Director Jason Cauley said the work will continue for at least another week.

"Last week, we hauled 380 loads out to the compost site from our cleanup," he said. "We have three operators out there, two loaders and one skid steer, and they each have their own section of town."

The city was divided into thirds: one crew operating west of Washington Ave. and north of 10th Street, one east of Washington and north of 10th, and one south of 10th. The city of Ellinwood donated trucks and services last Monday and Tuesday, and the city of Hoisington followed suit on Wednesday, Thursday, and Friday. Cauley said only Great Bend crews are out for week two of the cleanup.

"There's going to be a lot more fuel costs incurred," he said. "As far as overtime, the majority of overtime has been watching the fire. We're trying to keep the guys from being overworked."

The city originally estimated two weeks for the cleanup. Four burn piles are being utilized at the compost site south of Great Bend to speed up the process.

Cop Shop (7/31)

On Monday, July 31, at about 9:40 a.m., the Barton County Sheriff’s Office was notified of an injury accident involving a Polaris Ranger ATV and an International truck-tractor and semi-trailer. The location of the accident was at the intersection of Northwest 130 Avenue and Northwest 20 Road, about four miles south of Albert.

The 2022 Polaris Ranger was operated by an unaccompanied eight-year-old juvenile. The ATV was westbound on 20 Road approaching the intersection of 130 Avenue when the juvenile failed to yield right-of-way at the intersection.

A 1998 International model 9200 truck was southbound on 130 Avenue approaching the intersection. The driver, 68-year-old Steven Wissman&nbsp; of rural Albert, saw the ATV was not going to stop and applied heavy breaking as well as steering toward the west ditch.

Investigation at the scene indicates the ATV struck the truck on the driver side near the fuel tanks causing the ATV to spin away from the truck. The eight-year-old was ejected from the Polaris landing on the roadway. The truck continued south into the West ditch where it came to rest.

The eight-year-old received abrasions and lacerations and was transported to The University of Kansas Health System - Great Bend Campus with non-life-threatening injuries. Wissman was not injured in the collision.

It is the opinion of the investigating officers and Sheriff Brian Bellendir, because Mr. Wissman was alert and observant of the situation he was able to take evasive action and tragedy was averted.

The accident is still under investigation.

The ATV was westbound on 20 Road approaching the intersection of 130 Avenue when the juvenile failed to yield right-of-way at the intersection.A 1998 International model 9200 truck was southbound on 130 Avenue approaching the intersection. The driver, 68-year-old Steven Wissman&nbsp; of rural Albert, saw the ATV was not going to stop and applied heavy breaking as well as steering toward the west ditch.Investigation at the scene indicates the ATV struck the truck on the driver side near the fuel tanks causing the ATV to spin away from the truck. The eight-year-old was ejected from the Polaris landing on the roadway. The truck continued south into the West ditch where it came to rest.The eight-year-old received abrasions and lacerations and was transported to The University of Kansas Health System - Great Bend Campus with non-life-threatening injuries. Wissman was not injured in the collision.It is the opinion of the investigating officers and Sheriff Brian Bellendir, because Mr. Wissman was alert and observant of the situation he was able to take evasive action and tragedy was averted.The accident is still under investigation.

In 1898, St. Paul’s Lutheran Church was constructed in Albert, Kansas.
Limestone for the church was hauled over from Rush County and a 700-pound bell
was hung in the building in the early 1900s.

also available to rent for weddings. "I would say we have anywhere between three to five weddings in there per year," said Lartz. "The schedule for it is pretty open for the most part. Couples can rent the church for $350. There is also a refundable $50 deposit
needed. The historic church is also available for remembrance services.&nbsp;

PRATT COUNTY –Two people were injured in an accident just before 5:30p.m. Monday in&nbsp; Pratt County.

The Kansas Highway Patrol reported a 2006 Dodge Ram 2500 driven by Dustin R. Brenner, 37,&nbsp; Pratt, was northbound on NW 70th Avenue at U.S. 54.

