Fort Larned announces Candlelight Tour is Oct. 14

On Sunday, Sept. 17, at about 1 a.m., the Barton County Sheriff’s Office was taking a report of a stolen vehicle in the 3800 block of 2nd Street, just southwest of the City of Great Bend. While at the scene, the deputy broadcasted the description of the vehicle on the radio. 

A unit with the Great Bend Police Department observed the vehicle at about 1:39 a.m. eastbound on US 56 Highway leaving Great Bend. Deputies intercepted the vehicle on E. Barton County Road and attempted to stop it.

The vehicle fled east toward the city of Ellinwood where an Ellinwood police unit was able to deploy stop sticks, which the vehicle ran over, flattening one tire. The vehicle continued east out of Ellinwood into Rice County at which point the Rice County Sheriff’s Office and Lyons Police Department joined the pursuit. Stop sticks were again deployed east of Chase flattening another tire. The vehicle continued into the city of Lyons where it struck two patrol units from the Barton County Sheriff’s Office and one from the Sterling Police Department. The vehicle was then forced to stop after being struck by units from several agencies.

The driver and sole occupant of the vehicle was identified as Luis Cerna, age 24 of Great Bend. Cerna was arrested and transported to the Rice County Jail where is being held on charges of felony flee and elude, driving while habitual violator, possession of stolen property and criminal damage to property. His bond is set at $75,000. The Barton County Sheriff’s Office is requesting charges of felony flee and elude and theft. He will be transferred to Barton County after facing the Rice County charges.

From Great Bend High School debate coach Kim Heath...

For the third year in a row, the Great Bend High School debate team opened their season in Garden City at an “Angel on your Shoulder Tournament.” Five novice debate teams were coached and supported by eight varsity Angels and amassed a total record of 20 wins and five losses.

As has been true for many years, this year’s debate topic is both controversial, and timely. It is centered on the fiscal well-being of some of the most vulnerable parts of the United States population. The official resolution for the 2023-24 school year reads: “The United States federal government should substantially increase fiscal redistribution in the United States by adopting a federal jobs guarantee, expanding Social Security, and/or providing a basic income.”

“Economic Inequality is a very relevant topic for students to debate,” said Panther Debate Coach, Kim Heath. “They are enjoying looking at the topic from a variety of different perspectives. It is much more approachable for our high school students than last year’s NATO relations topic.”

Tackling such a broad topic at Garden City's “Angel on your Shoulder Tournament” gave the beginning students an opportunity to avoid the feeling of being overwhelmed.

“In the past, I felt like I was throwing my novices into the deep end, pitting them against other competitors with a casual 'good luck and have fun’, shared Heath. “My goal was to teach through trial, but it often left the young debaters feeling confused and stressed.”

In each round, novice debaters worked alongside their varsity angels, who served as guides and strategic advisers. Novices gave the speeches, posed the questions, and leaned on their varsity counterparts for support. The varsity members became in-round coaches. With the varsity angel in the room as the voice of support, growth in the novice debaters was obvious – not only in confidence, but also in the quality of the argumentation they produced.

The varsity students also gained from the experience, especially the 2nd year debaters. Last years’ novices were eager to help, inspired by their angelic experiences. Varsity angels relished coaching novices, strengthening team bonds, and learning through teaching. The need for clarity and organization in their own speeches, in order to be persuasive, became very clear when the varsity became judges in the afternoon.

The Freshmen team of Madison Drewel and Dominik Zimmerman were undefeated for the day, winning all of their rounds.

The teams of Kyra Lewis and Kendra Scheideman, Mila Shives and Brinley Creamer, and Kaitlyn Froetschner and Sheridan Johnson all compiled a record of four wins and one loss.

Last but not least, Parker Coleman and Rey Portillo also finished with a winning record of three wins and two losses.

Serving as angels for the Panthers were Seniors, Chrisangel Adame and Thomas Henrikson; Junior, Ailey Williams; and Sophomores, Ellie Damm, Rhys Froetschner, Zachary Hart, Quinton Heath and Keaton Kruckenberg.

Next weekend will find the GBHS students debating in both varsity and novice divisions at McPherson.

Barton County Sheriff's booking activity (9/15 - 9/17)

The City of Hoisington is able to generate its own electric power and
does so to approximately 1,600 customers. The city purchases wholesale power
from Western Electric and then distributes the power to citizens. 

Over the
years, there have been various questions regarding electric bills from
residents. Hoisington City Manager Jonathan Mitchell said there are three parts
that make up an electric bill. There is a meter charge (customer access charge)
which is $21 to tie into the city’s network. Then there is a base rate, for
each kilowatt hour a customer pays 13.25 cents. Finally there is a power cost
adjustment (PCA). 

