Christian Rivas wanted real-life experience in law enforcement before he sought to attain his long-time goal of teaching college-level criminal justice.

He was able to get that experience at the Great Bend Police Department (GBPD) and now is the instructor/coordinator for the Criminal Justice Program at Barton Community College.

“I am grateful to the police department for the opportunity to be part of the real world of law enforcement,” said Rivas, a long-time Great Bend resident. “I am so fortunate they were willing to invest in me even though everyone knew my ultimate goal was to teach. I know the value of education and want to give back to students.”

Rivas retains his law-enforcement commission as a part-time officer and is credentialed as a hostage-crisis negotiator Level I. (There are three levels.)

He teaches 20 students in four classes at Barton, while coordinating the program.

“The partnership between the police department and Barton is mutually beneficial,” Rivas noted. “Capt. Scott Bieberle and Lt. Jason Settle have already been guest instructors for a class where the focus was on how law-enforcement agencies recruit and train officers.

“Having the department as a community partner is so important to our students,” he added. “Experienced officers bring new perspectives to our classes.”

Barton, in turn, can offer benefits to the police department. “We can be a source for prospective employees,” Rivas explained. “Barton also has training equipment that is available to law enforcement.”

Real-world experience Rivas served the GBPD as an intern in the summer of 2021 and was a full-time officer for two years after that. He started at Barton in June of this year.

As an intern, he learned about every division in the department, shadowed officers, reviewed policies and retirement benefits, and revamped the job-description posting.

However, while he tended to some of these basics, Rivas did note that a couple of memorable experiences remain with him today.

“While I was a full-time officer, one highlight was helping bridge the gap between law enforcement and the Hispanic community,” recalled Rivas, who is bilingual. “Sometimes it was translating for someone who may otherwise not trust the police or be able to communicate effectively.

“Other times, I could help build positive relationships within the Hispanic community so that law enforcement could better understand their needs and wants.”

Another highlight for Rivas was a first-hand look at the local dedication to public service.

“Fellow officers demonstrated on a day-to-day basis their commitment to serving the public and keeping us safe,” Rivas commented. “Working alongside these people was a great experience, which I continue to cherish as I transition into my new position at Barton.”

Rivas added that these public servants include not only police but also deputies, firefighters, dispatchers and court personnel.

Chief Haulmark Police Chief Steve Haulmark made special note of Rivas’ ability to build relationships with other officers and the community as a whole.

“Early on, Christian’s strengths became apparent,” Haulmark said. “He demonstrated focused-listening skills and accurately interpreted situations; his solutions were practical.

“Christian is always open to taking on challenges,” he continued. “It was obvious he could bridge community gaps and win friends for the police department.”

Haulmark acknowledged that the department wanted to keep Rivas full-time. “But we knew up front what his goals were,” he said. “We also knew we would retain our positive professional relationship with him.

“He is available to assist with out-of-the-ordinary events and outreach projects. The relationships we cultivate will pay dividends for our department and the college, which is lucky to have him. Christian is a quick study and emotionally intelligent. These skills will serve him well.”

Because of his real-world experience, Rivas can “humanize our profession, while his students have positive contacts with officers when we are invited to help in the classroom,” the chief added.

Forward Ever: KDWP's Kent Fricke discusses canceling turkey hunting season

The issue of foreign investment and land purchases in Kansas is once again in the news. 

Last week, Attorney General Kris Kobach called on the Kansas Legislature to restrict the ability of foreign individuals and corporations to purchase or lease large parcels of land in Kansas. Kobach warned that failure to address this issue posed a threat to national security and the food supply chain.

This issue is not new to Kansas, nor to other states. Last year, the Kansas Legislature considered, but did not act on, multiple bills that contained language limiting foreign control of Kansas land, joining more than 30 other states that considered similar legislation. This phenomenon raises significant questions about property rights, national security, and the real estate market.

A number of factors are driving the growing interest among state governments in regulating foreign investment and land ownership.

One of the primary reasons cited in support of these restrictions is national security. Some government officials have expressed concerns that allowing foreign citizens and corporations to buy large parcels of land gives them an undue influence over our politics and economy.

