The 4th Ward within the Great Bend City Council has been at
half representation since last December, but the governing body took action
Monday night to remedy that. Councilmember Brock McPherson has missed 16 consecutive
meetings. In June, the council passed an ordinance stating when a council
member fails to take the oath or is absent from four consecutive regular meetings
they are deemed to have resigned and the position is vacant. 
Mayor Cody Schmidt said the process to find a replacement for McPherson will
begin immediately. "I think we were all aware of this and knew it was coming," said Schmidt. "We have reached that point. We now to begin the process of finding an elector for this appointment. By the next council meeting is when I would like to fill this." 
Citizens residing in the 4th Ward are eligible to apply for the city
council vacancy. Applications can be picked up at City Hall (1209 Williams) or on the city’s
website (<a href="https://www.greatbendks.net/DocumentCenter/View/2021/City-Council-Application-Form">greatbendks.net</a>) and need to be returned by Aug. 14 at 4 p.m. 
McPherson has served on the city council since 2017 and was elected to his

The City of Great Bend is hopeful to start moving into the $8.8 million
Justice Center by the end of September. Those motorists driving by the new police station
and municipal court will need to be aware of the new one-way street. 

The Great Bend
City Council Monday night approved an ordinance establishing a northbound,
one-way street on Baker Avenue from 11th Street to 12th
Street. City Administrator Brandon Anderson said parallel parking will be
available on both sides of Baker. "We felt like it was probably for the safety of that area and it was the right thing to do to make it a one-way street," said Anderson. "The northbound decision was made because there are four residences on the east side that would be affected by that. This makes it as convenient as we can with those four residences." 
The city will start a public information campaign to notify the public of the
change as the proper signage will be placed to allow for enforcement. 
The Public Works department will mark and place signage near Baker Avenue to
give proper notice to the one-way designation.&nbsp; &nbsp; &nbsp;

Tuesday's weather

Following the July 16 storm in Great Bend, the City of
Great Bend announced that crews would sweep through the town and pick up
residents’ tree limbs at no charge. When the project started July 24,
Public Works Director Jason Cauley estimated it would last two weeks. Those two
weeks have passed, and Cauley said staff is halfway done with the cleanup and
it should take another two weeks to complete. 
Along with city crews, various community organizations and individual volunteers
have assisted. "Thank you to all the volunteers," said Cauley. "We had a lot of volunteers that came out and helped a lot of people that needed assistance. I still get a few people that call in that need assistance, and I can reach out to the same volunteers. I really appreciate everyone that has helped." 
During the first week of the tree branch pickup, the City of Hoisington and
City of Ellinwood staff helped with the cleanup and there were 324 loads of
trees and limbs taken to the compost site. Last week with Great Bend staff
only, there were roughly 250 loads hauled to the compost. 
Great Bend officials encourage neighborhoods where crews have yet to come by to
keep their branch piles near the curb. If the city already came through your
neighborhood and was unable to remove your branches because a vehicle was
parked in the way or some other obstruction, they will not be coming back
through.&nbsp; &nbsp;&nbsp;

As Kansas students prepare to head back to school this month, Governor Laura Kelly announced that families in all 105 counties across Kansas have applied for the Kansas Education Enrichment Program (KEEP). She is encouraging more qualifying parents and guardians to take advantage of the one-time award of $1,000 per child to cover educational goods and services, including school supplies, tutoring, music lessons, and academic camps.&nbsp;

“The KEEP program is providing Kansas families the support they need to encourage their child’s learning over the summer and long after, whether that’s through new books, tutoring, or school supplies,”&nbsp;Governor Laura Kelly said.&nbsp;“I encourage all who qualify to join the other families who have applied and to take advantage of this resource.”&nbsp;&nbsp;

Program provides back-to-school assistance for KS families

Canning produce correctly is essential to safe food preservation, and according to Kansas State University food scientist Karen Blakeslee, two key ingredients to make many canned or pickled foods safe are bottled lemon juice and vinegar.

“Bottled lemon juice is standardized, or uniformly acidified, per (U.S. Food and Drug Administration) regulations,” Blakeslee said. “Therefore, it is consistent, which provides a known level of safety for food preservation.”

The acidity of the product is important to prevent the growth of microorganisms that can cause spoilage or foodborne illness. Fresh lemons have an inconsistent acid, or pH, level. This can vary within the same variety of lemons but also vary due to maturity, growing conditions, soil, fertilizer, rootstock, and storage conditions.

Researched and tested recipes have been created and evaluated to achieve the safest food product in the end.

“Taking shortcuts in food preservation can lead to spoiled food, foodborne illness, and in rare cases, death,” Blakeslee warns.

If using vinegar, the first step is to read the label. Look for vinegar that is 5% acidity, but not all vinegar is the same. They range from 2.5% to more than 6% acidity. If it is not 5%, it could lead to improperly acidified foods and unsafe foods after processing.

