NESS COUNTY —A Ransom man faces life in prison after a jury found him guilty of sexually assaulting a child in 2015.

An Ellis County jury deliberated for five hours last week before finding 54-year-old Robert Wayne Evel of Ransom guilty on all four counts of aggravated criminal sodomy, attempted rape, aggravated indecent liberties with a child and criminal threat.

According to court documents, all four crimes occurred between June 1, 2015, and August 31, 2015. All four crimes also involved a child who was 10 years old at the time of the assault.

According to Ellis County Attorney Robert Anderson, Kansas sentencing statutes require Evel to be sentenced to life in prison without the possibility of parole for a 25-years on three of the four charges. Sentencing is scheduled for Monday, November 20, at 10:30 a.m.

A recent homicide in Wichita highlighted the right of defendants to bond out of jail. Nineteen-year-old Daryon Boone is accused of first-degree murder after allegedly shooting and killing 69-year-old Norma Williams as she drove home from a football game. Public outrage grew at the news of Boone's release on a $500,000 bond. Barton County Sheriff Brian Bellendir said that's part of a defendant's Constitutional rights.

"In the United States, you're innocent until you're proven guilty," he said. "Therefore, you have the Constitutional right to post a bond to get out of jail until such time as you go to trial because you're innocent, technically, until a judge or jury says not."

A bond is little more than a guarantee a defendant will show up to court. Defendants may pay 100 percent of the listed bond in cash, which may later be returned or applied to fines, or the defendant can hire a bonding agent to essentially write an insurance policy. The risk is the bonding agent is then on the hook for 100 percent of the bond should the defendant not appear in court. The reward is the agent gets to keep the money paid by the defendant.

"The bonding company does not have to charge you 10 percent," said Bellendir. "This is a private contract between you and them. They may charge you as little as 1-2-3 percent, they may charge you five percent if they don't think you're much of a risk."

Bonds typically come with conditions attached, such as avoiding other parties associated with an offense, abstaining from drug or alcohol use, or remaining in the state of residence. Several states have eliminated bail altogether, and Kansas is one of just a handful of states with no set fee that must be charged by bond agents.

Barton Co. Sheriff: Posting bail is a Constitutional right

Having extra funds is always a positive. At Tuesday's Barton County Commission meeting, Juvenile Services Director Marissa Woodmansee asked for approval to carry forward some unspent funds from fiscal year 2023. 

"The Kansas Department of Corrections allows us to retain the monies we have received as reimbursements for program fees, urine collections, (and other) fees, and things like that," she told the commission.

The carryover includes $72,831.93 from Core programming, and $19,058 from immediate intervention. Core programming funds will be used to fund contractual services, training, and the purchase of supplies. Immediate intervention funds can be used only for evidence-based curriculum, incentives, or outside service referrals for youth. The commission approved Woodmansee moving forward with the $91,889.

"It is a growing pool and that's because we've been in a fortunate position that our state block grant does cover us, and we haven't had to utilize these funds, at least under my leadership," Woodmansee said.

The commission also approved an expenditure of $12,500 for Juvenile Services' contract extension with Learning Tree Institute at Greenbush, the single-source provider for grant data analysis for the Drug-Free Communities Support Program Grant funded by the Centers for Disease Control and Prevention.

With a population calculated at less than 1,000, the longest, standing
building in the City of Stafford is the Ritz Theatre. Operating since the late
1920s, not even a fire in the 1930s that destroyed most of the building could shut
the movie theater down for good. 

Approaching 100 years old, the theater will
receive a new marquee and sign at its entrance. Stafford Office Clerk Deana
Eisenhour said a local family made a donation, which the city matched, to
replace the historic marquee.


"It will not be digital, because the donor refused to do that," said Eisenhour. "We'll still put the letters up on the sign. She wanted it to be as close to original as possible. There was also a blade going vertical that has been missing for years that said 'Ritz.' They'll be replacing that as well. They did so much investigation into the history of this Ritz that they got back to the pictures when it first started."

The old marquee had rusted, leaked and was falling apart. Crews removed the
marquee in June and eventually repainted the front of the building. 

Seating 250
people, community members are hired to operate the theater on the weekends. The
Ritz, which is owned by the City of Stafford, has movie times at 7:30 p.m. on Friday and Saturday and a Sunday showing
at 3 p.m. 

"We've kept it very cheap and reasonable so everyone in the community can use it," said Eisenhour. "Adults can watch a movie for $5, kids age 13 and under are $3 and kids under the age of three are free. We have a combo pack from our concessions where you can get a popcorn, drink and candy bar for $5."