Mitchell said the city wants to be transparent with how
residents are charged.


"We try to be very transparent," said Mitchell. "We try to put a lot of information on the city's website. We've tried to put a little bit out on Facebook as well. There's a lot of information to push out. There are lots of questions. If you have any, feel free to give us a call at the office."

A portion of the 13.25 cents charged per kilowatt hour goes toward maintenance
of the system, equipment and staff. Another portion of the rate is applied to
the city’s cost of purchasing power. 


"Of that 13.25 cents, we have allocated 5.437 cents to go toward buying power," said Mitchell. "Anytime we have to pay more for power than than, it's passed on to our customers as a power cost adjustment. So if we're spending two cents more than what we allocated of our base rate, your PCA would essentially be two cents."

On the flip side, if the cost to purchase electricity from Western Electric
goes below the city’s base rate, those savings are passed on to the customers in the PCA.

Monday's weather

The Kansas State Fair finished up this weekend and we couldn’t have ordered nicer weather! The fair experienced great crowds and it was so nice to see the number of people who walked through Centennial Hall or sat in the bleachers during the livestock shows.

While the midway is lots of fun, there are so many additional areas to experience! Some of my favorites are the K-State Vet Med Birthing Center, the Domestic Arts Building with all of the open class foods and quilts, and the Pride of Kansas Building. Of course, Centennial Hall is my favorite as it holds the 4-H entries!

Cottonwood-Barton 4-H members entered 57 projects which doesn’t include any livestock. A variety of ribbons were earned by these 4-H members and I hope that each family was able to attend the fair to see their items on display.

Just like the Barton County Fair, this is a showcase event for 4-H members who have worked hard on project learning all year. It is easy to get caught up in the ribbon placing but we are really celebrating the hours spent in a barn working with livestock, the dozens of time a recipe was made and kitchen skills honed, and the meticulous gathering and labeling of insects.

We have had packed schedules on both weekends for Communications presentations. Standing up in front of a crowd is hard enough but these young people are presenting in front of a crowd that may keep moving, little ones who cry or shout in the middle of their presentation, and using equipment that may be a bit different than they are used to. One of my favorite moments occurred during the first weekend when a 4-H member was really struggling as she was to present the next day. One of Kansas 4-H Youth Council members knew her and immediately began to calm and coach her. She knew that others were cheering for her and giving her good advice which helped. By the way, that 4-H member received a blue ribbon on her presentation and has set a goal to qualify again next year!

drought monitor report as of 8 a.m. Tuesday, September 12 shows no change for
our area this week.&nbsp; However, the western
third of Kansas slowly continues to improve, especially near the Colorado
border.&nbsp; Southwest Kansas has a large
portion of the area completely out of even dry conditions.&nbsp; The six to ten-day outlook (September 19 to 23)
indicates a 40 to 50% chance of leaning above normal for temperatures and a 40 to
50% chance of leaning to above normal precipitation.&nbsp; The eight to fourteen-day outlook (September 21
to 27) indicates a continued 40 to 50% chance of above normal temperatures and normal
to a 40 to 50% chance of above normal for precipitation.&nbsp; Definitely a more favorable forecast for
planting the 2024 wheat crop. &nbsp;&nbsp;Above
normal temperatures likely means the mid to upper 80s.

&nbsp;The last several weeks, this column
has discussed climate change.&nbsp; Today, what
are the possible effects of climate change on the soil environment?&nbsp; Keep in mind that we are now living in the
Anthropocene Epoch.&nbsp; In English, the age
where humans are the predominant force on the landscape.&nbsp; So, as we discuss the effects of climate
change on the soil environment, keep in mind we can modify or ease many of
these effects through proper management.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; As
precipitation extremes become more frequent and severe, from extreme drought to
torrential rains, combined with extreme wind events; wind and water erosion
potential increase on cultivated soils.&nbsp; We
lose the most productive fraction of the soil – clay and see a decrease in soil
structure.&nbsp; The effects can be lessened
or even eliminated through decreasing tillage, maintaining surface residue
cover, and practices such as cover crops and terracing.&nbsp; It would also be beneficial to take our
poorer, less productive soils and put them into native vegetation.&nbsp; Here that would be mixed grass prairie and
this acreage could be used for cattle.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Drier,
hotter soil conditions lead to a decrease in the accumulation of table organic
matter.&nbsp; There are two reasons.&nbsp; During periods of extreme drought, less
vegetative matter is produced and with hotter conditions the organic matter
decomposes more quickly.&nbsp; As we reduce or
eliminate tillage, we aid organic matter accumulation.&nbsp; Surface cover helps cool soils and decrease
evaporation.&nbsp; Where possible, cover crops
also help.&nbsp; Stable organic matter is a
key in good soil structure as well as water and nutrient holding capacity.&nbsp; The development of soil structure, especially
continuous macropores is essential in limiting runoff during extreme rainfall
events and increases water infiltration.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Finally,
hot, dry soils (especially dry) play havoc with the microbial community and
macroinvertebrates such as earthworms.&nbsp;
These are key to good soil health and crop production.&nbsp; The decompose organic matter, recycle
nutrients, and some are in symbiotic relationships with crop plant species.

