Great Bend marketing firm welcomes new team member

For the second year, MPIRE Realty Group and Kansas Trophy Experience are teaming up to provide locally harvested meat to USD 428 families during the holiday season. This initiative, powered by the generosity of several local partners, ensures families can enjoy nutritious, locally sourced deer meat this December.

The 2024 Trophies to the Table distribution event is scheduled for Thursday, December 19, 2024, starting at 3:45 p.m. on the North side of Great Bend High School. Families are encouraged to drive East on 21st Street to receive frozen, 1 lb packages of ground deer/pork meat while supplies last.

Trevor Olsen, owner and guide at Kansas Trophy Experience, is enthusiastic about continuing this community tradition. "We are grateful for the chance to support local families. This program allows us to connect hunters’ donations directly to those who can benefit most,” Olsen shared.

Over the years, Kansas Trophy Experience has facilitated donations of wild game from hunters who travel to Central Kansas from across the country. These donations are processed locally at B&amp;B Quality Meats in Larned, KS. The program is underwritten by donations from MPIRE Realty, Nels &amp; Karen Lindberg Family, hunters and the Team at Kansas Trophy Experience, as well as B&amp;B Meats.

Locally harvested meat delivered to Great Bend families

PRATT —A&nbsp; man died in a house fire in Pratt on Monday.

Just after 2:30p.m. crews were dispatched to a house fire in the 700 block of W. 3rd Street in Pratt, according to a media release. 

First responders reported a woman and her two children escaped the fire and had non-life-threatening injuries. One person was still inside the home. Firefighters from the city of Pratt were able to get the 38-year-old man out of the house. He later died of his injuries.&nbsp; &nbsp;

The State Fire Marshal's office sent two special agents to investigate. The cause of the fire was determined an accidental electrical fire.

Just after 3 p.m., crews responded to a residence in the 700 block of W. 3rd Street, according to a media release. First responders reported that a woman and&nbsp; two children were outside the residence with minor injuries. A man was still inside the home. Firefighters removed him from the residence but he later died of his injuries.&nbsp; &nbsp;&nbsp; 

The State Fire Marshal is investigating the cause of the fire. Two Special Agents assisted in the investigation, according to Lance Feyh with the Office of the State Fire Marshal.

 Authorities have not released the name of the man who died or cause of death.

After months of work by the Great Bend Planning Commission to develop
solar regulations for the three-mile zoning jurisdiction of Great Bend, the
City Council voted 4-3 Monday to scrap the regulations and move forward with no
specific solar guidelines. 

Great Bend City Attorney Allen Glendenning was asked
where the city goes from here, with Mayor Cody Schmidt concerned with the decision.


"The ordinance was designed to establish regulations for getting a conditional use permit for solar energy conservation systems," said Glendenning. "The city is now without any regulations on that kind of thing. We have no regulations governing solar facilities in the city at this point."

"In my opinion, that is probably the worst thing that could have happened," Mayor Schmidt responded to Glendenning's comment.

The actual motion was to adopt the solar regulations that were approved by the Planning Commission. With three votes supporting the motion and four against, the motion was denied.

Councilmembers Alan Moeder, Cory Urban and Davis Jimenez voted in favor of the
solar regulations that would have set a minimum of 1,000-foot setback of any
solar development from the property line of a tract with a residence. Councilmember
Tina Mingenback abstained from voting, while Rickee Maddox, Kevyn Soupiset, Jolene
Biggs and Lindsey Krom-Craven voted against adopting the solar regulations.&nbsp;


Acciona Energy has shown interest in building solar plants near Cheyenne
Bottoms. No regulations in place does not deny any company from seeking to
construct the panels within city limits, but Glendenning did say having no
guidelines makes it more challenging for the city council to control potential development.


"For example, it probably could be treated as an accessory use for small ones that are put on rooftops in residential districts," said Glendenning. "You could make arguments either way as to whether or not our current zoning regulations would permit it. Once you have a solar project, whether it's a small one on somebody's housetop or a big facility...once you can fit into the current zoning regulations there are no other regulations about size and setbacks other than the standard setbacks that everybody has to abide by."