Geopolitical tensions between China and the United States have also certainly played a role in the recent implementation of land purchase and lease restrictions. 

For example, proponents of these policies argue that real estate holdings provide a strategic footprint in a country or state, which may pose a national security threat. This argument often involves concerns over potential spying. These heightened political disputes, including the Chinese balloon incident earlier this year, have led to limiting Chinese investment in the name of protecting national interest.

Another factor contributing to support for these restrictions is worry over how foreign investment will impact local property markets.

Foreign investors have the ability to invest heavily in real estate, driving up property prices. This could lead to a scarcity of affordable land for local residents. Kobach echoed these concerns arguing that farmers would have to compete in local markets where foreign investment has distorted land value.

While restricting land purchases by foreign interests may address concerns related to national security and rising property prices, it also raises important questions about property rights and fairness.

The American Civil Liberties Union has already promised to fight state restrictions on the ability of foreign nationals living and working in the states to purchase land. They have argued that these bills are a discriminatory overreach by state governments.

Further, other groups, including those tied to agricultural interests, have cautioned state lawmakers about growing government involvement in the free market.

Opponents of these restrictions also caution that they play into unfounded, xenophobic fears, which divide our already fractured political landscape. This may be particularly true when considered with the fact that Chinese land ownership in Kansas is actually very limited.

Moving forward, Kansas must carefully consider the implications of such restrictions, weighing the potential benefits against the risks they pose to economic growth and property rights.

INSIGHT KANSAS: Foreign investment and land control in Kansas

Fires can start anywhere in a home but they are more likely to start in a kitchen than any other room in the house. That makes this year's Fire Prevention Week theme all the more appropriate. Mike Smith, fire inspector for the Great Bend Fire Department, said this year's Fire Prevention Week runs from Oct. 8-14.

"NFPA (National Fire Protection Association) comes up with a theme," he said. "This year, it's 'Cooking Safety Starts with YOU! Pay Attention to Fire Prevention.' They set that up every year so we key off that. It just works out great that we happen to do a kitchen prop about every other year or third year.

Engineer Garrett Tindall said the week will once again feature visits to all of the elementary schools in Great Bend to teach K-6 students about fire safety. Instead of a skit this year, the fire department will demonstrate how to put out a fire.

"We have a kitchen prop we'll be taking around and we'll be doing a live fire outside," Tindall said, "a safe distance from the kids to show them the dangers of a grease fire and how you should handle that appropriately."

GBFD has used the kitchen prop for several years but only after giving the demonstration some pause. Some kids, when told not to call 911 for anything except for emergencies, go home and make the call anyway. 

"When you show them what happens when you put water on a grease fire, the last thing you want them to do is to go home and try that or show their brother or sister," Smith said. "There was a lot of concern about that, initially. We decided to go ahead and go with it one year and we got really good reviews on it. The teachers really like it."

Part of the demonstration this year will include picking a teacher and sixth-grade student to put out a fire. How do you put out a grease fire?

"The best thing you can do is put a lid on it, pull it off the heat, and walk away from it," said Tindall. "Never put water into it."

Fire Prevention Week is a good time for other reminders such as stop, drop, and roll; replace batteries in smoke detectors once a year; and plug appliances like space heaters directly into the wall instead of extension cords or power strips.

Great Bend Fire Dept. to utilize kitchen prop for Fire Prevention Week

In the past two years, pasture productivity has been reduced, and forage supplies have been greatly reduced due to dry weather. In 2022, conditions tended to be worse in western KS, and in 2023, eastern KS suffered drought. Some regions of the state have had two years of very dry conditions. Even in normal years, filling the forage need outside of summer grazing can be a challenge. This challenge is even greater when summer pasture productivity is reduced, and forage supplies are low. Small grain forages planted in the fall or spring can provide a profitable forage option for producers. Cool season forages, especially in the vegetative stage, are high in crude protein and energy. Forages can be terminated in early spring, allowing time to plant a summer row crop if soil moisture is adequate.