Concussion can result from a variety of events, including sports injuries, car accidents or other direct blows to the head such as from falls. A severe hit to the body can also cause the brain to jolt around in the skull and cause a concussion.

While concussion is not typically life-threatening, it is a type of traumatic brain injury that can cause long-term damage if not properly cared for. If concussion is suspected, it is important to be evaluated quickly, especially for student athletes.

“Football is the sport with the highest number of concussions,” said Thomas “Tom” Dagg, MD, sports medicine physician at The University of Kansas Health System in Great Bend. “But the rate of concussion is highest in men’s wrestling, followed by men’s and women’s ice hockey.”

If an athlete returns to play before symptoms have fully resolved, they are four times more likely to have a second concussion. This can lead to a rare condition called second impact syndrome that can result in brain swelling and even death.

Even with full healing, recurrent head injury or concussion can lead to chronic issues such as headache and memory difficulties. While a first concussion can’t always be prevented, a second injury during the recovery process should not be allowed to happen.

Recognize the symptoms It’s important to recognize symptoms of concussion so it can be identified in a timely manner and treated appropriately. A person does not have to lose consciousness to have a concussion. In fact, most concussions don’t result in a loss of consciousness.

“People typically think of symptoms of concussion such as a headache that is worse with bright light or loud noise, symptoms that worsen when looking at screens,” Dr. Dagg said. “Other symptoms can include loss of memory, difficulty learning new information, nausea, balance problems or brain fog. People may also experience disturbance to their moods or sleep.”

As research on concussion continues, we will likely continue to see changes in the way concussion is treated. For example, we now know that sleep and rest, mental rest as well as physical rest, is essential for concussion healing. Dr. Dagg notes that it is also important to limit screen time after a concussion.

Just as there is variation in concussion symptoms, there is also variation in the speed at which concussions resolve – some resolve quickly, while others can take weeks.

Seek treatment Ensuring your healthcare provider can provide proper treatment and observation after concussion is essential.

If you suspect a concussion, seek medical treatment within 24 hours of the injury. Seeing a family medicine provider or sports medicine physician or going to the Convenient Care Walk-In Clinic or the Emergency Department is the best first step.

If you have been diagnosed with a concussion, rehabilitation with a physical therapist who has certifications in concussion management and rehab is important. The University of Kansas Health System orthopedics care team includes two concussion management-certified physical therapists who provide rehabilitation services.

When treatment is complete and you are ready, your care provider will work with the physical therapy team to provide the release you need to get back to work or your regular activities.

TOPEKA — Preliminary estimates reported by the Labor Market Information Services (LMIS) division of the Kansas Department of Labor (KDOL) and the Bureau of Labor Statistics (BLS) show a seasonally adjusted unemployment rate of 2.7% in August. This is unchanged from 2.7% in July and a decrease from 2.8% in August 2022, according to a media release from the Kansas Department of Labor.

Seasonally adjusted job estimates for Kansas indicate total nonfarm payroll employment decreased by 4,100 from July. Total nonfarm includes private sector and government employers. Private sector jobs decreased by 2,700 over the month, while government decreased by 1,400.

The jobless rate in Barton County remained steady at 3.2 percent over the past month. Pawnee County is also steady at 2.9 percent.&nbsp; The rate is up slightly in Russell and Ellsworth counties, just over 3 percent.

 Riley County is down from 3.3 percent in July to 3.1 percent in August.  Pottawatomie County is also down to just 2.7 percent.&nbsp; Wabaunsee, Geary and Ellsworth Counties are up slightly.&nbsp; The rate in Geary County is 4.4 percent.

“The household survey indicates little change in labor force estimates for Kansas in August, with the state maintaining a low unemployment rate at 2.7%,” said labor economist, Emilie Doerksen. “The survey of employers shows a small decline in jobs over the month, but compared to last August, total nonfarm job estimates have increased 1.3%.”