Barton County passed solar regulations into effect this past April that include
a two-mile, no-build zone around Cheyenne Bottoms, covering more than 49,000
acres in the county.&nbsp; &nbsp;&nbsp;

The Kansas Department of Health and Environment (KDHE) has issued a boil water advisory for the City of Hoisington public water supply system located in Barton County. This advisory impacts customers inside the city limits and customers of Barton Co. Rural Water District #1.

Customers should observe the following precautions until further notice:

The advisory took effect on December 16 and will remain in effect until the conditions that placed the system at risk of bacterial contamination are resolved. KDHE officials issued the advisory because of a waterline break resulting in a loss of pressure in the distribution system.&nbsp; Failure to maintain adequate pressure may result in a loss of chlorine residuals and bacterial contamination.&nbsp;

Regardless of whether the public water supplier or Kansas Department of Health and Environment (KDHE) announced a boil water advisory, only KDHE can issue the rescind order following testing at a certified laboratory.

&nbsp; &nbsp;B. RESOLUTION 2024-22: Transfer of Funds, General Fund to All Stars: &nbsp; &nbsp; &nbsp; -Mr. Patzner will provide details. The Commission approved a transfer of $3,000.00 from the Finance General Account of the General Fund to All Stars with the adoption of the budget. As there is no specific statute that allows such a transfer, it can only be made via Resolution.

&nbsp; &nbsp;C. RESOLUTION 2024-23: A Resolution Authorizing the Adoption of the Bylaws and Interlocal Cooperation Agreement for the Kansas Workers Risk Cooperative for Counties (KWORCC): &nbsp; &nbsp; &nbsp; -Mr. Patzner will provide details. On November 26, 2024, the Commission awarded the County’s workers compensation coverage bid to KWORCC. As a result of that award, the Commission has been asked to adopt a Resolution authorizing the adoption of the Bylaws and Interlocal Cooperation Agreement for the Kansas Workers Risk Cooperative for Counties (KWORCC). Essentially, the County, through the interlocal agreement, agrees to participate in and form a county selfinsurance pool for workers compensation coverage with KWORCC.

&nbsp; &nbsp;D. GOLDEN BELT HUMANE SOCIETY: Operational and Support Agreement: &nbsp; &nbsp;-Mr. Patzner will present details. Barton County will consider an updated agreement with the Golden Belt Humane Society. Under the agreement, the County will designate the Humane Society as the Animal Control Authority.

&nbsp; &nbsp;E. INFORMATION TECHNOLOGY: Operating Improvements: &nbsp; &nbsp; &nbsp; -Mr. Patzner will provide details. Office 365 Business enables all computer users to have email hosting, protection and archiving as well as a desktop version of Office. It is suggested that the Commission approve the purchase of licenses for up to 180 users.

&nbsp; &nbsp;F. COUNTY CLERK’S OFFICE: Cereal Malt Beverage License Renewals: &nbsp; &nbsp; &nbsp; -Bev Schmeidler, County Clerk, will provide details. Per K.S.A. 41-2702, no retailer shall sell any cereal malt beverage without having secured a license for that business. When a business is located in the unincorporated portion of the County, that application shall be made to the Board of County Commissioners. License renewals for 2025 will be presented.

&nbsp; &nbsp;G. COUNTY CLERK’S OFFICE: Request for Approval – Added / Abated / Escaped / Refunded Taxes: &nbsp; &nbsp; &nbsp; -Bev Schmeidler, County Clerk, will present a listing of Added / Abated / Escaped / Refunded Taxes. Orders for these actions are kept on file in the County Clerk’s Office. These are used to correct assessments and are requested by the County Appraiser’s Office or the County Clerk’s Office.

The Landfill operates a Caterpillar 826K Compactor to push and compact trash. Operators routinely clean out debris that wraps around the compactor axles as it could potentially cause catastrophic failure to the axle seals and final drives. Occasionally, debris will get tightly wrapped around the axels or in a spot that the operators are unable to remove it. This requires clean out by removing the wheels. After a recent service on the compactor, it was recommended by Foley’s that the wheels be removed and axels cleaned to check for and / or prevent any machine damage.

