In October, the Great Bend City Council sent new solar regulations back
to the Planning Commission for recommended language changes for general
liability insurance and the groundwater test. One of the important pieces of
the regulations has been the setbacks, or how far back potential solar plants
can be constructed from houses. 

Great Bend City Administrator Logan Burns said
the Planning Commission met last week to sort through those guidelines.


"Ultimately, the Planning Commission recommended a 1,000-foot setback from a property with a residential dwelling on the tract," said Burns. "That will be coming to the city council on Dec. 16 for consideration."

Earlier proposed regulations called for solar development to be 50 feet away
from property lines, in some cases more.


Acciona Energy has shown interest to build solar plants near Cheyenne Bottoms,
which would pay an average of $1.6 million in property tax back to Barton
County each year and provide approximately 30 long-term jobs.

Barton County Sheriff's booking activity (12/3)

The Barton County Historical Society is being transformed into a winter wonderland of historical Christmas decorations and nearly two dozen decorated trees. The public is invited to attend “Ghosts of Christmas Past” on Sunday, Dec. 8 from 1-5 p.m. at the society, 85 S. Highway 281, Great Bend. Refreshments will be served, and children of all ages may take a turn sitting on the lap of the Jolly Old Elf himself, Saint Nicholas. Admission for this special day will be free for all patrons. Donations are encouraged.

A recent donation of an angel collection from Marilyn Loss is being displayed for the first time, including an entire tree filled with angel ornaments she collected over more than 50 years. There are also display cases filled with her angels, some of which came from Germany which she purchased while her husband was there serving in the military.

Toni Rice has loaned her Thomas Kinkade nativity which numbers more than 100 individual pieces.

The Zutavern family feather tree will be displayed again this year, resplendent with period glass balls. It is made from a wire base, with dyed goose feathers for branches. A German custom, the trees were sold here in dime stores in the 1920s and 1930s. The feather tree is the oldest Christmas tree in the museum’s collection.

Another favorite is the Meyer family tree, with ornaments from the 1930s through the 1990s. Mrs. Meyer decided that she didn’t want to decorate a tree every year, so she had it hauled downstairs with the ornaments left on. But she added decorations every year.

The Eisenhower Elementary special services, First Church of the Nazarene, Barton County Fair Friends and other civic organizations have decorated Christmas trees throughout the museum building and will be available for viewing.

Some of the buildings on the grounds have been decorated with lights, folks are encouraged to drive through the village after dark.&nbsp;&nbsp;Lights will be on through the New Year holiday.

Entertainment will be featured throughout the afternoon, featuring local school groups, as well as other musicians from the area. 1:15 – Great Bend High School Orchestra; 1:45 – Harlen Jerke, pump organ; 2:15 - Great Bend High School Jazz Band; 3:15 – First Church of the Nazarene youth; 3:45 p.m. – Brad Shirer, pump organ; 4:15 p.m. - Great Bend Middle School jazz band.

Regular museum hours are Tuesday through Friday 10 a.m. to 5 p.m., with the trees available for viewing through the end of the year.

Winter recess begins for Great Bend schools on Monday, Dec. 23 this year. But the educational opportunities never end with the Kansas Wetlands Education Center just northwest of town. Director Curtis Wolf said a pair of educational activities are planned at KWEC immediately following Christmas, starting with a WILD program about winter tracks on Dec. 26 from 10-11 a.m.

"Wintertime, especially if we get snow, is a great time to go out and look for footprints and tracks in the snow," he said. "We'll talk about some of that, and if the weather is appropriate, we'll go out and look for some animal tracks around our nature trail."

Participants can also create a plaster track ornament to take home. Friday, Dec. 27 will be a drop-in STEM day from 1-3:30 p.m. at KWEC. Each quarter, KWEC tries to plan an activity around the four components of STEM: science, technology, engineering, and math.

"For the science part, we're going to be talking about mistletoe," Wolf said. "Mistletoe is a common plant for the holidays, so we'll have a little station talking about mistletoe and show some of the information about them - talk about how their berries can explode."

The technology lesson will feature a spinning Christmas tree, the engineering portion will detail how to construct a classic truck to carry a tree, and the math component will teach participants how to determine the height and diameter of a tree. Both the WILD program and drop-in STEM day are free of charge and no registration is required.

NESS COUNTY — Law enforcement are investigating a series of vehicle burglaries in Ness City on Monday.

Approximately 17 vehicles were burglarized between the 300 Block of N Iowa Street, 200 and 300 Blocks of E Locust, and 100 Block of N Depot Street in Ness City, according to a social media report from the Ness County Sheriff.

The Sheriff's office asked residents in Ness City to check your vehicles for suspicious activity and report it right away. 