Since August 2022 Kansas’ seasonally adjusted total nonfarm jobs have increased by 18,000. This change is due to an increase of 13,600 private sector jobs and an increase of 4,400 government jobs.

Jobless rate remains steady in Barton County

As director of Juvenile Services, she needed Narcan for the agency’s 10-member staff but the current state grant doesn’t allow for the purchase of the life-saving drug.

Then, out of the blue, Woodmansee received a donation from a Great Bend woman who had learned about the situation.

“Now everyone on staff is equipped with Narcan,” Woodmansee said. “I couldn’t believe it when the donation came in. All of us are grateful, to say the least.”

“Narcan” is the commonly used name for Naloxone. It is used to block the effects of opiates on the brain while it restores breathing; there is no harm done if the recipient doesn’t actually need it.

Woodmansee was able to buy the nasal-spray locally over the counter.

“This is especially important today because the use of fentanyl is growing fast,” Woodmansee said. “When we are called to scenes where fentanyl is involved, we can be exposed by simply breathing it from a very short distance away.

“Also, our skin could come in contact with the powerful drug,” she continued. “This could be lethal. We have masks and gloves but Narcan provides a much higher level of safety.”

Staff members now have Narcan in their go-bags for when they are called for assistance by law enforcement or other entities.

“We are on call 24/7; we have to be ready at a moment’s notice to respond to a scene,” Woodmansee commented. “We collaborate with law enforcement on a regular basis when we intake juveniles for our services. It is a comfort to know we have Narcan available because we are at risk like anyone else.”

She also noted the staff is trained in administering Narcan; it is part of their CPR and First Aid training.

Woodmansee had contacted the Kansas Department of Corrections – Juvenile Services to ask if she could use current grant funds for Narcan. The request is being considered.

She could apply for another grant but that is time-consuming.

“I understand completely that we must follow all the rules and regulations associated with grant funding,” Woodmansee said. “But I also understand the importance of keeping the public and our staff safe.

“The donation of $225 was the answer,” she added, noting she already had a couple of doses that were donated to Juvenile Services earlier. “It is sad that we need this kind of protection but we see the use of opiates increasing all the time. We have to protect ourselves and the ones around us.”

 </figure>Marissa Woodmansee was facing a dilemma.As director of Juvenile Services, she needed Narcan for the agency’s 10-member staff but the current state grant doesn’t allow for the purchase of the life-saving drug.Then, out of the blue, Woodmansee received a donation from a Great Bend woman who had learned about the situation.“Now everyone on staff is equipped with Narcan,” Woodmansee said. “I couldn’t believe it when the donation came in. All of us are grateful, to say the least.”“Narcan” is the commonly used name for Naloxone. It is used to block the effects of opiates on the brain while it restores breathing; there is no harm done if the recipient doesn’t actually need it.Woodmansee was able to buy the nasal-spray locally over the counter.“This is especially important today because the use of fentanyl is growing fast,” Woodmansee said. “When we are called to scenes where fentanyl is involved, we can be exposed by simply breathing it from a very short distance away.“Also, our skin could come in contact with the powerful drug,” she continued. “This could be lethal. We have masks and gloves but Narcan provides a much higher level of safety.”Staff members now have Narcan in their go-bags for when they are called for assistance by law enforcement or other entities.“We are on call 24/7; we have to be ready at a moment’s notice to respond to a scene,” Woodmansee commented. “We collaborate with law enforcement on a regular basis when we intake juveniles for our services. It is a comfort to know we have Narcan available because we are at risk like anyone else.”She also noted the staff is trained in administering Narcan; it is part of their CPR and First Aid training.Woodmansee had contacted the Kansas Department of Corrections – Juvenile Services to ask if she could use current grant funds for Narcan. The request is being considered.She could apply for another grant but that is time-consuming.“I understand completely that we must follow all the rules and regulations associated with grant funding,” Woodmansee said. “But I also understand the importance of keeping the public and our staff safe.“The donation of $225 was the answer,” she added, noting she already had a couple of doses that were donated to Juvenile Services earlier. “It is sad that we need this kind of protection but we see the use of opiates increasing all the time. Last month a state district court judge in Montana ruled in favor of young environmental activists — ranging in age from 5 to 22 — and their claim that the state of Montana was violating their constitutional right to a clean and healthful environment by allowing fossil fuel development.

Essentially, this ruling sets a first-of-its-kind precedent that government has a duty to protect citizens from climate change.

Well, that’s a bit more difficult to unpack.

The Kansas Constitution, unlike Montana’s, does not provide explicit protections for the environment, though there are numerous state laws in place for varying levels of environmental protection.