&nbsp; &nbsp;J. COUNTY ENGINEER: Consideration of Bids for OS 156 RCB Extensions Project: &nbsp; &nbsp; &nbsp; -Barry McManaman, County Engineer, will present details. Bids were opened on December 2, 2024, for this project which widens an existing Reinforced Concrete Box (RCB) Bridge, Number OS 156, located on NW 10 Avenue approximately 0.25 miles south of NW 20 Road near Great Bend, Kansas. L&amp;M Contractors, Inc. submitted the only bid in the amount of $87,713.00. The Commission is asked to consider approval of the bid.

&nbsp; &nbsp;K. COUNTY ENGINEER: 2025 Biennial Bridge Inspections: &nbsp; &nbsp; &nbsp; -Mr. McManaman will provide details. The County Engineer requested a proposal from Kirkham Michael to perform the 2025 Biennial Bridge Inspections. Work includes routine bridge inspections following the Kansas Department of Transportation’s “Scope of Services for Local Routine Bridge Inspections”. Barton County is required to have all 372 bridge length structures inspected every two years. The Commission will be asked to consider approval of the Kirkham Michael agreement to do the inspections in the spring of 2025.

&nbsp; &nbsp;L. ROAD AND BRIDGE: Buyback Options of Fleet Track Loaders: &nbsp; &nbsp; &nbsp; -Chris Schartz, County Works Director, will provide details. Road and Bridge purchased two Bobcat Track Loaders from Bobcat of Salina. Both have been updated regularly since purchase in 2014 and in 2017, respectively. If the buy-back is approved, the current units will be replaced with 2024 T76 T4 Bobcat Compact Track Loaders. It is noted that the two-year buy-back option purchase price is $32,000.00.

&nbsp; &nbsp;M. MEMORIAL PARKS ADVISORY COMMITTEE: Board Appointments: &nbsp; &nbsp; &nbsp; -Mr. Schartz will present details. Persons on the Memorial Parks Advisory Committee advise and assist the Commission with the care and management of the Golden Belt and Hillcrest Memorial Parks. The new year is right around the corner, and now is the time to create health goals for 2025. Making healthy choices is something we get to do every day, but it does not have to be overwhelming. In fact, simply walking every day can improve heart health, strengthen the lungs, improve quality of sleep, and fight osteoporosis! If walking to improve health is something you are interested in, a Walk with Ease class may be for you.

Walk with Ease (WWE) is here to help people with arthritis or other related conditions reduce pain, increase balance, strength, walking pace, and improve overall health. Walk with Ease is not only an evidence-based program, but it’s also fun! Participants have the opportunity to walk, stretch, and socialize during each session. WWE is a class created by the National Arthritis Foundation, and it is offered through Kansas State Research &amp; Extension.

Walk with Ease provides pain management and physical activity education to individuals and families. These classes include an educational book that covers various topics about walking and arthritis management, and the $15 registration fee covers the price of the book. The enrollment fee is waived for those who have previously taken the class. Walk with Ease classes aim to help each participant implement realistic goals, maintain a long-term physical activity routine, and help Kansans find resources to stay active.

“The National Festival of Breads showcases the creativity of home bakers across the country,” said Cindy Falk, Kansas Wheat nutrition educator and festival co-director. “Join us for this beloved tradition that celebrates baking bread at home with your original entry.”&nbsp;

The Festival of Breads was started 34 years ago by the Kansas Wheat Commission, the Kansas Department of Agriculture and the Kansas Wheathearts, a women’s auxiliary group of wheat growers. The contest was designed to honor the art of baking, encourage the use of Kansas products and recognize the Kansas wheat and milling industries. The contest went national in 2009 and champions from all over the United States have won prior competitions.

The 2025 contest is sponsored by Kansas Wheat, King Arthur Baking Company, Manhattan Hy-Vee, Kansas Department of Agriculture and Stafford County Flour Mills. The contest is open to adult home bakers, 18 years or older, who submit an original recipe and photo in the online entry system. Entries for the 2025 contest will be accepted online through January 16, 2025.&nbsp;

This year’s competition includes two categories — quick bread and yeast bread.&nbsp;

Quick bread is defined as recipes made without yeast and with a leavening agent (baking powder or baking soda), which allows for immediate baking after preparation. Examples include muffins, scones, soda bread, tortillas, coffeecakes, pancakes, fritters, dumplings, fruit and nut breads, waffles, beer bread, biscuits and more.&nbsp;