Fall grazing management is critical to the success of small grain pastures. Begin grazing when the plants are well rooted and tillered, usually about 6 to 8 weeks after planting. If the foliage is too tall when the animals are introduced, or if the crop is over­grazed, the plants will be more susceptible to winterkill. Make sure some green leaves remain below the grazing level. The minimum stubble height should be about 3 to 4 inches. Rye has a more upright growth pattern than most wheat varieties, so it should not be grazed as low. Winter barley is more susceptible to winterkill than rye or wheat. However, newer varieties of barley are exhibiting increased winter hardiness.

Overall forage quality of hay, barley is the highest, followed by oats, wheat, triticale, and rye. Yet, the forage quality of all small grains in the vegetative stage is more than sufficient for any grazing animal. During the fall and early spring periods of peak production, the crude protein content of small grain pasture is nor­mally about 20-25 percent. Growing cattle requires about 12 percent crude protein; thus, no protein supplements are necessary.

Small grain pastures can cause bloat. Daily supplementation with poloxalene (Bloat Guard) is highly effective in reducing bloat and is available in many different feeding forms. Feeding high-quality grass hay, silage, and/or an ionophore such as Rumensin or Bovatec can also protect against bloat. Rumensin and Bovatec have also been shown to increase stocker cattle weight gains on wheat pasture.

BOOR: Fall grazing for success of small grain pastures

The Nov. 7 general election ballot may be a relatively light one across most of Kansas in a non-presidential election year. But an important issue will be decided for USD 395 and La Crosse residents. Bill Keeley, superintendent of La Crosse schools, said district residents will vote on a $10.975 million bond question, and residents within La Crosse city limits will also vote on a proposed one percent city sales tax to help fund the bond.

"The school board has whittled it down to a new elementary school with a gym," he said. "The gym is mandated for a PE classroom by the state, but it would also double as a secondary auxiliary gym for practices."

Four years ago, a facility committee was formed to discuss the needs of the district. Original numbers indicated $15-16 million dollars would address those needs. Then COVID-19 hit and that figure surged to more than $20 million. After a study of the district, financial consultants advised the board a bond needed to be more affordable, around $10-11 million, to feasibly pass a vote. 

"They cut more than half of the facilities off the original scope of the project and got it down to just our two priority needs, which is a new elementary school," Keeley said. "Our old elementary school is coming up on 100 years old."

The new elementary school would be constructed on the north side of the existing middle and high school. The bond would also include a connection corridor from the technical buildings to the school, as well as renovations to increase safety at the school, including the addition of storm shelters.

"We'll have one campus for all students," said Keeley. "Right now, we bus our elementary students over to the high school cafeteria for lunch because we don't have a cafeteria at the elementary school. That's obviously not very efficient. We lose out on class time and it's costly because we have to pay for that service."

A second gym would alleviate crowded practice schedules that are not conducive to learning. The new elementary school would include a new playground and preschool classroom. Mostly, the new facility would give the district more space.

"We still have an elementary building that's 100 years old that's falling down, that's not ADA compliant," Keeley said. "We have reading groups meeting in the hallways, meeting in the stairwells, and people walking by during the reading intervention time because we're out of space."

The bond would be paid over 20 years. If approved, the school district would increase taxes 19.75 mills to pay for the project. If the one percent sales tax is also approved, that increase would drop to 15.74 mills. On a $100,000 home, that amounts to $18.93 in additional taxes each month without the one percent sales tax, and $15.08 a month with the additional sales tax.

The bond and sales tax question will be decided in the Nov. 7 general election. Early voting will begin Oct. 18 at the Rush County Courthouse.