The driver failed to stop at the stop sign at U.S. 54. A westbound 2005 Kenworth semi driven by Victor M. Maldonado, 29, Ulysses, struck the pickup.

EMS transported Brenner and Maldonado to Pratt Regional Medical Center. Brenner was not wearing a seat belt, according to the KHP.

The&nbsp;Extension Master Gardener (EMG) Program&nbsp;is an educational volunteer training program sponsored by K-State Research and Extension. This program was started at Washington State University in 1972. There are now EMG programs in all 50 states. K-State Research and Extension started their EMG program in 1980. Through this program, individuals are trained and certified in horticulture and related areas. These individuals, in turn, volunteer their expertise and services to help others through horticulture projects that benefit the community.

Once trained, EMGs provide research-based information to the public on many topics including water conservation, yard waste management, regional plant adaptability, and the environment. They are also available to answer questions about problems or concerns that a homeowner may be experiencing with their gardens or landscaping.

The EMGs work with their local Extension staff to develop educational programs that meet the horticultural needs of their local citizens. Projects may include school programs, demonstration gardens, speaker's bureau and answering questions on a horticulture hotline.

Extension Master Gardeners become friends with many interesting and talented individuals. They share ideas with one another. Extension Master Gardeners never stop learning, but continue to grow in their knowledge of garden related issues.

The Cottonwood District will be hosting training for individuals interested in joining the EMP Program. Persons interested in joining the program can stop by either the Hays or Great Bend office to pick up an application. Applications will be reviewed to determine if the individual fits the criteria necessary to join the program.

New EMG members are required to complete 40 hours of training in their first year. Training will begin in early September and conclude in December. There will be training classes every Thursday afternoon from 1:00-4:00. Training sessions will be held at both the Hays and Great Bend offices.

Today we hosted a Field Biology Day Camp for middle school and high school students.  We could not have done it without the experts in their fields.

Tom Bidrowski, Kansas Department of Wildlife and Parks Migratory Game Bird Program Manager, and his summer seasonal Evan, took the campers Mourning Dove Banding.  They found that field work can be muddy and sometimes leave you empty handed.  The first few stops yielded non-target birds in the traps, including Grackles, Red-headed Woodpeckers, and Blue Jays.  Things turned around and the campers each got to experience banding, aging, sexing, and releasing a dove!

Fort Hays State University Graduate Student, Sonja Brandt, talked about the research she is doing with Cliff Swallows.  Her banding techniques are similar, but uses a mist net to capture the birds she studies.

Rob Penner, Avian Conservation Manager at The Nature Conservancy, talked with campers about a very innovative conservation tool being introduced to the Cheyenne Bottoms Nature Preserve.  They are using virtual fencing to move the cattle they use to create shorebird habitat.  Check out the newest "Whatcha Doing Rob (and Elsi)" video about the project in the comments!

Jason Wagner, Kansas Department of Wildlife and Parks Cheyenne Bottoms Wildlife Area Manager, helped the campers install 7 Wood Duck houses near Wet Walnut Creek.  This project will promote the cavity nesting habits on the Wood Duck.

Campers also participated in a telemetry exercise and enjoyed birdwatching in the wetlands!&nbsp;&nbsp;

Kansas Wetlands Ed Center hosts field biology camp

Crude prices continue to rise after a three-day rally last week. 

