The state’s Attorney General Kris Kobach has filed a lawsuit against the federal government to block student loan forgiveness, leading a multi-state coalition against the policy.

The lawsuit comes on the heels of the 2023 case led by Missouri where the Supreme Court struck down the federal government’s previous student loan forgiveness plans.

It’s clear that Kobach is leading this charge at least partly because he’s likely to be successful. In the 2023 case, the conservative majority Supreme Court demonstrated a willingness to grant standing to states suing the federal government for harms state agencies could face if student loans were forgiven.

The lawsuit challenges the legality of the federal government’s newest attempt to forgive student loans for some borrowers called the SAVE Plan. It only applies to borrowers who took out less than $12,000 and have been making consistent payments for over 10 years.

Not only is it questionable if Kansas has the legal standing for the lawsuit — the burden of proof is on the coalition of states to prove that individual states will be financially harmed by the forgiveness program — blocking student loan forgiveness would deny 1,200 Kansans financial relief, according to the federal government.

Millennials stand to benefit most from the student loan forgiveness program. According to TransUnion, Millennials hold 43% of all student loan debt as of 2023.

Millennials are those who came of age around the year 2000, typically born between 1981 and 1996, and are currently between 43 and 28 years old.

The Kansas Speaks public opinion survey, fielded every fall by the Docking Institute of Public Affairs at Fort Hays State University, gives us some insight into the attitudes of Kansas Millennials on economic and life-prospects in the state.

Older Millennials had the worst rating of the Kansas economy in 2023. 37% of those aged 35-44 rated the state’s economy as “poor” or “very poor”. The next lowest rating was 26% and among younger Millennials and Gen Z — those aged 18-34.

Older Millennials also expressed the most concern that the Kansas economy will seriously threaten their family’s well-being over the next year, 26% are very concerned and 23% are moderately concerned.

These survey questions present various ways of measuring financial stability among this age group.

According to a 2021 poll by the National Association of Realtors, 60% of Millennials say student loan debt has delayed their ability to buy a home. In 2021, only 43% of Millennials were homeowners, the lowest home ownership rate of any generation, per research conducted by Freddie Mac.

In Kansas Speaks, older Millennials also had the highest rate of renting (47%), highest concern about the cost of housing in their community (73%), and the highest rate of disagreement with the statement “I spend the right amount of my income on housing costs” (42%).

The cost of a college education has increased over the past several decades as states have consistently cut higher education funding, thus increasing tuition costs for students who then have had to take out more student loans. At the same time, the cost of living has increased exponentially while wages have remained stagnant for college graduates.

Millennials are largely bearing this economic burden, and Gen Z is starting to join them.

In 2019, Millennials became the largest population cohort in the United States, surpassing the Baby Boomers. Their sheer size gives Millennials social, economic, and political influence.

Given the recent precedent, there’s good reason to assume Kobach’s case will be successful at the Supreme Court, begging the question of whether this is smart politics for Kansas?

Championing a lawsuit that targets Millennials, the state’s largest voting cohort, doesn’t seem like the brightest political move by the state’s Attorney General, but only time will tell.

The case will be heard by the US District Court in the coming months.

Hosted by the Cougar Booster Club, in conjunction with the Best Western Angus Inn, a public celebration of the first ever National Championship title achieved by the Barton men's basketball program is planned for Wednesday, April 10, from 5:00 p.m. to 7:00 p.m. at the Best Western Courtyard.

This past Saturday the Cougars achieved its season's final mission in capturing the 2024 NJCAA Division I Championship with an 88-73 victory over Triton College. The title completed a trifecta of team goals beginning with the KJCCC title followed by the Region VI/Plains District crown before defeating four opponents by double-digits to earn the program's first ever National Championship and the College's 60th overall team title.

Public attendance is encouraged for the free event featuring a meet-n-greet including autographs and photos with Cougar players and coaches, brief messages from Barton Athletics, championship items for sale (t-shirts, hoodies, crews, hats, autograph basketballs), and free snacks and refreshments for attendees.