Miracle Signs, from Wichita, was contacted to construct the new marquee that is

Tuesday's weather

The bowling teams at Great Bend High School have had their share of success, including a Class 5-1A state championship for the Lady Panthers last winter. Monday evening, the USD 428 Board of Education voted to extend that opportunity to more students in the district by approving unified bowling as a new sport at Great Bend High School. Activities Director Matt Westerhaus presented to the board.

"This provides another opportunity for our students at Great Bend High School who wouldn't necessarily have an opportunity to participate in sports that we potentially cut in," he said. "This provides more opportunities for our kids."

Unified sports is a joining of students with or without intellectual disabilities. In June 2021, the Kansas State High School Activities Association (KSHSAA) partnered with the Special Olympics to offer bowling as a unified sport in the state. Every Western Athletic Conference school except Dodge City and Great Bend has added a unified team, though Dodge City's obstruction is the lack of a bowling alley. Bowling Coach David Feldbauer said, this year, each team will be made up of two athletes, or competitors with intellectual disabilities, and one partner, or student without a disability.

"They're actually making it more adaptable to the kids it should be pointed toward," he said, "the kids with the disabilities instead of the high school kids that are already bowling for a title later on in the year."

Feldbauer said he plans to use all participating athletes in competitions leading up to regional and state competitions where KSHSAA has limited participants to just three athletes and two partners to allow for substitutions. All competitions will follow the Baker format with athletes bowling six of the 10 frames, and the partner bowling the remaining four frames. The highest pinfall after six Baker games will be declared the winner.

Feldbauer does not typically invite parents to practices, but he wants to include parents for the unified sport.

"I want the parents in the background so I can talk to them to figure a little more about their kids, especially the first couple weeks of practice so I can learn more about the kids and their disabilities," he said. "They can see how the other kids are interacting so they can see what's going to trigger their kids."

The 2023 season begins on Sept. 25, with a first competition date of Oct. 9. Feldbauer says he already has 18-20 interested participants, and at least eight members of his bowling squads have agreed to participate as partners. Great Bend will host its first unified bowling matches against the WAC schools on Oct. 12 at 3 p.m. at the Walnut Bowl. There will be three other competitions, all against WAC teams, before regional and state competitions in November.

The board voted 6-0 to approve the new sport with an implementation budget of $10,535. Most of that budget will go towards equipment and a coach, with more dollars going to the purchase of uniforms every four years and transportation.

The Rotary Rig Count from Baker Hughes broke its losing streak. The total count as of 9/8 was 632 active rigs, marking the first increase in total rigs, and the first increase in oil rigs, in more than two months. The count in Texas was up four. New Mexico and North Dakota were each down three.

The Kansas Rig Count from Independent Oil &amp; Gas Service was down two rigs from last week in Western Kansas. The tally east of Wichita is unchanged. The count is down 40% from last year at this time. Drilling was underway Friday on a lease in Ellis County.

So far this year, 186 oil-and-gas operators have spudded 884 wells across the State of Kansas. They've completed 1,190 wells, up seven percent over last year. Independent Oil &amp; Gas Service says spuds are down 23% from a year ago, and total footage drilled trails last year by 26%.

Operators completed 38 new wells across Kansas last week, 13 east of Wichita and 26 in Western Kansas, including two in Barton County, one in Ellis County and one in Stafford County.

Kansas regulators last week approved eight new drilling locations across the state, two in eastern Kansas and six west of Wichita. That's 842 new drilling permits so far this year compared to 1,130 a year ago.

The Kansas Corporation Commission reported 83 new intent-to-drill notices in August, including one in Barton County, three in Ellis County, one in Russell County and one in Stafford County. So far this year there are 901 new intents statewide, down 280 from the count at the end of August last year.

The government reported another near-record week for crude production, over 12.8 million barrels per day for the third week in a row. U.S. weekly output has exceeded 12.8 million barrels per day only 18 times in history including this latest report from the Energy Information Administration. The record weekly tally was 13,074,000 barrels per day set during the week through February 28, 2020.

The Energy Information Administration said U.S. crude imports increased by 154,000 barrels per day to 6.8 million. The four-week average is nearly ten percent higher than a year ago.

Crude inventories dropped another 6.3 million barrels, to 416.6 million barrels. That's the lowest tally since June of 2022.&nbsp; The Energy Information Administration says stockpiles are four percent below the five-year average for this time of year.

At least one Russia sanction is not working as planned. The G7 and its allies have shelved regular reviews of the Russian oil price-cap scheme, even though most Russian crude is trading above the limit because of a rally in global crude prices. Reuters reports Russian producers have found ways to sell oil using fewer Western ships and insurance services, making it difficult for the West to enforce the existing price cap.

Viper Energy, a Midland, Texas operator, is expanding its reach, paying out a billion dollars in cash and stock for a huge acreage stake to add to its own in the Permian Basin and other oil and gas plays. Viper said the new fields will boost it's Permian acreage to 32-thousand acres with output jumping to 48,000 barrels per day.

