The Great Bend Recreation Commission Board revised the employee
appreciation benefits this month for the staff at the Great Bend Rec. Prior to the change,
all Rec full-time employees received an annual longevity compensation benefit
of $125 for their first year, plus $25 for each year added on to the benefit.
For example, an employee that works five years of continuous service would
receive $225 ($125 x 1 year) + ($25 x 4 years).

14 years, and was asked to revisit the topic again this year.


"Different organizations, the city, county and the school do different things for longevity," said Umphres. "We always look for ways to recognize our staff for sticking around. We have a very good staff. Many of them have been around for a long time. Any extra longevity benefits we can give are always appreciated."

The Great Bend Rec Board voted to increase the longevity to $50 for each
additional year past the first year. Umphres said this feels like a large
benefit amount compared to others, but the larger organizations have many more
full-time staff members to cover vacant positions.

The Great Bend Recreation Commission will be hosting a free Stop ‘N Learn Session titled “Managing the Strain of Stress” on Tuesday, December 19, from 12 – 1 pm at the Great Bend Rec Activity Center (2715 18th&nbsp;Street).&nbsp;Do you have stress?&nbsp; If so, why not learn how to tackle it?&nbsp; Learn about the biology of stress, discover stress management tools, and understand the emerging science between mood and food. Healthy recipes and samples will be provided.

Karissa Winkel, Family and Community Wellness Agent for K-State and Extension – Cottonwood District, will be the speaker for the program.&nbsp;&nbsp;

III. OLD BUSINESS - Items tabled, or scheduled, from previous Commission Meetings, will be heard at this time. ITEM A. ROOF REPAIR: Barton County Courthouse: -Matt Patzner, County Administrator, will present details. In July of this year, certain County buildings sustained damage as a result of the hailstorm. Included therein is the roof on the&nbsp;Courthouse. After insurance adjusters inspected the roof, it was suggested that repairs be made. In addition to storm damage, work will address measures called for in the HVAC project. This item was tabled on December 12, 2023.

IV. NEW BUSINESS - All new business to be considered by the Commission will be heard at this time. ITEM A. COUNTY CLERK’S OFFICE: Cereal Malt Beverage License Renewals: -Ms. Schmeidler will provide details. Per K.S.A. 41-2702, no retailer shall sell any cereal malt beverage without having secured a&nbsp;license for that business. When a business is located in the unincorporated portion of the County, that application shall be made to the Board of County Commissioners. License renewals for 2024 will be presented.

ITEM B. RESOLUTION 2023 -25: A Resolution Providing for a Temporary Moratorium on Commercial Solar Energy Project Development&nbsp;within the Unincorporated Area of Barton County, Kansas: -Judy Goreham, Environmental Manager, will provide details. During the May 10, 2023, County Commission Meeting, a Resolution was adopted providing for a temporary moratorium&nbsp;on Commercial Solar Energy Conversion System Development&nbsp;within the Unincorporated Area of Barton County, Kansas. The&nbsp;Planning Commission was instructed to develop the necessary&nbsp;regulations specific to Commercial Solar Energy Conversion Systems, solicit input from the agencies associated with&nbsp;Cheyenne Bottoms, work to delineate the map to match roads&nbsp;or property boundaries and conduct public hearings on the proposed regulations and any proposed map revisions. At the November 9, 2023, Regular Meeting of the Barton County Planning Commission, instructions were given to formally request an extension of 6-months to complete this process. Should the proposed Resolution be adopted, the moratorium would be extended.

ITEM C. FAÇADE IMPROVEMENT PROJECT – ROUND I: Grant Deadline Extension: -Matt Patzner, County Administrator, will provide details. In 2021, the Commission authorized a series of Façade Improvement Grants. There are approximately nine projects that remain&nbsp;unfinished. Generally these projects continue to be hampered&nbsp;by supply line and contractor issues. The Commission will be&nbsp;asked to extend the grant period to June 30, 2024.