"Right now, we bus our elementary students over to the high school cafeteria for lunch because we don't have a cafeteria at the elementary school. That's obviously not very efficient. We lose out on class time and it's costly because we have to pay for that service."A second gym would alleviate crowded practice schedules that are not conducive to learning. The new elementary school would include a new playground and preschool classroom. Mostly, the new facility would give the district more space."We still have an elementary building that's 100 years old that's falling down, that's not ADA compliant," Keeley said. "We have reading groups meeting in the hallways, meeting in the stairwells, and people walking by during the reading intervention time because we're out of space."The bond would be paid over 20 years. If approved, the school district would increase taxes 19.75 mills to pay for the project. If the one percent sales tax is also approved, that increase would drop to 15.74 mills. On a $100,000 home, that amounts to $18.93 in additional taxes each month without the one percent sales tax, and $15.08 a month with the additional sales tax.The bond and sales tax question will be decided in the Nov. 7 general election. Today, Kathy Drake is living life to the fullest, thanks to her diligence in getting an annual mammogram. In early November 2022, Kathy’s yearly mammogram at The University of Kansas Health System Great Bend Campus showed a small tumor. Less than a week later, a diagnostic ultrasound confirmed the tumor.

Just before Thanksgiving, she had a biopsy and a week after that, her primary care team, Charles Keener, MD, and Gina Westhoff, PA, confirmed her tumor was cancerous. With that difficult start to the holiday season, Kathy started looking at her treatment options.

“I had no signs or symptoms and even at my first appointment with my primary care provider after the screening mammogram, we couldn’t feel it,” Kathy says. “Without the initial mammogram and follow-up ultrasound that led to a biopsy, we wouldn’t have known about the cancer.”

Because imaging showed only a single, small tumor, Kathy planned to have a lumpectomy. However, in January, in preparation for her surgery, an MRI with contrast showed a second tumor in the same breast. This new information caused Kathy to reevaluate her plans.

“We just survive whatever is in front of us,” Kathy says. “We make all the decisions we have to make, lumpectomy or mastectomy, reconstruction or not. How bad is chemo or radiation if you have to have it?”

She chose to have a double mastectomy to reduce the risk of the cancer returning. Just a little more than 2 months after her initial mammogram, Kathy was scheduled for surgery.

A good support system Kathy’s breast surgeon and plastic surgeon are in Wichita, which meant additional travel for surgery-related appointments. She had multiple procedures after her mastectomy for reconstruction, all of them 2 hours away in Wichita.

Despite the challenges of so much travel, Kathy received immense support from her communities in Great Bend, including her church, neighbors and even women she didn’t know well. The help she received eased some of her anxieties.

“It’s scary, but don’t panic,” she says. “Make sure you have a good support system with your family, friends and doctors.”

One of Kathy’s biggest supporters – besides her husband, Dave – along her cancer journey was her daughter, Ami. She was with Kathy at nearly all her appointments.

“She probably was as nervous and scared as I was,” Kathy says, “but it wouldn’t have been the same without her there. She was a big help, asking questions and writing it all down – things I couldn’t remember and would forget what the doctors said.”

Kathy’s other advice? If you don’t have a daughter, find a girlfriend to go to appointments with you. She says a woman can understand a little better what you’re going through. And, she says, talking to other women who have also had breast cancer is so important.

“I’ve had a couple of girlfriends with breast cancer and relied on them for information,” says Kathy. “When you talk to all these people who have been down this road, it takes away your fears. It helps so much to know what they’ve been through and that you’re not alone.”

‘Be diligent in your healthcare’ Now that Kathy has completed her treatments, she can look back over the past 11 months and recognize the strength she received from those around her. She also is vocal about women being diligent in their healthcare.

“Those annual mammograms are key,” she says. “I do self-exams and never felt anything, so be sure to keep up with self-exams and your annual mammogram.”

She’s sharing her story so more women will be aware that breast cancer could happen to them too.

“It’s important to talk about it and get it out there. Sharing stories like this helps,” Kathy says. “I certainly don’t have all the answers and there’s a lot I don’t understand. But my early detection was so important.”

If you find yourself in a similar situation, Kathy says that you can’t be afraid to ask for help.

“The prayers of my family and friends were powerful and I had never experienced that before. It was palpable and I could feel it,” she says. “After surgery, all the meals that were brought in, the visits, texts to say, ‘I’m thinking of you,’ I can’t express how important it all was. I’m so blessed for how it all turned out. I had no complications at all.”

Annual screening mammograms are recommended for all women beginning at age 40. If there is a family history of breast cancer, your physician or primary care provider will provide guidance about when to start annual screenings.