“Do not use any vinegar labeled for cleaning purposes as they may contain other ingredients that are not safe to consume,” Blakeslee said.

Blakeslee publishes a monthly newsletter called You Asked It! that provides numerous tips on food safety. More information is also available from the Cottonwood Extension offices in Great Bend and Hays.

It’s official – we’re getting the band back together. As some may remember, the Fort Larned Post Band was once an ongoing program enjoyed by both participants and listeners. 

In evaluating the resources currently available at Fort Larned, we realized that presenting this aspect of 19th century life is something we are able to do. However, in order to execute this idea, Fort Larned National Historic Site is looking for volunteers who have a passion for music and a passion for sharing that music with others. 

The Fort Larned Post Band seeks to present music that would have been heard by those at Fort Larned and Kansas in the late 1860s. In a time where the only way to listen to music was by live performance, bands were a sought after commodity to provide entertainment, especially in a mundane location such as a frontier post. Regimental bands were also a commodity as it was a sure way to increase the morale of the soldiers, especially while on the march. While regimental bands saw a decrease in emphasis during the Civil War, they certainly existed through the Civil War and after. Though there is no historic evidence of Fort Larned having its own Post Band, the Fort Larned Post Band will seek to represent the feel and sound of music from 19th century regimental bands. 

We hope you will soon be able to enjoy this aspect of 19th century life and if you are interested in helping Fort Larned NHS present this aspect of history.

The County recently sought applicants for one position on the SouthWest Kansas Area Agency on Aging (SWKAAA) SubRegional Council. SWKAAA helps determine long term needs and adequate programs for all senior citizens in Southwest Kansas. Appointees are required to attend four quarterly meetings per year, with mileage reimbursed. The uncompensated position ends in September, 2026. Linn Hogg has applied for appointment.

It is difficult to move forward in times of uncertainty. The USD 112 Central Plains Board of Education can do just that after patrons voted against disorganizing the district Tuesday. Superintendent Bill Lowry said it will be back to business as usual. 

"There were no expectations, but it is back to our district as we are right now," he said. "We'll continue to educate all our students."

With the closure of Wilson High School at the end of the 2023 school year, the district will still control Central Plains High School in Claflin, Central Plains Elementary in Holyrood, and Wilson Elementary School in Wilson. Lowry said any loss of former Wilson High School students that transfer out of the district will not make an immediate impact on the district's finances. Sixth-three students enrolled in grades 7-12 last year at Wilson Junior-Senior High, amounting to approximately $305,000 in BASE state aid funding to the district.

"We fund off the previous year or the second-previous year, so we're funded for two years on the current student count," Lowry said. "We're going to come together as a district and educate all our students."

Across all five counties included in USD 112, Tuesday's vote for disorganization failed 1,179 to 587. Wilson patrons voted 514-30 in favor of disorganization, compared to 73 votes for disorganization among the remainder of the district.

The mural frenzy continues in Great Bend and the surrounding area. As the
sunflower mural comes to a finish along the Great Bend Chamber of Commerce
office building, another mural is getting ready to start at the intersection of
10th Street and Washington Avenue. 

Barton Arts Movement (BAM) has
spearheaded the task of bringing more art to the county and BAM committee
member Rachel Mawhirter said in the next few weeks a 420 square-foot mural at
2602 10th will be complete. "It was so exciting to see everybody get so excited about such a visible spot," said Mawhirter. "Because there are about 17,000 cars that drive east and west on 10th Street every day, we've had overwhelming support from businesses and the public. Everything is going to be prepped and ready." 
Whitney Hayden, from Houston, Texas, has been contracted to complete the
30' x 14' “Welcome to Great Bend” mural. Hayden will arrive to town
this week and will use six or seven days to complete the mural. "She uses lots of vibrant colors that sort of melt in and out of each other," said Mawhirter. "For this one, that color melt technique is forming the backdrop for some really unique doodle art that will feature a 'welcome to Great Bend' message. This will greet tourists and create pride for those of us that live here."

Hayden will be joined by a couple of helpers to make sure the mural is cured and sealed before she leaves. A meet-and-greet is scheduled for Aug. 10 at 10 a.m. 
Along with private donations, BAM received help from the City of Great Bend,
the Great Bend Foundation and the Barton Arts Council to fund the $14,500
mural.&nbsp; &nbsp;&nbsp;&nbsp;

Northbound One-Way Street on Baker Avenue &nbsp; &nbsp; &nbsp; Through construction of the new Great Bend Justice Center, it has been noticed that the need for parking will increase in this area and to alleviate this, the ability to parallel park on both sides of Baker will help the city attain more spots but will leave only one lane for passage. A motion will be presented to approve an ordinance for northbound, one-way street on Baker Avenue from 11th Street to 12th Street.

&nbsp; &nbsp;4. Adoption of New City Code or Ordinances &nbsp; &nbsp; &nbsp; The city retained Municode to conduct a recodification of its ordinances pursuant to state statute. A motion will be presented to adopt an ordinance that adopts the new code or ordinances of the City of Great Bend.

