BOARD OF BARTON COUNTY COMMISSIONERS
Agenda Meeting
April 19, 2021
9:00 a.m. Until Close

I. OPENING BUSINESS:
A. Call Meeting to Order.
B. Roll Call taken by County Clerk.
C. Recitation of the Pledge of Allegiance.
D. Consider Approval of the Agenda.
E. Minutes of the April 12, 2021, Regular Meeting are not available.
F. Any citizen wishing to make statements during the discussion of any item must first be recognized by the Commission Chair. After being recognized, that person should state their name and the name of any organization represented. Statements should be limited to five minutes.
G. Cell phones and other electronic devices, other than those used by the media and law enforcement, should be shut off.

II. OLD BUSINESS - Items tabled, or scheduled, from previous Commission Meetings, will be heard at this time
-There is no Old Business at this time

III. NEW BUSINESS - All new business to be considered by the Commission will be heard at this time.

A. COUNTY CLERK / ELECTION OFFICE: Purchase of Voting Equipment:
-The current electronic poll pads have reached end-of-life. These poll pads are used at the voting precincts and in the Clerk’s Office to process voters for voting. ES&S Election Systems & Software has a poll pad product that integrates with the ES&S electronic voting equipment and ES&S ELVIS Voter Registration database. Fifteen additional ExpressVote ballot marking devices are also quoted. The additional equipment should help to expedite lines of voters on Election Day. The cost for all equipment includes installation, training and 1 year warranty. It is anticipated this expenditure may be reclassified to American Rescue Plan Act monies. Donna Zimmerman, County Clerk, will present details.

B. PROCLAMATION 2021-08: National Crime Victims’ Rights Week:
-In recognition of National Crime Victims’ Rights Week, the County Attorney’s Office has requested that the Commission adopt Proclamation 2021-08. The week of April 18 – 24, 2021, has been selected to reaffirm the County’s commitment to respect and enforce victims’ rights and address their needs during Crime Victims’ Rights Week and throughout the year. Camila Komarek, Victim Advocate, will provide details.

C. CENTRAL KANSAS COMMUNITY CORRECTIONS: Fiscal Year 2022 Comprehensive Plan Submission:
-The Kansas Department of Corrections (KDOC) requires submitting a Comprehensive Plan (grant application) each year. This document requires the review and approval of the Barton County Commissioners, as the Administrative County for the District to which the plan pertains. The plan includes a funding request of $510,344.14 for program operations and $55,350.00 for Behavioral Health. Amy Boxberger, CKCC Director, will provide details.

D. JUVENILE SERVICES: 2022 Budget Approval:
-The Juvenile Services Department requests approval of the 2022 Fiscal Budget as prepared by Marissa Woodmansee, Juvenile Services Director. The budget has been prepared based on figures provided by the Kansas Department of Corrections - Juvenile Services. The budget includes $635,847.82 for Juvenile Services, $160,391.19 for evidence-based programs and $128,313.00 in reinvestment funds. Ms. Woodmansee will provide details.

E. COVID UPDATE:
-Karen Winkelman, Health Director, will provide the Commission with an update on COVID-19 and Health Department Operations.

IV. ENDING BUSINESS – After new items are heard by the Commission, the following items, including announcements, will be heard.

A. ANNOUNCEMENTS:
-Following the close of the Agenda Meeting, the Commission will consider the authorization of personnel changes for classified positions, sign any documentation approved during the agenda meeting or sign any other documentation required for regular County business. Similar action may take place throughout the day.

B. APPOINTMENTS:
Although subject to change, the following appointments have been scheduled:
10:00 a.m. or following the close of the Agenda Meeting – Tech Fund Information – Donna Zimmerman, County Clerk; Jim Jordan, County Treasurer; and Pam Wornkey, Register of Deeds.
10:30 a.m. – Malwarebytes Antivirus Software Bids – Derreck Hollingshead, Information Technology Director.
10:45 a.m. – Financial Update – Matt Patzner, Financial Officer.
11:00 a.m. – Regular Business Discussion – Phil Hathcock, County Administrator, and Donna Zimmerman, County Clerk.

THE COUNTY EDITION, KVGB-AM – Thursdays at 11:05 a.m. Levi Morris, County Attorney, is scheduled for April 22, 2021.

V. OTHER BUSINESS:

Discussion Items.
B. Citizens or organizations may present requests or proposals for initial consideration.
C. The Commissioners are available to the Public on Mondays during regular business hours.
D. One or more Commissioners may be present in the Commission Chambers conducting county business throughout the day on Mondays.
E. The Commissioners may, individually, schedule personal appointments related to County business at their discretion.
F. The next Regular Meeting will be at 9:00 a.m., Monday, April 26, 2021.