In early September, the Great Bend Brit Spaugh Zoo announced two Clouded
Leopards were added to the animal collection at the zoo. The six-year-old
leopards came from a zoo in Florida and need time to adjust to their new
exhibit. 

Great Bend Public Lands Director Scott Keeler said the animals are settling
in but are not ready for visitors.


"Our Clouded Leopards seem to be settling in a little bit," said Keeler. "We had an issue with the female that kept opening a wound up on her tail. For the time being, we're looking a lot better on that."

The two Clouded Leopards replace the zoo’s African Leopard that passed away
this past May at 19 years old.


The leopards are a successful breeding pair on loan from the Golf Breeze Zoo in
Florida. If the two have cubs, the loan agreement states the Florida zoo and/or
the Great Bend zoo can keep them.&nbsp; &nbsp;&nbsp;

The Kansas Department of Health and Environment (KDHE) has rescinded a boil water advisory for the City of Bunker Hill public water supply system located in Russell County. The advisory was issued because of a loss of pressure in the system. Failure to maintain adequate pressure may result in a loss of chlorine residuals and bacterial contamination.

Public water suppliers in Kansas take all measures necessary to notify customers quickly after a system failure or shutdown. Regardless of whether it’s the supplier or KDHE that announces a boil water advisory, KDHE will issue the rescind order following testing at a certified laboratory.

Laboratory testing samples collected from the City of Bunker Hill indicate no evidence of bacteriological contamination and all other conditions that placed the system at risk of contamination are deemed by KDHE officials to be resolved.

For more than six years,
the Great Bend Hotel &amp; Convention Center, or old Highland Hotel, has been
closed. The deteriorating hotel has been considered an eyesore by some and
disappoints some city officials hoping to have an operational hotel next to
the Events Center for large conferences and conventions. 

Great Bend Economic
Development Director Sara Arnberger told the Great Bend City Council that
demolition of the building is still in the works.


"Our demolition team has gone inside and has done the initial demo appraisal," said Arnberger. "They're determining what they need to salvage or not salvage, but they have not started swinging hammers yet. We can't wait."

Great Bend Economic Development purchased the vacant hotel in August 2022 and
announced the demolition of the building would be complete by the end of
October 2023. Stone Sand Company is in charge of demolishing the 60,000-square-foot
structure.

Rob Bauer did not want the judges at Thursday's Ignite Rural Business Competition live finale at the Crest Theater thinking about Wichita, Kansas City, or Hutchinson. That, he said, is what Greystone, an exquisite event space in the heart of downtown Great Bend, could offer. At the end of the night, the judges agreed. Bauer, along with co-partners Andrea Bauer, Matt Hiss, and Dena Hiss, were awarded the competition's first-place $50,000 prize.

"Greystone has really been our dream for 10 years," Andrea said. "We've been working quietly behind the scenes. With the support of the community in the last year, some of the programs Great Bend Economic Development has, we've just gained some momentum and we feel like the time is now to get this thing open and ready to serve the community."

Eagle Radio's Shannon Towns and A440 Musical Instruments' Lyle Jones hosted the evening. Kari Smith, Jason Mayers, and Jerrod Westfahl served as the judges in the "Shark Tank"-style finale.

The competition began with an idea from Great Bend Economic Development's Entrepreneurship Committee in 2021. A plan was put into place in 2022 and promotion began earlier this year. Businesses had until June 30 to submit a business plan and video pitch. Twenty-eight businesses entered the contest, and after several rounds of competition, all but 10 businesses were eliminated. The field was narrowed further to the five finalists for Thursday's live finale. Network Kansas joined to help provide the $95,000 in total prize money.

The Greystone group presented third to the panel of judges. The group purchased the Great Bend Masonic Lodge building 10 years ago. The second floor of the building, located at 2015 Lakin Ave. in Great Bend, will be the main focus of development. It includes stained glass windows and intricate wood designs. The facility has three event spaces: a grand hall, a parlor, and a dining room that can be utilized for one large event or several smaller events. In all, it can accommodate up to 300 patrons for weddings, corporate events, or non-profit gatherings. The $50,000 prize from the competition will allow the group to furnish the floor and install audio/visual components to help bring moments and memories to life.