The benchmark New York futures contract was trading over $81 per barrel Monday for the first time since mid-April. Brent crude was fetching a little over $85 per barrel in London. Kansas Common crude at CHS in McPherson starts the week at $70.75 per barrel, after gaining half a dollar on Friday. That's a nearly ten-dollar increase over prices at the start of this month. The weekly Rotary Rig Count from Baker Hughes drops to 664 active rigs, down one oil rig and three gas rigs from last week. The breakout for horizontal drilling was down eight rigs. The tally in New Mexico was down two rigs. Oklahoma and Colorado were down one rig each. Louisiana was up two rigs. The Kansas Rig Count from Independent Oil &amp; Gas Service is unchanged at 16 in the eastern half of the state, and up one to 23 active rigs west of Wichita. The tally is down nearly five percent from a month ago and down more than 31 percent from a year ago. Operators so far this year have spudded 697 wells, down 201 wells from a year ago. Total footage drilled is down 26 percent. Of the ten new drilling permits filed in western Kansas last week, regulators okayed one in Barton County and one in Stafford County. The statewide year-to-date tally increases by 24 to 744 new permits, compared to 944 a year ago. Independent Oil &amp; Gas Service reports 36 new well completions statewide, 12 of those in western Kansas. That's 994 new well-completions so far this year, compared to 909 a year ago. The Kansas Geological Survey reported statewide crude production through the first quarter of 2023 of 76,756 barrels per day on total production of just over 6.9 million barrels.

Barton County pumped just under 370,000 barrels or nearly 4,100 barrels per day. Ellis County led the way with 543,000 barrels of production, for an average of 6,040 barrels per day. Operators in Russell County produced 333,000 barrels, while Stafford County pumped 222,000. A new tally shows US crude output in May reached nearly 393,000 barrels, or about 12.6 million barrels per day. That's slightly lower than the daily average in April. The report from the U.S. Energy Information Administration shows operators in Kansas pumped 2.3 million barrels in May, or a little over 76,096 barrels per day. Texas produced more than 40 percent of the national total, pumping more than 170 million barrels, or nearly 5.5 million barrels per day. U.S. crude-oil production declined last week for the third week in a row to the lowest total in nine weeks. The weekly count from the Energy Information Administration shows output of just over 12.2 million barrels per day in the week through July 21, down 99,000 barrels per day from a week earlier and just 74,000 barrels per day more than a year ago.

Production drops to its lowest level since May 17th. Crude oil inventories dropped by 600,000 barrels to 456.8 million as of July 21. The Energy Information Administration said stockpiles are about two percent above the five-year average for this time of year. The U.S. imported 6.4 million barrels per day last week, down 807,000 barrels per day from a week earlier. The four-week average is about one percent higher than a year ago. Oil and gas had the best year ever in Canada.

That's the word from energy analysts who say the country's energy exports increased by nearly $77 BILLION in 2022. Total exports rose 22 percent, and the share of energy products to total exports rose from 21 to 27 percent. The spike comes despite a new call by a government official to phase out what he called "unabated fossil fuels" by ending government energy subsidies in Canada. Oil patch employment continues to rise in Texas. Last month, oil and gas employment in the Lone Star State rose above 200-thousand workers for the first time in more than three years.&nbsp; The Texas Workforce Commission reported that the patch added 2,500 jobs in June. The Kansas Geological Society recognized and named eight new oil fields in Kansas last week. Murfin Drilling Company of Wichita scored two of those in Cheyenne County in northwestern Kansas. The Devil's Canyon Southeast and White Crab fields mark the Wichita company's second and third wildcat discoveries in Cheyenne County this year, and at least their fifth since 1988.

News from the Oil Patch: Prices rise as output dips 

Governor Laura Kelly today announced that Kansas has been selected to participate in the National Governors Association Center for Best Practices (NGA Center) Policy Academy to Advance Youth Apprenticeship. Through the Policy Academy, Kansas will develop a strategy to expand apprenticeship opportunities to youth ages 16 and older to help them build the skills needed for the modern workforce.&nbsp;

“My administration has focused on apprenticeships as a way to build the Kansas workforce in a way that is both pro-business and pro-worker,”&nbsp;Governor Laura Kelly said. “Now, we are furthering our efforts by developing a plan to ensure more of our high school students graduate with the skills they need to get good-paying jobs that don’t require a four-year degree.”&nbsp;