For example, the rise in wind energy utilization over the past two decades has led to a consistent decline in the state’s carbon emissions — a well known contributor to global climate change.

Though, Kansas has not yet adopted a 100% renewable energy goal like other environmentally-conscious states have, including our western neighbor, Colorado.

Perhaps this isn’t surprising considering the oil and natural gas industry is a major contributor to the state’s economy — according to the Kansas Geological Survey, run by the University of Kansas, there are currently 45,402 oil wells and 19,015 natural gas wells in operation across the state — and the state home to one of the largest fossil fuel companies in the country.

But one thing is clear both in Montana and Kansas, citizens — especially young people — are concerned about the effects of climate change.

Data from the 2022 Kansas Speaks public opinion survey distributed by the Docking Institute of Public Affairs at Fort Hays State University supports this assertion. Nearly half (49%) of Kansans expressed that climate change was a crisis or major problem and another 28% said it was a minor problem.

Furthermore, nearly 75% of respondents said that state government policies could have some effect on limiting climate change — 78% said federal government and 68% said local government could have some effect.

Notably, 78% of Kansans also indicated that business and corporate policies could have some effect on limiting climate change.

Exit polling conducted by Fox News during the November 2022 election also found that 52% of Kansans are very or somewhat concerned about the effects of climate change on their local community.

Responsively, Kansas has made great strides towards being a leader in renewable energy — wind energy accounted for 47% of our electricity generation in 2022, which was the third-highest share of wind power for any state after Iowa and South Dakota, according to the US Energy Information Administration (EIA). And in 2019, wind energy surpassed coal for the first time as the largest energy source for generating electricity in Kansas.

Furthermore, the Kansas Renewable Energy Standards Act, passed in 2019, established a voluntary goal that 20% of a utility’s peak demand will be generated from renewable energy resources by the year 2020.

The state also has some tax incentives in place to encourage individuals and businesses to utilize alternative energy sources.

The EIA has dubbed Kansas among the states with the most wind power potential due to our wide open plains, yet a vast majority of Kansas’ wind resources still remain untapped.

Considering the broad concern about climate change among Kansans, an increase in climate related temperatures and disasters across the globe, and evidence that climate change is responsible for the slow depletion of the High Plains Aquifer System — including the well-known Ogallala Aquifer, which is the most important water source for much of western and central Kansas — let’s hope that state policy continues to move in the direction of renewable energy, leaving fossil fuels development a thing of the past.

INSIGHT KANSAS: Kansans concerned about climate change

Chip Taylor began the Monarch Watch program at the University of Kansas in 1992. That fall, Pam Martin helped bring the tagging program to Quivira National Wildlife Refuge. Over the past decade, she's made the Butterfly Festival one of the premiere events at the Kansas Wetlands Education Center with more than 800 attendees in 2019. The festival returns Saturday, Sept. 23 from 9 a.m. to 12:30 p.m. Martin said the festival serves the scientific purpose of tracking monarchs during their 3,000-mile migration from Canada to Mexico.

"We'll have the tagging as we always do, and we'll have nets for everybody," she said. "There will be tagging leaders and they'll have orange vests on, that people can take the butterflies they catch to them and they'll tag."

The idea behind the tagging program is to determine how the monarchs migrate, the size of their roosts in Mexico, and the butterfly's mortality rates. Martin has been helping track the monarchs for more than three decades and has seen a noticeable change in that time.

"I have memories of being in fields of monarchs and you could hear their wings; just thousands, tens of thousands," she said. "Since that time, it's just decreased and decreased as many animals have in numbers."

Along with tagging, this year's festival will include three "Butterfly Magic" performances from Steve Craig and Amy Short as "The Instars." Weather permitting, there will also be a beehive demonstration in the insect zoo, that also features giant walking stick insects, scorpions, and more. Kids can take home their own pom-pom caterpillar magnets from the craft station. Reservations to the event are not required.

Butterfly Festival returns to KWEC Sept. 23

On Sunday, Sept. 10, at approximately 09:42 p.m., an officer with the Great Bend Police Department made a traffic stop on a 2009 Volkswagen passenger car in the 4200 block of 10th Street for a traffic violation. 

The Great Bend Police Department's K9 Niko was deployed for a free air sniff around the vehicle, during which the K9 alerted to the odor of an illegal drug coming from inside of the vehicle. The vehicle was searched by patrol officers. Methamphetamine, drug paraphernalia  and an illegal weapon were subsequently located. 

The driver and sole occupant, Paul Pryor, age 46, was arrested and booked at Barton County Jail in lieu of bond.
