BOARD OF BARTON COUNTY COMMISSIONERS
Agenda Meeting
April 30
9 a.m. until close

I. OPENING BUSINESS:
   A. Call Meeting to Order.
   B. Recitation of the Pledge of Allegiance.
   C. Consider Approval of the Agenda.
   D. Consider the minutes of the April 23, 2024, Regular Meeting.
   E. Any citizen wishing to make statements during the discussion of any item must first be recognized by the Commission Chair. After being recognized, that person should state their name and the name of any organization represented. Statements should be limited to five minutes.
   F. Please silence all phones and electronic devices. Recording the meeting is allowed and the Commission requests that anyone using special recording equipment be seated in the back row to avoid creating a distraction during the meeting.

II. OLD BUSINESS - Items tabled, or scheduled, from previous Commission Meetings, will be heard at this time.
   -There is no Old Business at this time.

III. NEW BUSINESS - All new business to be considered by the Commission will be heard at this time.

   A. COUNTY ENGINEER: Kansas Department of Transportation, Contract for Preliminary Engineering (PE) Design Services by Consultant (Cost Plus Net Fee Agreement), Project No. 5 C-5265-01:
      -Barry McManaman, County Engineer, will provide details. Barton County was awarded Kansas Department of Transportation (KDOT) project No. 5 C-5265-01 to evaluate no passing zones and install signing on approximately 77 miles of County blacktop roads in the southwest portion of the County. KDOT will pay 100% of the costs for design, construction and inspection of the project. After a public notice period, one firm expressed interest in the project. The County’s selection team recommends Kirkham Michael to do the design work. KDOT has prepared a three-party agreement for the design services with the total compensation not to exceed $34,272.86. Barton County will pay Kirkham Michael for their services and KDOT will reimburse the County for 100% of the cost up to the maximum compensation of $34,272.86.

   B. COUNTY ENGINEER: Kansas Department of Transportation Federal Funds Exchange:
      -Mr. McManaman will provide details. The Kansas Department of Transportation (KDOT) has offered to exchange the County’s annual federal funds distribution for state funds at an exchange rate of ninety percent. The County has the option of using the full share of federal funds in the amount of $183,115.66 on a project designed with all federal requirements and restrictions. If the exchange is accepted, the County would have the freedom to use the money on road and bridge projects without following federal requirements. There is $164,804.09 available for reimbursement if the exchange offer is accepted.

   C. CENTRAL KANSAS COMMUNITY CORRECTIONS: RFP – Office Furniture:
      -Matt Patzner, County Administrator, will provide details. On April 22, 2024, the Barton County Administrator’s Office let an RPF on behalf of Central Kansas Community Corrections. The Office Furniture bids were to include select pieces for a suite of offices at 1806 – 12th, Great Bend, Kansas. Furniture must be of sufficient quality to ensure endurance for multi-year use, must be delivered assembled or be assembled on site at CKCC and the majority of furniture should be installed within one month of bid award. Bids were accepted until noon, April 25, 2024.

   D. COMMISSION UPDATE: Meeting Review:
      -Commissioner Duane Reif and Commissioner Tricia Schlessiger will provide details. On April 24, Commissioner Reif attended a multi-County meeting in Ness City that focused on western Kansas County issues. On April 25, Commissioner Schlessiger attended the Western Kansas Delegation meeting in Dodge City. At this meeting, attendees were able to meet with state and federal legislators.

   E. EXECUTIVE SESSION:
      -Chairman Barb Esfeld will present. Any Commissioner may make a motion for the board to recess to executive session at this time as allowed by K.S.A. 75-4319. Any motion must contain the justification for the executive session, the subject matter to be discussed, any individuals in addition to the board who will attend the executive session and the time at which the regular session shall resume.

IV. ENDING BUSINESS – After new items are heard by the Commission, the following items, including announcements, will be heard.

   A. ANNOUNCEMENTS:
      -Following the close of the Agenda Meeting, the Commission will consider the authorization of personnel changes for classified positions, sign any documentation approved during the agenda meeting or sign any other documentation required for regular County business. Similar action may take place throughout the day.

      -County officials, individually or in groups, may visit the Courthouse or those buildings being used for displaced Courthouse offices during the HVAC improvement project. With the Courthouse located at 1400 Main, other buildings being used for housing are 1520 Main and 1709 Main, Great Bend, Kansas.

   B. APPOINTMENTS:
      -Although subject to change, the following appointments have been scheduled:

         9:30 a.m. or following the close of the Agenda Meeting – Out of State Training Opportunity, IAAO Conference in Denver – Wendy Prosser, County Appraiser.

         9:45 a.m. – Jury Trial Dockets – Levi Morris, County Attorney.

         10:00 a.m. – Airfest Support – Christina Hayes, Community Coordinator, and Martin Miller, Airport Manager, City of Great Bend.

         10:30 a.m. - HVAC System Replacement for the Barton County Landfill Request for Proposal Update – Jennifer Hamby, Solid Waste Director.

         11:00 a.m. – Golden Belt Humane Society update – Heather Atchison, Director, and board members.

         11:30 a.m. – Regular Business Discussion – Matt Patzner, County Administrator.

THE COUNTY EDITION, KVGB-AM – Thursdays at 11:05 a.m. Sheriff Brian Bellendir is scheduled for May 2, 2024.

V. OTHER BUSINESS:
   A. Discussion Items.
   B. Citizens or organizations may present requests or proposals for initial consideration.
   C. The Commissioners are available to the Public on Tuesdays during regular business hours.
   D. One or more Commissioners may be present in the Commission Chambers conducting County business throughout the day on Tuesdays.
   E. The Commissioners may, individually, schedule personal appointments related to County business at their discretion.
   F. The next Regular Meeting will be at 9:00 a.m., Tuesday, May 7, 2024.