Matt Hiss discussed the economic benefits of Greystone, telling the judges an average overnight visitor brings approximately $150 to the community. A week of events at Greystone could bring up to $30,000 into the city, benefitting not only the Greystone partners but also floral shops, restaurants, caterers, the local brewery, hotels, and gas stations.

Andrea Bauer said the group is looking into not only renovating the existing elevator but replacing it. That would give the group further options to expand to the third floor of the building. She said Thursday's win was a huge step moving forward.

"For us, this is a vote of confidence in our project," she said. "As we pursue a couple more grant opportunities here in the next 30-60 days, this seed funding, it really tells the state that we've got the support of our local community as well."

Rob Bauer's call for the judges to close their eyes and imagine the event space was a ruse to sneak in some orchestra players and flutes of wine for the judges.

Ellinwood's 10-39 restaurant took home a total of $35,000 as the second-place winner and People's Choice winner. That group of first responders plans to give Ellinwood citizens another restaurant option that will be open on evenings and weekends.

Hatchet Axtion in downtown Great Bend received $10,000 as the third-place winner. Co-owner Sage Cauley presented updates to the judges about the axe-throwing business including the addition of a bar, rage room, and escape room.

Danielle Lee with Ruhe Day Spa presented on her massage business. A Ness City native who now lives in Great Bend, Lee plans to open her full-service spa in the coming months. Kevin and Raza Manase presented their turf business. Manases Turf would be a licensed artificial turf supplier serving residential and commercial clients in Kansas and surrounding states.

Greystone wins $50,000 at Ignite Rural Business live finale

The Great Bend Recreation Commission will be sponsoring a Fall Middle School Dance. The dance will be held on Friday, Oct. 6, at the Great Bend Recreation Commission Activity Center located at 2715 18th&nbsp;Street. The doors will open at 7 p.m. with the dance ending at 9 p.m. for all Great Bend Middle School students. &nbsp;

Admission is $5 per student at the door. Students need to show their GBMS student ID’s when entering the dance. No hats or caps will be allowed. Students will be allowed to leave at any time during the dance.&nbsp; But once they leave, they will not be allowed back into the dance and will need to leave the property.&nbsp; Pizza and candy bars will be available for $1.00 per slice. Water will be provided. The dance will be supervised by staff from the 20th&nbsp;Judicial District Juvenile Services and Great Bend Recreation Commission.&nbsp;

Fall Middle School dance is Friday in Great Bend

As the calendar turns over to October it reminds me of Breast Cancer Awareness month and cooler weather! It is very likely that you or someone you know has been affected by breast cancer. According to the Center for Disease Control and Prevention (CDC), in the United States breast cancer is the second most common cancer in women after skin cancer. Cancer is also one of the leading causes of death in the United States, ranking second only after heart disease. One in every four deaths is due to cancer. While there are a lot of risks for cancer that are outside of our control, such as our genetics, gender, and age, there are many lifestyle choices we can make to reduce risk.

First, achieve and maintain a healthy weight. I know! Easier said than done. This is especially important as we get older. Two other choices that can help lower risk for breast cancer, as well as achieve a healthy weight, is to eat a diet rich in whole foods such as fruits, vegetables, and whole grains and get plenty of exercise. Avoiding alcohol or consuming one drink or less per day will also lower your risk of breast cancer. Sometimes making healthy choices can seem overwhelming, especially when life gets stressful. Start small and build on what you are able to accomplish. Perhaps just pick one thing you would like to change and work on that for a few weeks or months.

While breast cancer risk increases as we age and those over age 50 are at increased risk, there are some things that younger women can do in addition to healthy lifestyle choices listed above. Having children and breastfeeding can help protect yourself from breast cancer. When women are pregnant and breastfeeding their hormone levels are different which can reduce risk of breast cancer later on in life. There is a dose response effect as well, the longer you breastfeed, the lower your risk of breast cancer. This may be a real motivation for some women to breastfeed their children or maybe the motivation to keep going when the baby wakes up again in the middle of the night. Remembering that there are benefits for you, mom, may help you stay strong and not give up.