The event will begin at 5:00 p.m. as guest speakers will take the stage at 6:00 p.m. with time following for additional fan interaction with the team.

Public celebration for Barton Basketball's first national championship planned

Karly Little serves as the director of early college opportunities at
Barton Community College. Little stays busy knowing there are more ways for
high school students to take college credits than ever before. 

Students can
take classes on the Barton campus, learn from a Barton instructor who travels
to a high school, take dual credits with a high school instructor that meets
qualifying credentials to teach for the college or classes taught fully online.


Little said one of her goals is to hire more career technical education
teachers in Barton’s partner high schools.


"Some of our instructors who go to training, are saying these high school teachers are here...let's reach out to them," said Little. "Let's see what kind of credentials they have and see if we can put our program in their school. They're teaching the same curriculum and they may have the same credentials. We want to reach out and see what we can do."

High schools in Great Bend, Hoisington, Larned, Ellinwood, Central Plains,
Russell, St. John, La Crosse and many others have partnered with Barton
Community College to offer college classes to students.


Barton Vice President of Instruction Elaine Simmons said offering a $50-credit-hour tuition rate for high school students and low-cost or no-cost
textbook options are creating enrollment increases.


"These initiatives are paying off," said Simmons. "It takes time to network, to partner, to get things assembled, to get the word out, to have students have success and tell their friends. Moms tell other moms. We're feeling very good about the results so far."

Out of the 19 community colleges in Kansas in the 2022-2023 school year, the Kansas Board of Regents showed

teachers in Barton’s partner high schools.
"Some of our instructors who go to training, are saying these high school teachers are here...let's reach out to them," said Little. "Let's see what kind of credentials they have and see if we can put our program in their school. They're teaching the same curriculum and they may have the same credentials. We want to reach out and see what we can do."<figure>

The water recreation season in Kansas officially runs from April 1 to October 31, as do the harmful algae blooms (HAB) response program's active operations. Kansans should remain extra vigilant while engaging in activities taking place in or on the water, such as swimming, boating, and fishing.

A harmful algal bloom (HAB) may look like foam, scum or paint floating on the water and be colored blue, bright green, brown or red. Blooms can develop rapidly; if the water appears suspicious or there is decaying algae on the shore, avoid contact and keep dogs away. These toxins can be absorbed by ingestion, inhalation of aerosols and even skin contact. Symptoms vary depending upon the type of exposure (e.g., direct contact, ingestion, inhalation) but can include rash, vomiting, diarrhea, fever, sore throat, and headache.

Barton County IT Director Dereck Hollingshead has some busy days ahead as the county will soon move its operations back into the courthouse. Tuesday, however, was more of the routine business as he sought approval from the Barton County Commission to move forward on new antivirus software for the county's 280 computers for $19,201.73.

The county last renewed the software in 2021. With a three-year contract expiring and recommendations from a new insurance provider to change software, Hollingshead sought bids for Crowdstrike Endpoint Protection. CIS Security offered the low bid, but Hollingshead said it would not be a practical purchase.

"CIS Security is actually a 501(c)(3) non-profit that's funded by the Department of Homeland Security," he said. "They're slightly cheaper by $721, however, they've got some stipulations that make it a little difficult for our office to operate. We're limited on what Crowdstrike Licensing they can offer us."

The commission approved the bid from SHI. Hollingshead said that could save his staff from having to uninstall and re-install the software later, and it will make seeking bids easier in the future.

The National Wheat Yield Contest is organized by the National Wheat Foundation. The 2024 categories include irrigated winter wheat, dryland winter wheat, irrigated spring wheat and dryland spring wheat. The contest will name 26 national winners, including state winners. All national winners will receive a trip to the 2025 Commodity Classic to be held March 2-4, 2025, in Denver.

