BOARD OF BARTON COUNTY COMMISSIONERS Agenda Meeting July 13, 2020 9:00 a.m. Until Close

I. OPENING BUSINESS:

II. OLD BUSINESS - Items tabled, or scheduled, from previous Commission Meetings, will be heard at this time. -There is no Old Business at this time.

III. NEW BUSINESS - All new business to be considered by the Commission will be heard at this time.

A. DECLARATION OF A STATE OF LOCAL PUBLIC HEALTH EMERGENCY: COVID-19: -After approval by Chairman Kenny Schremmer on March 18, 2020, the Commission ratified the Declaration of a State of Local Public Health Emergency as a result of the COVID-19 event at a Special Meeting held March 20, 2020. On May 18, 2020, the declaration was extended sixty days. At this time, the Commission will be asked to extend the declaration until January 26, 2021, unless terminated earlier. The extension of the disaster declaration allows for the County to receive state and federal aid. Amy Miller, Emergency Risk Manager, will provide details.

B. KANSAS CORONAVIRUS EMERGENCY SUPPLEMENTAL FUNDING GRANT: Law Enforcement Agencies Project: -On July 6, 2020, it was announced that Barton County was awarded a $102,356.00 Federal Coronavirus Emergency Supplemental Funding (CESF) grant from the Kansas Governor’s Grant Program. This grant was written for funds to prevent, prepare, and respond to the Coronavirus pandemic. The granted project includes updates for phone and surveillance equipment for law enforcement agencies, community corrections and juvenile services. A Request for Proposal was released for hardware needed to complete the project. Phil Hathcock, County Administrator, will provide details.

C. COURTHOUSE DOOR SECURITY PROJECT: Kansas Health Foundation Impact & Capacity Grant and Wal-Mart Community Grant: -Barton County has received funds from the Kansas Health Foundation Impact & Capacity Grant and the Wal-Mart Community Grant. These awards are to be used, in part, to support COVID19 response and recovery activities dealing with security measures. To better provide security at the Courthouse in the event of a future closure, the County received bids to replace the exterior doors of the Courthouse and install an electronic key card system. Mr. Hathcock will provide details.

IV. ENDING BUSINESS – After new items are heard by the Commission, the following items, including announcements, will be heard.

A. ANNOUNCEMENTS: -Following the close of the Agenda Meeting, the Commission will consider the authorization of personnel changes for classified positions, sign any documentation approved during the agenda meeting or sign any other documentation required for regular County business. Similar action may take place throughout the day.

B. APPOINTMENTS: Although subject to change, the following appointments have been scheduled: JULY 13, 2020

9:45 a.m. or following the close of the Agenda Meeting – Lease of the Broadway Annex Building, Great Bend – Jim Jordan, County Treasurer and Phil Hathcock, County Administrator.

10:45 a.m. – Regular Business Discussion – Donna Zimmerman, County Clerk and Mr. Hathcock, to include the continuation of a lease agreement for storing Road and Bridge equipment.

THE COUNTY EDITION, KVGB-AM – Thursdays at 11:05 a.m. Sheriff Brian Bellendir is scheduled for July 16, 2020.

V. OTHER BUSINESS:

A. Discussion Items.

B. Citizens or organizations may present requests or proposals for initial consideration.

C. The Commissioners are available to the Public on Mondays during regular business hours.

D. The Commissioners may, individually, schedule personal appointments related to County business at their discretion.

E. The next Regular Meeting will be at 9:00 a.m., Monday, July 20, 2020.