ITEM D. FIRE DISTRICT NO. 2: Appointment of a Board of Trustees: -Mr. Patzner will provide details. Per Resolution 2018-10, which created Fire District No. 2, the members of the Fire District Board&nbsp;of Trustees shall consist of not more than one (1) appointee from each participating township and not more than one (1) from each participating city. At this time, Albion and Eureka Township&nbsp;and Hoisington and Olmitz city representation is open. The&nbsp;positions expire December 31, 2025.

ITEM E. RESOLUTION 2023-26: Transfer of Funds, General Fund to All Stars: -Mr. Patzner will provide details. The Commission approved a transfer of $3,000.00 from the Finance General Account of the General Fund to All Stars with the adoption of the budget. As there is no specific statute that allows such a transfer, it can only be made via Resolution.

ITEM F. SPECIAL ALCOHOL FUNDING: Transfer to All-Stars: -Mr. Patzner will provide details. The Commission will be asked to transfer $3,985.00 from the Special Alcohol Fund to All-Stars. Per&nbsp;Kansas Statute, Special Alcohol Funding shall only be expended&nbsp;for the purchase, establishment, maintenance or expansion of&nbsp;services or programs, whose principal purpose is alcoholism and&nbsp;drug abuse prevention and education, alcohol and drug abuse detoxification, intervention in alcohol and drug abuse, or&nbsp;treatment of persons who are alcoholics or drug abusers, or are&nbsp;in danger of becoming alcoholics and drug abusers. It is noted&nbsp;that All-Stars is a school-based prevention / intervention program designed to delay the onset of youth engaging in risky behaviors such as substance misuse, bullying,&nbsp;violence and sexual activity.

ITEM G. COURTHOUSE HVAC IMPROVEMENT PROJECT: Other Change Orders – Under Resolution 2023-19 Threshold: -Mr. Patzner will present details. Barton County has received notice of certain needed updates to the Heating, Ventilation&nbsp;and Air Conditioning improvement project. These changes, individually, are under the threshold established with the&nbsp;adoption of Resolution 2023-19.

ITEM H. INFORMATION TECHNOLOGY: Operating Improvements: -Dereck Hollingshead, Information Technology Director, will provide details. Office 365 Business enables all computer users to have email hosting, protection and archiving as well as a&nbsp;desktop version of Office. It is suggested that the Commission&nbsp;approve the purchase of licenses for up to 185 users.

ITEM I. INFORMATION TECHNOLOGY: 2023 Server Upgrade Project: -Mr. Hollingshead will present details. In September, 2023, the Commission approved hardware and software upgrades to&nbsp;certain servers used for law enforcement measures for an anticipated cost of $45,000.00. As the project progresses, an&nbsp;additional $5,0000.00 in software needs has been identified.

ITEM J. COUNTY CLERK: Levy Calculation Update: -Ms. Schmeidler will provide details. On December 5, 2023, Ms. Schmeidler released a statement noting a miscalculation of a&nbsp;portion of the 2023 tax levies. Ms. Schmeider has worked with the Commission and other members of the County’s leadership team to develop a resolution.

ITEM K. EXECUTIVE SESSION: -Chairman Shawn Hutchinson will present. Any Commissioner may make a motion for the board to recess to executive session at this time as allowed by K.S.A. 75-4319. Any motion must contain the justification for the executive session, the subject&nbsp;matter to be discussed, any individuals in addition to the board&nbsp;who will attend the executive session and the time at which the&nbsp;regular session shall resume.

V. ENDING BUSINESS – After new items are heard by the Commission, the following items, including announcements, will be heard.

ANNOUNCEMENTS: -Following the close of the Agenda Meeting, the Commission will consider the authorization of personnel changes for classified&nbsp;positions, sign any documentation approved during the agenda meeting or sign any other documentation required for regular&nbsp;County business. Similar action may take place throughout the day. -County officials, individually or in groups, may visit the Courthouse or those buildings being used for displaced&nbsp;Courthouse offices during the HVAC improvement project. With the Courthouse located at 1400 Main, other buildings being used for housing are 1520 Main and 1709 Main, Great Bend, Kansas.

-The Central Kansas Community Corrections Advisory Board will meet at noon on Thursday, December 21, 2023, at the Barton County Office Building, 1806 – 12th, Great Bend, Kansas. 