Even if you don't have anything stolen, the sheriff's office still needs your assistance. It is extremely likely there are more victims. "As part of a thorough investigation, the sheriff asked for "all residents to check&nbsp; home surveillance systems for suspicious persons overnight."

"We've definitely been using it in practice and implementing it in drills," he said. "I think, naturally, we have a team that wants to score the ball pretty quickly. Even though we've been using it in practice, we've only had a fraction of our possessions actually make it to the last 10 seconds of the shot clock."

Kriegh's Panthers finished last season at 17-6 and advanced to the state tournament for the first time in 14 years. Teams that are not impacted by the shot clock on the offensive end can still utilize the new rule on the other end of the court.

"That's definitely something we focus on during practice is trying to get it to where the other team is at the last 10 seconds or so of the shot clock, and just doing some different things differently to use it to our advantage," Kriegh said.

Though all schools in Kansas have the option of using the shot clock, none are required to use the technology in the trial run. Schools that choose to use the clocks must use them during all home varsity basketball games though post-season tournaments will not utilize the clocks. All five Western Athletic Conference schools have opted to try out the new rule for the 2024-25 season.

While the shot clock will undoubtedly impact how the high school game is played, it may not happen in 2024. Great Bend High School is set up for the new technology but the clocks have not yet arrived ahead of Friday's season-opener against Salina South. The Panthers then travel to Kingman for tournament action and close out the 2024 portion of the schedule at Pratt. Neither Kingman nor Pratt will have shot clocks.

GBHS coaches preparing for shot clocks ahead of upcoming season

Nitrate is a common contaminant in groundwater. Groundwater with excessive nitrate contamination can have immediate and long-term health effects. Groundwater supplies about 50% of the drinking water in the United States. Almost all private water supplies are from wells or springs. This recently updated publication, Nitrates and Groundwater MF857, addresses the drinking water nitrate standard, water testing, nitrate sources, the reduction of nitrate contamination risk, and groundwater treatment methods, says Stacie Minson, Extension Watershed Specialist.

Human Health Concerns for Nitrate - the immediate health concern is the conversion of nitrate to nitrite in the digestive tract by nitrate-reducing bacteria. Nitrite is readily absorbed into the blood where it combines with the hemoglobin that carries oxygen and forms methemoglobin, which cannot carry oxygen. The resulting reduced oxygen supply to the body tissues produces physical stress. In infants, this condition is called methemoglobinemia, or blue baby syndrome, because of the blue color around the eyes and mouth.

Infants, both human and animal, are the most susceptible to nitrate poisoning because bacteria that convert nitrate to nitrite are abundant in their digestive systems. By the time a child is 6 months old, the digestive system produces acid that prevents nitrate-reducing bacteria from thriving, and the risk is greatly reduced.

Animal Health and Nitrates - animals respond similarly, but the digestive tract may mature more quickly. Older ruminant animals, such as sheep, cattle, and goats, have a different digestive system that allows nitrate-reducing bacteria to thrive. Horses have a large cecum where nitrate-reducing bacteria also thrive. High-nitrate effects on livestock include reduced conception rates, spontaneous abortions, reduced rate of gain, and poor performance in dairy cows, including reduced milk production.

Maximum Contaminant Level - the maximum contaminant level (MCL) for nitrate in drinking water is 10 ppm or 10 mg/L nitrate-nitrogen (NO3-N). Long-term exposure at two to three times the MCL can produce an increase of methemoglobin, which may not show outwardly but causes stress that may be blamed on other causes. Pregnant women and people with health infirmities should be protected from high-nitrate sources. The long-term effect occurs when nitrate is more than twice the MCL.

Nitrogen is lost from the soil by leaching, denitrification, volatilization, and immobilization. From the standpoint of groundwater quality, leaching is the only concern. The potential for nitrate leaching varies with soil type and rainfall or irrigation. Sandy soils under high rainfall or irrigation have high leaching potential. Fertilizer application beyond crop requirements and poor management of any nitrogen source can increase the potential for nitrate leaching.

Summary - high nitrate levels in water are a health concern. Excess nitrogen can be converted to nitrate, moves with water, and may reach groundwater. Nonagricultural and agricultural sources of nitrogen contribute to the total nitrate levels. All nitrate sources require careful management to minimize the risk for contamination of groundwater and private wells. Careful management of livestock lots and use of the proper rate of nitrogen are the most important factors, but other management practices also are important. Recommended practices that minimize the risk of contamination should be given careful and immediate attention.

CAMPBELL: Concerns of nitrate levels in water

Great Bend Schools joined forces with Wheatland Electric’s annual Cram the Van food drive to collect nearly five tons in cash and food donations ($1 = 1 lb.) to benefit the Community Food Bank of Barton County. Students from twelve area schools participated in a friendly food drive competition, collecting the equivalent 9,661 pounds during November’s competition.