6. CURRICULUM REPORT &nbsp; &nbsp;A. Student Immunizations &nbsp; &nbsp; &nbsp; Required and recommended student immunizations are to be updated by October 1. School nurses monitor student immunization records and relay information to the principals to enforce the policy. Parents have the right to exempt their children from immunizations.

&nbsp; &nbsp;B. New Teacher Mentor Program &nbsp; &nbsp; &nbsp; USD 428 has been mentoring new teachers for two years over the past several years. First-year teachers and their assigned mentors meet weekly. Second-year teachers have the same mentor and meet every two weeks. Experienced teachers new to the district are assigned to an Ambassador who will help them adjust to a new building at the beginning of the school year.

&nbsp; &nbsp;C. Professional Development classes &nbsp; &nbsp; &nbsp; New teachers must complete Instructional Model each year within the first two years of their teaching contract with USD 428. The course has been restructured to align with MTSS and support new education with foundational training.

&nbsp; &nbsp;D. Capturing Kids Hearts &nbsp; &nbsp; &nbsp; New USD 428 teachers received Capturing Kids Hearts inservice training in August. The Capturing Kids Hearts program continues to be a focus into 2023-2024 as better relationships between teachers and students impact student achievement. Award for quickly identifying a student in distress who was exhibiting the universal sign for choking. Mr. Dodge quickly proceeded to perform the Heimlich maneuver to eject a throat obstruction. Once the student was out of danger, Mr. Dodge assisted the student to the nurse's office to be assessed. Mr. Dodge’s quick response and knowledge of the maneuver changed a dangerous situation into a positive ending. The 2023-2024 application amounts to $1,131,420 for Title VI B pass-through funds ($58,134 higher than the prior year) and $40,835 for ECH ($661 higher than the prior year). The budget application will be available for public review at the Barton County Cooperative of Special Education for the next thirty days.&nbsp; &nbsp;B. Approval of Workers Compensation Audited Adjustment &nbsp; &nbsp; &nbsp; The annual gross Workers' Compensation premium through KASB is based on the estimated payroll at the beginning of the year and then audited and adjusted according to the actual payroll at each year's end. Audited numbers for July 2022 through June 2023 reflect a balance due of $7,932; therefore, the administration recommends approval to pay the balance due.&nbsp; &nbsp;C. Approval of Site Council Members &nbsp; &nbsp; &nbsp; Learning center principals submitted names of their schools' recommended 2022-2023 Site Council members. The administration recommends approval. Questions regarding members on any Site Councils should be directed to Mr. Thexton before the meeting.&nbsp;6. CURRICULUM REPORT &nbsp; &nbsp;A. Student Immunizations &nbsp; &nbsp; &nbsp; Required and recommended student immunizations are to be updated by October 1. School nurses monitor student immunization records and relay information to the principals to enforce the policy. Parents have the right to exempt their children from immunizations.&nbsp; &nbsp;B. New Teacher Mentor Program &nbsp; &nbsp; &nbsp; USD 428 has been mentoring new teachers for two years over the past several years. First-year teachers and their assigned mentors meet weekly. Second-year teachers have the same mentor and meet every two weeks. Experienced teachers new to the district are assigned to an Ambassador who will help them adjust to a new building at the beginning of the school year.&nbsp; &nbsp;C. Professional Development classes &nbsp; &nbsp; &nbsp; New teachers must complete Instructional Model each year within the first two years of their teaching contract with USD 428. The course has been restructured to align with MTSS and support new education with foundational training.&nbsp; &nbsp;D. Capturing Kids Hearts &nbsp; &nbsp; &nbsp; New USD 428 teachers received Capturing Kids Hearts inservice training in August. The Capturing Kids Hearts program continues to be a focus into 2023-2024 as better relationships between teachers and students impact student achievement. Mrs. Blevins will provide an update on the program's progress implemented in all buildings.&nbsp; &nbsp;E. MTSS Update &nbsp; &nbsp; &nbsp; USD 428 MultiTiered System of Supports (MTSS) remains a fundamental way to identify student needs and the appropriate interventions for these needs. Many potential problems are found early because of the benchmarking at each grade level three times a year. MTSS in Math, Reading, and Behavior gives teachers and buildings strategies to meet the needs of our students. Mrs. Blevins will provide an update on the 2023-2024 MTSS work.&nbsp; &nbsp;F. Great Bend school board meeting agenda (9/11)

Maddie and Mason Gonzales have been navigating life as husband and wife for six years, so when they decided to work on their education, it’s no surprise they embarked on that journey in tandem as well via Barton Community College at Fort Riley.