-Barton County Office Buildings will be closed Monday, December 25, 2023, and Tuesday, December 26, 2023, in&nbsp;observance of the Christmas Holiday. The Barton County Health&nbsp;Department and the Records Division of the Sheriff’s Office will&nbsp;also be closed during this time. The Barton County Landfill will be&nbsp;open regular hours on Saturday, December 24, 2023. The Landfill&nbsp;will be closed on Christmas Day and open from 8:00 a.m. – 11:00 a.m., Tuesday, December 26, 2023. Emergency services will be in normal operation. Last May, more than 13,000 citizens visited The Wall That Heals during a
three-day stay at Veterans Memorial Park in Great Bend. Larry Parsons helped
organize the Vietnam Veterans Memorial replica to make a stop in Great Bend,
and said there is magic that comes from the wall. 

Vietnam veterans that haven’t
been able to visit the memorial in Washington D.C. would open up to him and
start talking about their experience during the Vietnam war.


"I lost a friend in Vietnam," said Parsons. "I asked myself when we were done in May if we have done enough? No. We haven't done enough. We went out to the Barton County Historical Society to ask if they could do an exhibit. They had nothing. They didn't have one article. They have about 75 to 100 articles now. We did that, and I asked myself again, 'Is that enough?' No. We can do better."

The Great Bend City Council Monday night approved the placement of a permanent
50' long memorial to be installed at Veterans Park. The memorial is symbolic of The Wall That Heals with a 3D stainless-steel Huey UH-1 helicopter hovering over the wall. The feature will have the U.S. Military branch logos, the Vietnam Service Medal and the iconic elephant grass.

City Administration
Brandon Anderson said B&amp;B Metal Arts, out of Hoisington, will construct the
memorial that will be located to the west of the main entrance to the park on
McKinley Street.


"We're talking about making all of that a big, green avenue of monument area," said Anderson. "The row of flags, the tank and the gun. The bigger picture is this is Veterans Park. If we can make a bigger part of our park be a memorial to our veterans is kind of the way we've wrapped out heads around this particular option."


The memorial itself will cost just over $92,000, and the total project with
concrete services will be up to $120,000. A five-person committee, consisting of veterans, has secured $74,000 for the project. The committee
will continue fundraising but they will gauge the city’s and Barton County’s
interest in contributing to the project.&nbsp; &nbsp;

The City of Great Bend would be responsible for powering the lights to the memorial and taking care of the irrigation system. The memorial group plans to pour concrete in the summer of 2024 and have a dedication of the finished product on Veterans Day, Nov. 11, 2024.

Council approves spot for Vietnam memorial at Great Bend park

ELLSWORTH COUNTY—Two people were injured in an accident just after 2p.m. Monday in Ellsworth County.&nbsp;

The Kansas Highway Patrol reported a 2007 Kenworth semi driven by Jonathan Wayne&nbsp;Fleming, 65, Cherryvale, was eastbound on Interstate 70 just east of the Sylvan Grove exit.

The semi rear-ended a 2006 Chevy Malibu driven by&nbsp;Serena Nicole Lynn&nbsp;Rosenberg, 27,&nbsp; Park City, who was traveling at 60 mph because the car had a donut tire.&nbsp;

EMS transported Rosenberg and a passenger Jacob Dasmin&nbsp;Strong, 23, Park City, to the hospital in Ellsworth. Fleming was not injured. All three were properly restrained, according to the KHP.

As a person ages, the ability to get out of the house and interact with others decreases. Reduced mobility, health concerns, weather conditions, or even a lack of social opportunities are a few factors that prevent older adults from socializing.

This social isolation can increase health risks, and research from the CDC indicates:

· Social isolation significantly increases a person’s risk of premature death from all causes, a risk that may rival those of smoking, obesity, and physical inactivity.

· Social isolation is associated with about a 50% increased risk of dementia.

· Poor social relationships (characterized by social isolation or loneliness) are associated with a 29% increased risk of heart disease and a 32% increased risk of stroke.

· Loneliness is associated with higher rates of depression, anxiety, and suicide.

