SEDGWICK COUNTY — A Kansas man accused in a 16-year-old sex assault cause as due to be formally charged this week.
The arraignment for 52-year-old Ted Foy was delayed until October 24 at the request of the defense attorney, according to the Sedgwick County. District Attorney's office.
In May, the district attorney charged Foy charged with aggravated criminal sodomy, rape, aggravated sexual battery, and attempted rape.
In November of 2007, police were dispatched to a reported sex assault case at 1900 S Tara Falls in Wichita, according to Officer Kris Gupilan.
Investigators learned that a suspect later identified as Foy had broken into a home and sexually assaulted a female victim. Investigators worked to identify a suspect but were unable to despite exhausting all available resources at the time.
In a collaboration with the Air Force Office of Special Investigations Cold Case Team and the Sedgwick County Regional Forensic Science Center, Wichita Police Investigators were able to utilize genealogical investigative techniques to assist them in identifying a potential suspect.
The suspect’s identity was confirmed through DNA as Ted Foy and on May 1, police arrested him. He remains in jail on a $500,000 bond.