Through the generosity of Gifting Forward, $1,500 in cash prizes were awarded to the top four schools based on the highest per-student contribution, recognizing the dedication of students who made an exceptional impact. All donations were delivered to the Community Food Bank of Barton County in Great Bend, ensuring vital support reaches local families just in time for the Thanksgiving and Christmas seasons.

With this year’s contribution, the ten-year total collected through Cram the Van in Great Bend has reached an incredible 92,327 pounds — more than 46 tons of cash and non-perishable food items donated since the program’s inception in 2014. ($1 donation equals one pound of food).

“This event empowers our local students to make a difference by supporting those in need, while teaching them the meaningful impact of small acts of kindness. Through their efforts, they experience how every contribution, no matter the size, can profoundly affect the lives of others,” said Alli Conine, director of member services and corporate communication for Wheatland Electric. “All of this is made possible through the continued generosity and support of Gifting Forward.”

A flicker of the lights for some in Great Bend and a more serious, albeit brief power outage for many more at approximately 9:44 p.m. Monday evening. For city of Great Bend crews, a failed electrical transformer at 8th and Morphy Monday night resulted in a late night restoring water services to residents. Great Bend Public Works Director Jason Cauley said it was a perfect storm that led to the Kansas Department of Health and Environment (KDHE) issuing a boil water advisory for the city's public water system.

"With the power going out the way it did, it didn't go out enough to kick the generators off but it went out enough to mess with some of our electrical systems that prevented some of the wells from kicking on," he said. "Our crews, once we found out we didn't have water, responded as quickly as they possibly could."

Cauley estimates the water disruption lasted 30-40 minutes before city crews were able to manually restore services. He contacted KDHE and the advisory was issued per standard protocol, but Cauley believes the water is safe.

"Any time you lose pressure below 20 pounds, the state automatically sends out a boil order just in case there is a loss in disinfection," he said. "I will say, last night, as soon as we got the wells kicked back on, we checked our chlorine residuals and our disinfection was perfectly normal."

The boil water advisory will remain in effect until tests confirm safe bacteria levels. City crews will collect samples from 15 zones in Great Bend Tuesday and have them tested in Salina. Cauley hopes the boil advisory can be rescinded by Wednesday.

Cauley spoke with the electrical contractor who helped create the backup system to find a fix for future issues.

"This was just a perfect storm," Cauley said. "It was just a situation we've never really experienced before and, hopefully, we'll never experience again."

Cauley said having a water tower would have merely delayed the situation. Though he believes the water to be safe, he advises citizens to follow the KDHE recommendations until the boil water advisory is rescinded.

"I know it took a while to get the water back on, but I feel like we responded relatively quickly and we did a really good job," said Cauley. "I have to really give kudos to my crew for getting out there, spreading out, and making sure those wells got kicked back on."

BOIL WATER ADVISORY The&nbsp;Kansas Department of Health and Environment (KDHE) has issued a boil water advisory for&nbsp;the&nbsp;City of Great Bend public water supply system located in Barton County.

Customers should observe&nbsp;the&nbsp;following precautions until further notice:

The&nbsp;advisory took effect on Dec. 2 and will remain in effect until&nbsp;the&nbsp;conditions that placed&nbsp;the&nbsp;system at risk of bacterial contamination are resolved. KDHE officials issued&nbsp;the&nbsp;advisory because of a loss of pressure due to an electrical outage. Failure to maintain adequate pressure may result in a loss of chlorine residuals and bacterial contamination.&nbsp;

Regardless of whether&nbsp;the&nbsp;public water supplier or Kansas Department of Health and Environment (KDHE) announced a boil water advisory, only KDHE can issue&nbsp;the&nbsp;rescind order following testing at a certified laboratory.