Whatever factors may hinder a person from keeping up their social skills also has the potential to greatly impact their overall health. This is why it is vital to keep social connections alive. If you or someone you know may be at risk for social isolation, there are several ways to combat it.

Encourage relationships among family. Making it routine to visit older family members can give them a sense of hope and something to look forward to. Spending time with older family members can be simple. Visiting, looking through old photos, cooking, or enjoying a TV show together are great places to start. This time of year may also be the perfect opportunity to send the kids to grandpa and grandma’s house over Christmas break. Intergenerational relationships not only spark vitality in aging people but broaden children’s learning experiences, and older adults can give them the undivided attention they need.

Rediscover hobbies. Take some time to learn what your loved one enjoys doing and join them! Keeping the brain and body active is essential in maintaining mental sharpness and hand-eye coordination. Joining a group fitness class, attending a quilting group, or community gardening are a few options. Encouraging them to keep busy by volunteering may be another great opportunity because it can give them a sense of purpose and the chance to connect with others.

Support social activities. Be on the lookout for programs that may interest them. Senior centers provide a wide variety of activities such as art courses, board game days, or educational short courses. In fact, the Great Bend Senior Center will host a monthly ‘Wellness Wednesday’ class starting January 8th. This may be a great opportunity for older adults to sit back and learn while getting the chance to interact with peers.

Whatever strategy you choose to reduce social isolation, it is important to recognize the value of spending time with the aging population. Giving them a phone call, dropping by to say hi, and encouraging them to get involved are all simple ways to improve their quality of life and even extend it.

Murphy Tractor celebrates employees with years of service milestones

From Great Bend High School debate coach Kim Heath...

The Great Bend High School Panther Debate team is headed back to the 5A State Championship for the third year in a row.

The team qualified this past Saturday, Dec. 16 at the Regional Tournament in Newton. Great Bend had a record of 8 wins and 2 losses and were runner-up to the Newton debaters who finished with a 9 win, 1 loss record.

On the affirmative side, Senior Milena Carbajal debated with Junior Darcy Feist. Seniors Thomas Henrikson and Chrisangel Adame represented Great Bend on the Negative. Sophomores Zachary Hart and Quinton Heath served as the teams’ alternates. Both of the Panther’s teams were victorious over Valley Center, Maize South, Emporia, andHutchinson but suffered a loss to the Newton squad.

Debate coach, Kim Heath, expressed how proud she was of the students by saying, “I am incredibly excited for each and every member of our squad. Qualifying for the state competition is a testament to our whole team working together to research and prepare. These four debaters have been committed to this goal all season long. I look forward to taking them to the state competition and watching them continue to support and challenge each other. It is time to make our mark at the state level!"

The State tournament four speaker tournament will not be held until next month on Jan. 12 and Jan.13 at Olathe North High School. At the State tournament, Great Bend will also be represented by Rhys Froetschner and Quinton Heath. The sophomores qualified for the state two-speaker tournament earlier in the season.

In addition to the KSHSAA event, the Panthers will also be in action at two other postseason tournaments in January. They will travel to Washburn Rural for the Novice State tournament and the Kansas Debate Classic on Jan. 5 and Jan. 6.

The Great Bend Chamber of Commerce, Great Bend Economic Development and the City of Great Bend Convention &amp; Visitors Bureau&nbsp; announced a collaborative meeting aimed at fostering synergy and collective growth within the community.

The meeting was held among staff members on Dec. 13 at the Great Bend Chamber of Commerce to explore innovative ways to enhance the vibrancy and prosperity of Great Bend. The meeting was a platform for open dialogue, idea exchange and planning for the new ASK GBK rollout.&nbsp; ASK GBK is the newest service introduced to Great Bend and its surrounding communities, aiming to elevate customer service standards through collaborative efforts to deliver accurate and timely answers to the inquiries of our residents and visitors.

"We believe that by joining forces, we can leverage our collective strengths to propel Great Bend to new heights," said Megan Barfield, President of the Great Bend Chamber of Commerce. "This collaborative effort is a testament to our commitment to the growth and well-being of our community."

The meeting aimed to establish a foundation for ongoing collaboration, ensuring that the combined efforts of the Chamber, Economic Development, and Convention &amp; Visitors Bureau continue to positively impact the economic landscape and quality of life in Great Bend.