Contest fields must be at least five continuous acres planted with professionally produced, certified, branded and newly purchased wheat seed. The field must be verified by a third-party supervisor during harvest of the contest field. Entries cost $100, with vouchers available from contest sponsors.&nbsp;

Contest rules also require growers to retain a 10-pound sample of grain from their entry, which will be milled, baked and evaluated for quality if the entry places nationally. For each class, the three highest ranking samples for quality will be recognized and awarded an additional $250.&nbsp;

In last year’s contest, William Noll of Winchester had the top yields for both dryland and irrigated winter wheat categories. His dryland entry of AgriMaxx 516 soft red winter wheat yielded 103.99 bushels per acre, while his irrigated entry of AgriMaxx 505 soft red winter wheat yielded 121.1 bushels per acre. Second prize in the state’s dryland winter wheat category was awarded to Matt Grabbe of Hays with a sample of WestBred WB4792 that yielded 79.18 bushels per acre, the same variety with which he won third place in the previous year’s contest.&nbsp;

The 2024 categories include irrigated winter wheat, dryland winter wheat, irrigated spring wheat and dryland spring wheat. The contest will name 26 national winners, including state winners. All national winners will receive a trip to the 2025 Commodity Classic to be held March 2-4, 2025, in Denver.Contest fields must be at least five continuous acres planted with professionally produced, certified, branded and newly purchased wheat seed. The field must be verified by a third-party supervisor during harvest of the contest field. Wheat Scoop: National Wheat Yield Contest - Entries open 'til May 15

April 2 was World Autism Awareness Day. To honor the day and proclaim that April is World Autism Acceptance Month, several members of the Pilot Club of Great Bend attended Tuesday's Barton County Commission meeting to share some of their efforts in raising awareness for autism. Pilot Club President-Elect Betty Schneider said many strides have been made in recent years.

"The early diagnosis has helped a lot, getting people started at the beginning when they're young," she said. "The school systems now are doing a lot more in the schools to help these people learn to do the things that they can calm themselves."

According to the Centers for Disease Control, autism or autism spectrum disorder affects an estimated 1 in 36 American children, and 1 in 45 adults. Symptoms vary greatly, though sensory overload is one common problem. Items like fidgets, noise-canceling headphones, and sensory blankets can help quiet those overloads. Pilot Club Secretary Ros Neeland wants to make those items available in the event of emergencies.

"We know that sometimes there are emergencies that require first responders, so we're going to try to put together a kit," she said. "If we can get the funding for everything, we'd like for every emergency vehicle in Barton County to have a kit."

On Oct. 5, the Great Bend Pilot Club, Sunflower Diversified, and Barton Community College are partnering for the Make a Difference Across the Lifespan autism workshop. Kerry Magro, an award-winning speaker and best-selling author who was diagnosed with autism at the age of four, will be the main speaker at the event.

Ten Barton County high school students took the opportunity to make their voices heard at the State Capitol during the recent Youth Mental Health Advocacy Day.

As participants in the #ZeroReasonsWhy campaign, the students shared information with state lawmakers and other officials, said Holly Bowyer, local #ZRW organizer at The Center for Counseling &amp; Consultation, 5815 Broadway.

#ZRW is a teen-led campaign to reduce teen suicide and emphasize that mental health is as important as physical health.

“This was a wonderful opportunity for the voices of youth to be heard by legislators and other state leaders,” Bowyer said. “They exchanged ideas about promoting mental health and suicide prevention, while also discussing their various #ZeroReasonsWhy activities.”

The students gave us positive feedback about the March 26 advocacy day, Bowyer commented. “They loved being part of an event that promotes mental health and provides information about local and state resources.

“One goal of #ZRW is to normalize conversations about mental health, while reducing the stigma associated with it,” Bowyer continued. “We encourage young people to reach out and ask for help. It is okay to talk about it.”

The most important aspect of the #ZRW campaign is that “teens are at the heart of it,” Bowyer emphasized. “This is why it works.”

However, it doesn’t stop with teenagers. Information is shared with parents, school administrators, teachers, businesses and non-profit agencies.