Yeast breads are made with yeast (instant, active dry, bread machine yeast, etc.) and most often use bread flour, high-protein flour, all-purpose flour, whole wheat flour or a combination of flours. Examples include sweet or savory breads and rolls, whole grain breads and rolls, Dutch oven breads, holiday breads and fancy braids, sandwich loaves and more.&nbsp;

Select recipes will be baked and evaluated in the test kitchen at the Kansas Wheat Innovation Center by Falk and a team of experts before winners are selected and announced on June 4, 2025. Category winners will each receive a $1,000 check and a baking prize bundle. Honorable mention winners will receive a check for $100.&nbsp;

Wheat Scoop: Entering the 2025 National Festival of Breads

On Saturday, Dec. 14 at approximately 1:55 a.m., officers with the Great Bend Police Department were dispatched to a residence in the 700 block of Morphy Street in reference to an armed domestic disturbance involving a knife and a handgun. 

Prior to the officers arrival, the female victim reported that she was inside the residence and that she feared for her life. 

After not getting a response to the door, officers forced entry and observed Zachary Ortiz, age 34, to be standing in the living room and to be pointing a weapon towards them. Ortiz was directed to put the weapon down and he complied. Further investigation revealed that the weapon was a BB gun. 

Ortiz was arrested without further incident and booked into the Barton County Jail for aggravated domestic battery, aggravated assault, aggravated assault against LEO and possession of a weapon by a person convicted of a felony. Ortiz was booked in lieu of bond. 

The female victim was located and evaluated on scene by Great Bend Fire Department EMS.

Barton County Sheriff's booking activity (12/13 - 12/15)

Kansas Senate President Ty Masterson&nbsp;recently affirmed&nbsp;that, with the Republican legislative majority&nbsp;even stronger&nbsp;after the 2024 elections, the leadership will bring back the push to ban transgender surgery on those under 18 years old. The last effort to do so ended with a veto from Governor Laura Kelly and a veto-override attempt which failed by only two votes. So it’s reasonable, now that they have additional votes on their side, that the Republicans would try again.

Reasonable, that is, in terms of signaling. Is it reasonable in terms of substance?

The role of political signaling, as opposed to the usually unglamorous work of addressing policy substance, is a complicated one in democratic governance. It is not uncommon for voters to complain that those elected to represent them are spending their time on meaningless bills or resolutions that show their support for one cause or another, instead of getting down to the business of building actually substantive legislation. It’s a fair—and not inaccurate—complaint.

Yet I sympathize with legislators who operate in a nationalized media environment, whose funding so often depends upon major interest groups and organizations that usually care little for specific budget or policy matters, and instead are focused on creating media messages which exist primarily to rile up or placate key constituencies. A reasonable politician might well conclude that have to play the signaling game, if only to make sure they have the opportunity to also focus on the difficult matters that may concern them most.

That’s not to say that there aren’t members of the Republican super-majority in Topeka who, for a variety of reasons, may well be sincerely concerned—maybe even horrified—by the prospect of someone under the age of 18 receiving gender modification surgery, and see banning such as a necessary action in the name of public health or morality. I’m sure some fit that description.

But I suspect most of our legislators actually understand that they are crusading symbolically against an almost non-existent concern. There’s&nbsp;no evidence&nbsp;of any Kansas medical center ever performing gender transition surgery on a minor, and nationally the numbers are&nbsp;incredibly low: out of all gender-affirming surgeries in the United States in recent years, perhaps 2 out of every 100,000 were performed on a person between the ages of 15 and 17, and 1 out of 1,000,000 were performed on a person between the ages of 13 and 15. Beneath that age, the number is zero.

This pattern—when the data and the message don’t match--holds for many other issues as well. The number of transgender athletes seeking to play sports competitively in the category of their chosen gender is tiny, yet everyone seems to have a story about some transgender woman with an unfair advantage at their child’s high school. It’s the same for illegal immigrants, who are&nbsp;far more law-abiding&nbsp;than the rest of the population, yet every story about an undocumented resident who commits a crime will be shared over and over and over again.

On a certain level, one must simply accept this as a political reality: most people, lacking both the time and inclination to become experts regarding any given matter, depend upon—and make decisions upon—the conveying of key signals, whether involving law or morality or anything else. For those who do have expert information—often because they actually are one of the people being symbolically discussed (a person with sexual dysphoria, a Dreamer, or more)—the battle to call attention to the actual data, and introduce substantive arguments, is never-ending. But necessary, all the same.