With Kansas’ unemployment rate at 2.8% and a surge in economic development activity that continues creating new jobs, the state is pursuing multiple avenues to build up the pipeline of prospective workers. Apprenticeship is one proven method of developing home-grown talent.&nbsp;

“Expanding the apprenticeship pipeline to include younger Kansans is a logical next step to support our historic growth,”&nbsp;Lieutenant Governor and Secretary of Commerce David Toland said. “The Kansas Office of Registered Apprenticeship is developing top-tier talent that makes it easier for businesses to invest in our rural communities.”&nbsp;

Youth apprenticeship is defined as a structured, work-based learning program that supports high-quality outcomes for young people and employers include:&nbsp;

Free school sports physicals in Great Bend this Saturday

When Incredible Years Preschool, 1312 Patton, hosts an open house later this month, participants will learn more about the new schedule, which offers three classes instead of two.

“In the past, we offered three sessions but then COVID came along,” said Alli Adams, program director and teacher. “Fortunately, things are back to normal and we are excited for this school year to begin.”

The class for younger children, designed for those age 2-and-a-half and older, is being split in two. These sessions meet twice a week and accommodate children that are not yet potty trained.

The third class focuses on kindergarten readiness and meets three times a week.

“We are so glad to be able to serve more families with this new schedule,” Adams said. “It also allows even more individual attention for our younger preschoolers.”

Thirty-two children are enrolled for the next term that begins either Aug. 23 or Aug. 24, depending on which class a child is enrolled in. The session will end May 16.

While 32 is the maximum, Incredible Years maintains a waiting list; parents are strongly encouraged to be part of this list.

Incredible Years preschoolers participate in “a lot of play-based learning,” Adams noted. “While playing with their peers, they learn to share and to ask for things in an appropriate manner.

“On the academic side, we present sessions on reading, colors, shapes and letters. We think it is a well-rounded curriculum that prepares the kiddos for kindergarten.”

McKinley Phillips, director of Sunflower Early Education Center (EEC), gives a lot of credit to Adams for the preschool’s growth.

“Alli became program director a year ago and jumped straight into her new role,” Phillips said. “She never missed a beat. Alli brings a fresh set of eyes to the position, as well as a lot of knowledge about preschool development from her previous jobs.

“She cares about the success of each child and strives every day to ensure they are living up to their fullest potential.”

Incredible Years has been serving the central Kansas community for 14 years. “Since the beginning, teachers and administrators show their passion for preschoolers by creating a learning environment that allows children of all abilities to grow with their peers and prepare for kindergarten,” Phillips noted.

Open house The Incredible Years open house is scheduled for 5:30 p.m. Monday, Aug. 21. It is a come-and-go event, with refreshments.

All parents of incoming students are invited. But if someone is just interested in learning more about the preschool, they are welcome too.

“This is a good time to tour our facilities and meet our teachers,” Adams said. “All of us are really looking forward to visiting with families and answering their questions. We think they will be impressed with what is in store for the coming school year.”

Adams also noted that new playground equipment should be ready for the children at the beginning of the new term.

In addition to Incredible Years Preschool, the Early Education Center is home to the Applied Behavior Analysis program for children up to age 5 on the autism spectrum and Kansas Early Childhood Development Services for children birth to age 3.