Bowyer noted that the nine students from Hoisington High School and one from Ellinwood High School had their photo taken with Gov. Laura Kelly. In addition, Rep. Tory Blew’s intern was “very receptive and enjoyed learning about #ZeroReasonsWhy.”

The Barton County group also interacted throughout the day with youth from Johnson County and Wichita.

Students’ comments Jessica Lovett, Hoisington senior, said advocacy day was “important to me because of the connections we made with other teenagers. We spent the day talking about why it is so important to talk about mental health and how it can make a difference in someone’s life.

“As someone who used to struggle heavily with mental health, it is super important to me that we are fighting to make a difference in our society. The entire day was just a total adventure. To be surrounded by so many people that care about mental health was a blessing, to say the least.”

Lovett also noted that she appreciated the opportunity to explain the purpose of #ZRW to others at the State Capitol.

Catherine Lewis, Hoisington senior, said the special event was “a wonderful experience. We were proud to represent #ZeroReasonsWhy and talk to others about making a difference. We are so grateful for the opportunity to learn even more about #ZeroReasonsWhy and Youth Leaders in Kansas (YLinK).”

After the winter break that began in December, the Clean Sweep program is once again springing into action.

Clean Sweep is one of the Great Bend Police Department’s outreach projects. It is a partnership with Municipal Court and individuals facing traffic violations or misdemeanor charges.

These individuals are serving time on probation and/or choosing to perform community service in lieu of paying a fine.

“We took a break from Clean Sweep for about three months because it was more difficult to get volunteers and to keep people motivated when it was so brutally cold,” Police Chief Steve Haulmark said. “But we are glad to start up again for a couple of reasons.

“Clean Sweep provides an alternative to paying a fine, which some people have difficulty managing. And more important, it allows them an opportunity to help in their community.”

It is a partnership with Municipal Court and individuals facing traffic violations or misdemeanor charges.These individuals are serving time on probation and/or choosing to perform community service in lieu of paying a fine.“We took a break from Clean Sweep for about three months because it was more difficult to get volunteers and to keep people motivated when it was so brutally cold,” Police Chief Steve Haulmark said. “But we are glad to start up again for a couple of reasons.“Clean Sweep provides an alternative to paying a fine, which some people have difficulty managing. And more important, it allows them an opportunity to help in their community.”Police department staff members accompany the individuals to locations that have been identified as being a nuisance because of accumulated trash and debris. “We work together to remove the blight,” Haulmark commented.Evidence-based analysis indicates when these individuals are engaged in their community, they are less likely to re-offend, Haulmark noted. In addition, Clean Sweep allows these individuals a chance to build a rapport with law-enforcement officers.“We are kind of addressing the broken-window theory,” Haulmark explained. “This means that when people see a blight on the community, such as broken windows, it can result in the feeling that the area is unsafe.“If the problem is not addressed, the area could then become the site of more serious crimes because people might think no one cares.”Evidence-based policing offers a practical solution that balances public safety, community-service needs, available funds and taxpayers’ expectations, the police chief pointed out.“It blends the science of controlling crime and disorder with the principles of community policing and problem solving,” he said.More outreach Another outreach program is a partnership between the police department, USD 428 and Pizza Hut, which donates pizzas every Friday to elementary schools.“On a rotating basis, we have lunch with students selected by teachers,” Haulmark said. “We are often asked to give presentations to youngsters both in schools and other outlets, which we are happy to do.“These special occasions give young people the opportunity to interact with police officers in a fun, non-intimidating way.”Another program makes police available to passersby at locations such as Dillons and Walmart.“Again, this is a non-confrontational opportunity to talk with people who have questions about law enforcement or city government but don’t know who to ask,” Haulmark said.Officer Christian Rivas is usually one of the officers who attends these events. Rivas used to work full-time at the police department but now oversees the Criminal Justice Program at Barton Community College. He has remained at the department on a part-time basis.“Christian is bi-lingual, which helps to bridge some gaps during his conversations with the public,” Haulmark said. “We always look forward to building relationships with our neighbors.“We frequently hear from people who think this is a great idea; we always have good interactions with them.”