&nbsp; &nbsp;5. Amendment of Zoning Regulations &nbsp; &nbsp; &nbsp; At the April 24, 2023 Planning Commission meeting, members heard the proposed changes to the Great Bend Zoning Regulations that consisted of changes including setbacks, accessory building location, previous inclusions and general editing. A motion will be presented to adopt an ordinance amending the zoning regulations.

&nbsp; &nbsp;6. 4th Ward Council Vacancy &nbsp; &nbsp; &nbsp; The 4th Ward has been at half representation for several months due to the failure of one of its council members to take the oath or attend any meetings since the last election. When a council member fails to take the oath or is absent at four consecutive regular meetings they are deemed to have resigned and the position is vacant. Brock McPherson has not taken the oath and has been absent at four consecutive regular meetings since the ordinance was passed. The seat should be declared vacant and the mayor should appoint a suitable elector of the 4th Ward to fill the position.

drought monitor report as of 8 a.m. Tuesday, August 1 is essentially unchanged again
since last week for our area.&nbsp; The
western third of the state continues to improve, especially near the Colorado
border where a substantial chunk of the southwest corner is out of even
abnormally dry conditions.&nbsp; The six to ten-day
outlook (August 8 to 12) indicates a 33 to 40% chance of leaning below normal
for temperatures and a 40 to 50% chance of leaning to above normal precipitation.&nbsp; Good news.&nbsp;
The eight to fourteen-day outlook (August 10 to 16) indicates a
continued to a 33 to 40% chance of leaning to below normal temperatures and continued
33 to 40% chance of leaning to above normal for precipitation.&nbsp; We can use the precipitation.&nbsp; Good news for soybeans and grain sorghum and
as we head towards planting the 2024 wheat crop.

The area certainly has had an
unusual summer.&nbsp; The weather has veered
from dry to wet and cool to extreme heat.&nbsp;
Much of the area has dealt with extreme storms with wind and hail.&nbsp; The last two weeks were overall excessively
hot with wetter cooler conditions forecasted.&nbsp;
As we head into August, let’s take a quick look at where area summer
crops are.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; First,
there are fields in our region that were decimated by the recent severe
hail/wind storm and just gone.&nbsp; Then
there are fields where there was damage but less severe.&nbsp; Yields are certainly hurt but the extent of
the loss depends on the severity of leaf loss and growth stage of the crop,
especially soybeans and grain sorghum.&nbsp;
Some corn was in the dough stage and less yield loss should occur.&nbsp; One this to remember is that these “wounds”
combine with high humidity can lead to disease infection whether bacterial,
viral, of fungal.&nbsp; We do have effective
fungicides but a determination of yield potential is needed when considering
treatment.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Corn
– While there was some late planted corn, most corn had pollinated and started
developing seed prior to the heat wave.&nbsp;
There will likely be yield loss, even under irrigation, but yields
should be acceptable.&nbsp; Some late planted
corn was flowering during the worst of the heat, especially nighttime
temperatures, and may see significant yield reductions.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Grain
Sorghum – Milo handles drought fairly well compared to corn and soybeans.&nbsp; Some was starting to head during the worst of
the head and may struggle a bit.&nbsp; Little
was past pollination.&nbsp; Most is just now
in the boot stage and in decent shape for successful pollination.&nbsp; The forecasted cooler, wetter conditions will
help greatly and there is a decent chance for a good crop.&nbsp; And pollination is early enough that grain
should mature before a chance of frost.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Soybeans
– the extreme heat came at the worst time for soybeans as right about now
through mid-August is the critical water use phase.&nbsp; Some dryland fields were severely damaged the
last two weeks.&nbsp; The upside is if the
forecast is correct, with soybeans blooming for an extended period time, there
is a good chance for acceptable yields where the plants weren’t severely heat
damaged.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Finally,
feed crops overall are doing well and some fields are already being baled.&nbsp; For sudan grass and sorghum x sudan crosses,
there is a decent chance for a second cutting with some rain.

Karen Winkelman, Public Health Director, shares a check list for helping to reduce the chaos in our homes as we prepare to head back to school.- Plan ahead – Make a list of needed school items – clothing, lunch boxes, backpacks and materials – that can be purchased ahead of time. - Start your bedtime and wake-up routine – Start your new routine early. Preparing children for these changes will help them stick to a regular sleeping routine and will relieve you of one concern. Make sure your kid receives a minimum 8-10 hours of sleep each night.- Prepare a safety first mindset – The safety first approach is a crucial aspect of preparing your children for the first day of school. Make sure your children are aware of the surroundings as well as their own physical safety. Teach young children their name, how to spell it, their phone number, and the phone number of a responsible adult.- Discuss bullying – Teach your kids to deal with bullies by reporting them to a teacher, counselor, or yourself. Explain to them the harmful effects caused by bullying.&nbsp;&nbsp;
