Suspect charged after Kansas City woman found dead on sidewalk

KANSAS CITY —A Kansas City man has been charged in the fatal shooting early Feb. 12, 2024, in the area of 50th and Bellefontaine Avenue in Kansas City, according to Jackson County Prosecutor Jean Peters Baker.

Charlie L Bowman, 56, faces Murder in the 2nd Degree, Armed Criminal Action and Unlawful Possession of a Firearm.

According to court records, officers for the Kansas City Police Department were dispatched to the area and found a victim suffering from an apparent gunshot wound to the chest. She was pronounced deceased soon after responders arrived on scene.

Officers contacted Bowman who had remained on the scene. Video footage showed a vehicle arrive at the scene with another vehicle pulling in behind it. The victim is observed getting out of the  second vehicle and walking to the driver's door of the first vehicle, a Buick. A  witness stated the victim had gone up to the car where the defendant was sitting and shot her twice. She tried to flee and collapsed on the sidewalk.

Law enforcement authorities investigating a deadly Monday shooting in Kansas City have identified the victim as 57-year-old Ruth A. Bowman.

Just after 12:30.m. Monday, police were dispatched to a shooting at 50th and Bellefontaine, according to Police Captain Jake Becchina.

First responders were directed to a shooting victim, later identified as Bown, unresponsive on the sidewalk north of the intersection. Officers began rendering aid and summoned EMS to the scene who declared her deceased.

Responding Officers detained two people who were at the scene when they arrived for further investigation. Detectives and Crime Scene Investigators processed the scene for evidence and canvassed for witnesses.  Police have not reported an arrest or additional details.