"We recognize the power of collaboration in driving economic success and community development," stated Sara Arnberger, President of Great Bend Economic Development. "This meeting is a significant step towards harnessing that power for the benefit of our residents, businesses, and visitors."

This trio of organizations will continue meeting to share key takeaways and outline the next steps in the collaborative journey.&nbsp;

Moving into Phase 2, the launch of the askgbk.com website, scheduled for release by the end of January. Collaborative meeting with Great Bend officials & Ask GBK

Barton Community College was able to highlight an educational program
offered online for which the workforce demand is on the rise. The Dietary
Manager Program was the first, fully online program offered by the college in
Great Bend. 

Emily Cowles, Barton’s Dietary Manager Program Coordinator, said
nearly 40,000 job openings are projected each year for dietary managers.


"40% of the current workforce is between the ages of 55 and 64," said Cowles. "There are a lot of people in this field that are getting ready to retire. As the population ages, the long-term care industry is getting bigger. Long-term care is probably the biggest non-commercial setting for dietary managers."

Barton offers a 16-credit hour program which allows students, upon completion,
to sit for Certified Dietary Manager credentialing exams. 

While some students
choose to complete their associate’s degree and transfer to a bachelor’s
program, many students are already involved in the food industry.


"I would say the majority of the students that we have are already working in the field," said Cowles. "They might be a cook and trying to work their way up to a dietary manager. They also might be a dietary manager currently, but they don't have the credential that their job is requiring."

Cowles said dietary managers earn an average salary of $61,561 and can work in nursing
homes, hospitals, assisted living facilities, K-12 schools and colleges and
correctional facilities.&nbsp; &nbsp; &nbsp;

Growing need for Barton’s Dietary Manager Program

Clara Barton Medical Center announced the addition of Morgan Feldkamp, PA-C as the newest member of their team of dedicated healthcare professionals. She joins the clinicians at Clara Barton Medical Clinic as a Physician Assistant, specializing in Family Practice.

Feldkamp earned her Bachelor of Science in Nutrition and Health from Kansas State University and recently completed her Master of Physician Assistant Studies at Oklahoma City University.&nbsp;

“The most rewarding aspect of being a provider is having the opportunity to help patients improve every day and live a better quality of life,” said Feldkamp, PA-C. “I encourage my patients to keep an open dialogue and feel comfortable knowing any questions and concerns are always welcome.”

Originally from Manhattan, KS, Feldkamp chose to start her career in a rural location, and she is excited to be part of the Hoisington community. The friendly atmosphere and people drew her to the area, and she looks forward to contributing to the well-being of Barton County residents and beyond.

Outside of work, she enjoys watching Kansas State sports, the Chiefs, and the Royals, spending time with family and friends, and going to the lake.

Sometimes you have to read the silence. When the Kansas Office of Judicial Information's electronic system crashed on Oct. 12, many in the legal industry assumed it was a short-term problem. More than two months later, the system is still down for much of the state, including Barton County. County Attorney Levi Morris hopes that will change soon.

"Every week now, we're getting a little more information," he said. "We are now being told, officially, they are going to start turning things on in the month of December. Then we hear, unofficially, that maybe it's going to start this week."

On Nov. 21, the seven justices of the Kansas Supreme Court broke the silence on the incident, calling it a sophisticated foreign cyberattack. A press release stated cybercriminals had stolen data and threatened to post it to a dark website if demands were not met. 

"The data is safe," Morris said. "What was flipped off, really, is the web browser, the access point. But all the documents are safe. All the documents are still there. They just couldn't flip back on the online access and online servers without making sure they were clean."

The state announced it had restored public access to files on Nov. 28, but only at two service centers in Topeka. Morris said the shutdown has had limited effects locally, other than using a lot more paper.

"Indirectly, there may be some hearings that get missed or some paperwork that doesn't get filed, but this didn't have any direct effect on any sort of jury trials or preventing any of them from going," he said. "That's the big difference between COVID and this 2.0 shutdown. In COVID, you just couldn't have them. Now, you can have them all but your papers are going to be different."