 </figure>BUSINESS NEWSWhen Incredible Years Preschool, 1312 Patton, hosts an open house later this month, participants will learn more about the new schedule, which offers three classes instead of two.“In the past, we offered three sessions but then COVID came along,” said Alli Adams, program director and teacher. “Fortunately, things are back to normal and we are excited for this school year to begin.”The class for younger children, designed for those age 2-and-a-half and older, is being split in two. These sessions meet twice a week and accommodate children that are not yet potty trained.The third class focuses on kindergarten readiness and meets three times a week.“We are so glad to be able to serve more families with this new schedule,” Adams said. “It also allows even more individual attention for our younger preschoolers.”Thirty-two children are enrolled for the next term that begins either Aug. 23 or Aug. 24, depending on which class a child is enrolled in. The session will end May 16.While 32 is the maximum, Incredible Years maintains a waiting list; parents are strongly encouraged to be part of this list.Incredible Years preschoolers participate in “a lot of play-based learning,” Adams noted. “While playing with their peers, they learn to share and to ask for things in an appropriate manner.“On the academic side, we present sessions on reading, colors, shapes and letters. We think it is a well-rounded curriculum that prepares the kiddos for kindergarten.”McKinley Phillips, director of Sunflower Early Education Center (EEC), gives a lot of credit to Adams for the preschool’s growth.“Alli became program director a year ago and jumped straight into her new role,” Phillips said. “She never missed a beat. Alli brings a fresh set of eyes to the position, as well as a lot of knowledge about preschool development from her previous jobs.“She cares about the success of each child and strives every day to ensure they are living up to their fullest potential.”Incredible Years has been serving the central Kansas community for 14 years. “Since the beginning, teachers and administrators show their passion for preschoolers by creating a learning environment that allows children of all abilities to grow with their peers and prepare for kindergarten,” Phillips noted.Open house The Incredible Years open house is scheduled for 5:30 p.m. Monday, Aug. 21. It is a come-and-go event, with refreshments.All parents of incoming students are invited. But if someone is just interested in learning more about the preschool, they are welcome too.“This is a good time to tour our facilities and meet our teachers,” Adams said. “All of us are really looking forward to visiting with families and answering their questions. We think they will be impressed with what is in store for the coming school year.”Adams also noted that new playground equipment should be ready for the children at the beginning of the new term.In addition to Incredible Years Preschool, the Early Education Center is home to the Applied Behavior Analysis program for children up to age 5 on the autism spectrum and Kansas Early Childhood Development Services for children birth to age 3.

Aug. 1 signifies the kickoff for World Breastfeeding Week (August 1-7) as well as August as National Breastfeeding Month. Each year the United States Breastfeeding Committee (USBC) requests a Congressional Proclamation to declare August as National Breastfeeding Month in the United States. In 2021, the USBC piloted a toolkit that individuals could use to urge their governor to proclaim August as "Breastfeeding Month" in their state or territory. Kansas has joined the list! Governor Kelly signed the proclamation for Kansas on July 29, 2023. The theme this year is “This is Our Why.”

Most of us have heard about how breastfeeding positively affects the health of infants and toddlers. Breastfeeding also positively impacts families financially as well as the environment. However, many have not heard about the positive impacts on a mother’s health. Women who breastfeed their children lower their risk of breast cancer. According to an epidemiological study published in the The Lancet, breastfeeding is dose specific. For every 12 months of breastfeeding, the risk of breast cancer goes down by 4.3%. This can be for one child or a combination of children. Breastfeeding also reduces the risk of ovarian cancer, high blood pressure, type 2 diabetes as reported by the Agency for Healthcare Research and Quality. Finally, studies also show that breastfeeding can help lower the risk of osteoporosis and stroke. That is a lot of health benefits that make for healthier women and society. And those are only the physical health benefits. There are also social-emotional benefits as well that help with bonding and parenting.

Just because a woman wants to breastfeed though doesn’t mean that she has the support to do so. While breastfeeding is natural, it isn’t always easy. The World Breastfeeding Week campaign this year focuses on “Enabling Breastfeeding: Making a difference for working parents.” Workplace challenges remain the most common reason for women to never start breastfeeding or stop breastfeeding earlier then recommended.

Join us to celebrate mothers and work to protect, promote, and support breastfeeding and human milk feeding for the 13th annual National Breastfeeding Month. In Hays and Ellis County, La Leche League of the Western Plains, the Ellis County Breastfeeding Coalition, and Cottonwood Extension District will display the traveling photography exhibit “In My Mother’s Arms” during the Hays Arts Council Summer Art Walk from 6:00-9:00pm on August 25, 2023 at 601 Main Street.