For city of Great Bend crews, a failed electrical transformer at 8th and Morphy Monday night resulted in a late night restoring water services to residents. Great Bend Public Works Director Jason Cauley said it was a perfect storm that led to the Kansas Department of Health and Environment (KDHE) issuing a boil water advisory for the city's public water system."With the power going out the way it did, it didn't go out enough to kick the generators off but it went out enough to mess with some of our electrical systems that prevented some of the wells from kicking on," he said. "Our crews, once we found out we didn't have water, responded as quickly as they possibly could."Cauley estimates the water disruption lasted 30-40 minutes before city crews were able to manually restore services. He contacted KDHE and the advisory was issued per standard protocol, but Cauley believes the water is safe."Any time you lose pressure below 20 pounds, the state automatically sends out a boil order just in case there is a loss in disinfection," he said. "I will say, last night, as soon as we got the wells kicked back on, we checked our chlorine residuals and our disinfection was perfectly normal."The boil water advisory will remain in effect until tests confirm safe bacteria levels. City crews will collect samples from 15 zones in Great Bend Tuesday and have them tested in Salina. Cauley hopes the boil advisory can be rescinded by Wednesday.Cauley spoke with the electrical contractor who helped create the backup system to find a fix for future issues."This was just a perfect storm," Cauley said. "It was just a situation we've never really experienced before and, hopefully, we'll never experience again."Cauley said having a water tower would have merely delayed the situation. Though he believes the water to be safe, he advises citizens to follow the KDHE recommendations until the boil water advisory is rescinded."I know it took a while to get the water back on, but I feel like we responded relatively quickly and we did a really good job," said Cauley. "I have to really give kudos to my crew for getting out there, spreading out, and making sure those wells got kicked back on."BOIL WATER ADVISORY The&nbsp;Kansas Department of Health and Environment (KDHE) has issued a boil water advisory for&nbsp;the&nbsp;City of Great Bend public water supply system located in Barton County.Customers should observe&nbsp;the&nbsp;following precautions until further notice:<ol>
 <li>Boil water for one minute prior to drinking or food preparation or use bottled water.</li><li>Dispose of ice cubes and do not use ice from a household automatic icemaker.</li><li>If your tap water appears dirty, flush&nbsp;the&nbsp;water lines by letting&nbsp;the&nbsp;water run until it clears.</li><li>Disinfect dishes and other food contact surfaces by immersion for at least one minute in clean tap water that contains one teaspoon of unscented household bleach per gallon of water.</li><li>Water used for bathing does not generally need to be boiled. Supervision of children is necessary while bathing so that water is not ingested. Persons with cuts or severe rashes may wish to consult&nbsp;their physicians.</li>

City of Great Bend working to get KDHE boil water advisory rescinded

Accordingly, at 6:30 a.m. Tuesday morning, USD 428 Great Bend announced it was canceling classes for Great Bend public schools for Tuesday.

Central Kansas Christian Academy has also canceled classes for Tuesday, Dec. 3.

Holy Family School will have classes on Tuesday though bottled water and sack lunches will be provided for students.

Great Bend High School qualified three bowlers to state in its first year of participation in the sport in 2008. Since then, the Panthers have been one of the state's premier teams, winning girls' titles in 2017, 2023 and 2024, and bringing home a boys' championships in 2013 and a runner-up finish in 2012.

Just two years into unified bowling, which highlights student-athletes with learning disabilities, the Panthers are again making an impact. Great Bend finished ninth last year and won a state championship last month. Freshman Kanyen Parr, who has been bowling since the age of seven, won his first state title.

"Bowling has been my primary sport to go to," he said. "I like it so much because I get to meet new people and go new places."

Parr is no stranger to the bowling alley. His cousin, Paige Wagner, won a national title in her freshman season at Wichita State University. He was able to handle the stress of state bowling, participating in five of the six games bowled.

"I wanted to try my best and see where it takes me," he said.

In 2021, the Kansas State High School Activities Association agreed to partner with Special Olympics Kansas to encourage and develop unified bowling in the state. The sport combines athletes with and without intellectual disabilities. Students with a recognized intellectual disability (the athletes) are paired with classmates (partners). Teams have up to five members with three designated as competitors and two substitutes. The three competing students must include two athletes and one partner. Competitions follow the Baker format with four frames, including the 10th, bowled by the partner, and the other six frames split by the two athletes.

Great Bend had enough athletes for three teams this season but coach David Feldbauer had to pick five bowlers for the postseason. The Panthers qualified for state after a second-place finish at regional action in Cheney. Then the Panthers defeated 19 other schools the following week in Topeka to claim the state championship. Each team bowled six Baker games at state. Great Bend rolled four games over 200 to set a new state record.

"Coach was telling me that we didn't have to bowl our last game to win, which I thought was just insane," said junior Zoey Mayberry, a member of the Lady Panther title teams in 2023 and 2024. "It's really hard to do that. I definitely was not expecting to win by that much, which was really cool."

Mayberry bowled on the school's first unified team last year. She got a late start to the season this year before joining the team that included Payton Edwards, Keaton Wahlmeier, Xander Orth, and Parr.&nbsp;

"We made it to state last year but finished ninth," Mayberry said. "When I realized this was going to be a really good year for these guys after I watched them bowl, I really wanted to be a part of it. I want to help these kids, be around them, and just show them what the sport's all about."

Great Bend was the only squad to break 1,000 pins at state with a total of 1,110. Hays finished second with 945 pins, Liberal placed third with 936 pins, and Garden City completed the top-four Western Athletic Conference sweep with 857 pins. Most of the other schools in competition hailed from the northeast corner of the state.

Parr and Mayberry plan to compete in the regular bowling seasons. Practice begins after the New Year.