Insight Kansas: On substance and signaling, in Topeka and beyond

Barton Community College will help area high school juniors plan for their futures at Junior Day, from 9 a.m. to 12:30 p.m. Feb. 14. Those interested can sign up at&nbsp;<a href="http://juniorday.bartonccc.edu/">juniorday.bartonccc.edu</a>&nbsp;through Jan. 31.

The event will feature info sessions with admissions, campus tours, the opportunity to explore multiple majors, and several scholarship drawings. Most importantly, students and parents can learn the countless benefits of attending Barton prior to attending a four-year college or, if they choose a career path, before entering the workforce.&nbsp;

The Admissions Department will give away five scholarships: one $1,000 scholarship and four $500 scholarships.

Director of Admissions Tana Cooper encourages all juniors in the area to attend, even if they intend to go straight to a four-year school. Students will get a chance to choose between a variety of majors to learn about, including Agriculture, Agriculture Mechanics (Top Tech), Art, Athletic Training, Business, Criminal Justice, CDL, EMS, General Studies, &nbsp;Music, Natural Gas, Nursing, Psychology, Scales Technician, STEM, Theatre, Carpentry, Plumbing, Welding, and multiple options in the medical field.

“Regardless of your plans, this is a great opportunity to explore what courses and career paths you might want to pursue,” she said.&nbsp;

Cooper said attending Barton can help students get ahead both academically and financially by saving time and money compared to what it would take to attend a four-year university right after high school.

Those interested can sign up at&nbsp;<a href="http://juniorday.bartonccc.edu/">juniorday.bartonccc.edu</a>&nbsp;through Jan. 31.The event will feature info sessions with admissions, campus tours, the opportunity to explore multiple majors, and several scholarship drawings. Most importantly, students and parents can learn the countless benefits of attending Barton prior to attending a four-year college or, if they choose a career path, before entering the workforce.&nbsp;The Admissions Department will give away five scholarships: one $1,000 scholarship and four $500 scholarships.Director of Admissions Tana Cooper encourages all juniors in the area to attend, even if they intend to go straight to a four-year school. Barton CC Junior Day to feature $3,000 in scholarship giveaways

Russell Fire Chief Dylan Riedel graduated from KU’s Certified Public Manager (CPM) program — a nationally accredited initiative dedicated to developing exceptional public managers.

This 300-hour program is designed to strengthen leadership skills and provides public service professionals with the tools to meet community needs. The course included a capstone project, which challenges participants to develop solutions to real-world organizational issues.

Leadership from Barton Community College and Medicalodges, Inc. gathered Nov. 20 at Medicalodges Great Bend to honor students participating in the Medicalodges Academy: Pathway to Learning and Earning&nbsp;Apprenticeship&nbsp;Academy.

The event brought together representatives from the College and Medicalodges to honor the achievements of the students and employees participating in the academy. Employees Tiffany Lewing, Ivy Davidson, and Andrea McAllaster were recognized for completing the caregiver and certified nurse aide (CNA) training level. In addition, Brittany Travis and Ashley Markley received accolades for their current participation in the Apprenticeship Academy.

Barton Vice President of Instruction Elaine Simmons said the academy has successfully blended technical instruction from the College with mentorship and paid on-the-job training to encourage classroom and job success.

“The goal of this partnership is to help students succeed and achieve the industry credentials needed in high-demand fields,” she said. “We are proud to make the path for students interested in these fields critical to the healthcare industry more accessible.”

Medicalodges Executive Vice President Shannon Lager&nbsp;said they are excited to be able to give this opportunity to their employees. Medicalodges has 30 locations regionally, and their leadership plans to use what they have learned in Great Bend to expand this program to these locations as well.

“By investing in our employees through this academy, we’re creating pathways for professional growth and ensuring the highest standards of care for our residents,” she said. “This partnership with Barton Community College strengthens our commitment to workforce development and employee success and retention.”

In June 2023, a partnership between Barton and Medicalodges launched the Apprenticeship Academy to advance workforce development in healthcare. The collaborative effort combines the College’s expertise in technical education with Medicalodges commitment to quality care and employee development.