“We had an infant at home and another baby on the way, and we decided we needed a better plan for our family and future,” Mason said.

Both Maddie and Mason wish to pursue their education all the way to a master’s degree. Mason wants to be a game developer, and Maddie wants to go into healthcare. The pair said Barton knows how to work with soldiers and their families.

“We have a very unpredictable schedule,” Maddie said. “Quite a few times, my husband was called away for service, and I was left with the children. Our instructors worked with us to the best of their ability. We were able to survive the hard times because Barton could accommodate our schedules.”

Mason agreed that without Barton's flexibility, pursuing an education wouldn’t have been possible.

“Barton allowed me to complete my courses with a difficult schedule,” he said. “Even when I had to go on rotation, into the field, and permanent change of station, I was able to keep up and complete my schoolwork. I’m very thankful for how familiar Barton is with military processes and procedures because they know how to be flexible in the right ways for their students.”

The couple utilized Barton’s LSEC program which allows active-duty Soldiers and their dependents, as well as Department of Defense employees, to take classes on scholarship at no cost and said the program’s design helped make their educational dreams a reality.

“It allowed me and my wife to finish our associate degrees within a year,” he said, “Also, our courses will easily transfer to a university so we can continue our education. We are also setting a good example for our kids,” Mason said.

“Barton has allowed my husband and I to take one very large step towards achieving our big goals,” Maddie said. “What we accomplished at Barton showed us how much more we are capable of. It set our hearts on fire for education.”

Few programs go off without a hitch in their first year. Last year's Internship Program at Great Bend High School may be an exception. Thirteen seniors interned at seven local businesses in the program's first year. ACT and Career Coordinator Lacy Wolters said that number has doubled for year two.

"We had 25 students apply on the student side, so all students that applied as juniors, we were able to find them internship spots," she said. "We do have still about five businesses that submitted applications that we weren't able to match up with a student last year."

Of the 25 internships, 18 will take place this fall with seven more arranged for the spring. There were virtually no changes necessary from last year's program, but with one year in the books, everything started a little earlier this year.

"That allowed our students more time to be prepared, especially for those interviews that the businesses do," said Wolters. "We did prepare our students a little more coming into this year, making sure their resumes were updated. A lot of them did practice interviews."

Wolters said the businesses and students did a great job navigating the first year of the program. She's thankful for the 11 new businesses joining the program this fall.

"A lot of these students, their internships are aligning with what they're wanting to do for careers, so this is just a great way for them to get more exposure and experience in the industry," she said. "We're really happy with those businesses and also proud of our students. This is a great group of students out there representing the high school."

Great Bend Rec Board meeting agenda (9/11)

Shannon Brandon’s background has led her to taking on a key role in a new substance-use program at The Center for Counseling &amp; Consultation.

The Peer Mentoring Program now brings a new dimension to services for clients who struggle with substance-use disorder. Brandon’s role is that of a certified peer mentor; she also has earned case-management credentials.

Brandon works hand-in-hand with Kevin Ford, licensed addiction counselor. They see clients each week in The Center’s four-county service area.

Because of her addiction, Brandon lost custody of her kids and was facing “some legal trouble” several years ago.

After multiple rehabilitation attempts, Brandon has been clean for more than six years.

“After my stints in rehab, I eventually moved into an Oxford House in Hutchinson,” Brandon recalled. “I began working the steps and attending meetings, and got a sponsor and got a job.”

If it could numb the pain, I did it.”In her peer-mentoring role, Brandon relies on these experiences to guide others who are addicted to drugs and alcohol.“I want to help others who have taken this path,” she commented. “My sponsor was a peer mentor. I looked up to her as a role model.”Oftentimes, clients are court-ordered to seek treatment. Therefore, Brandon said, “many don’t want to be here in the first place. And in the beginning, they don’t want a peer mentor either.“Since accepting a peer mentor is not mandatory, we need to find a way to build a rapport,” Brandon continued. “Clients usually come around so that I can share my experiences and offer strength and hope.“I can show them they are not alone. If they learn that their peer mentor is in recovery, maybe they will realize they can be successful too.”Her colleague, Kevin Ford, has been clean for 38 years. He used alcohol and other drugs.In his addiction-counselor role, Ford reassures clients that he doesn’t judge or take sides.“I am here for the client,” he said. “I work WITH the court, not FOR the court,” he said. “I report urine-sample results when asked, and report cooperation or lack of cooperation.“I do not report anything about specific issues we discuss. I do not expect them to trust me immediately.”In addition to her peer-mentoring responsibilities, Brandon helps Ford with paperwork and meets with clients quickly.“Shannon is a real benefit to the clients because her participation cuts down on the wait-time to see me,” Ford said. “Also, she reminds them about their scheduled appointments.
